QUESTIONS AND ANSWERS #3
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
QUESTION #1:
Due to questions Puglia and sub-contractors will have concerning the scope of work and ship inspection required; we would greatly appreciate this extension on RFC closing date and Bid Closing dates.
This extension would greatly assist Puglia Engineering with providing a competitive and accurate bid.
Current Closing Dates:
RFC - 1400 hours on 1 March 2017.
Bid Closing - Date 8 March 2017 Puglia Eng. Requested New Closing Dates:
RFC - 1400 hours on 15 March 2017.
Bid Closing - Date 28 March 2017
ANSWER: Request for extension will not be granted, RFC closure date will remain the same.
QUESTION #2:
The following items scope of work is identical along with the location of work and GFM listed.
The Title of work and Ref. 2.1 is the only difference between ea. item.
· 568 - MMR AFFF SYSTEM PIPING REPLACEMENT (T-ALT 394)
· 569 - FORWARD AFFF SYSTEM PIPING REPLACEMENT (T-ALT 394)
Can you please clarify?
ANSWER: Work items are accurate and complete with exception of Location of work (Paragraph 3.1) and Abstract (Paragraph 1.0). Location of work (Paragraph 3.1) and Abstract (Paragraph 1.0) for 569 is mistakenly identified the area to be the MMR References and material for 568 (MMR) and 569 (Forward Pump room) are different and correctly portray the scope of work required.

5.0 NOTES
5.1 The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs.
5.2 The contractor and all subcontractors regardless of tier are advised to review the other work items under this contract to determine their effect on the work required under this work item.
5.3 THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER AUTHORIZATION.
5.4 THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK, AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTICAL CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.
6.0 QUALITY ASSURANCE REQUIREMENTS:
6.1 Welding and brazing of the joints for piping systems shall conform to ASTM F722, ABS Rules 4-6-2, 2-4-4/5.7, and USCG 46 CFR Part 56.
7.0 STATEMENT OF WORK REQUIRED:
7.1 Tag-Out all required systems and equipment. Drain and dispose of any liquid in accordance with all federal, state, and local regulations.
7.2 Accomplish the requirements of reference 2.1 to remove, modify and install piping for AFFF system.
7.2.1 Template new pipe, valve and fitting locations from the existing piping system and reference 2.1.
7.3 Piping system shall be supported with pipe hangers and follow ASTM F708.
7.4 New gaskets shall be provided with all new joint make ups.
7.5 Provide new fasteners as required to make up new flanges.
7.6 Anti-seize compound shall be applied to prevent future seizure of nuts/bolts.
7.7 Testing/Inspection
7.7.1 ABS and MSCREP shall inspect fit up of piping prior to final weld.
7.7.2 Hydrostatically test all new piping sections to 300 psi. No leaks allowed.
7.7.3 Operation Test: Perform an operational test of all new and modified systems and equipment. No leaks allowed.
7.8 Preparation of Drawings
7.8.1 Contractor shall provide As-Built Drawings based on References 2.1 and 2.2 to document the work accomplished by this work item. As-Built Drawings shall include all material that was used (description and quantity).
7.8.2 As-Builts shall be in CAD format and one PDF copy on CDs.
7.9 Painting/Insulation
7.9.1 Clean and prepare new pipe and disturbed areas and apply a primer and two topcoats of paint to all areas to match the surrounding areas per MSC GTR 7.
7.9.2 The Contractor shall perform inspections after completion of each stage of surface preparation, each coat, and each stripe coat to verify surface condition, space cleanliness, and before requesting final inspection by the MSCREP.
7.9.3 Renew all insulation removed to perform repairs as per GTR 22.
7.10 Markings
7.10.1 Contractor to reinstall or replace name plates for all nozzles and to stencil flow direction per GTR 29 for install piping.
8.0 GENERAL REQUIREMENTS: None additional.
