Performance Work Statement
1. BACKGROUND
Military Sealift Command (MSC) has a fleet wide initiative to reduce overall energy consumption by 15% by 2020 while providing an optimal work environment for operating engineers. In pursuit of this goal, MSC found that significant savings can be realized through the installation of stand-alone refrigeration systems to cool the four Freeze/Chill Pre-Staging Areas during low load cargo refrigeration scenarios.
2. SCOPE OF WORK
The Contractor shall provide engineering services to design and commission a fully functional stand-alone Auxiliary Pre-Stage Area Refrigeration (APAR) system on twelve (12) T-AKE Class MSC ships. The Contractor shall procure and deliver just long lead time material for all twelve (12) T-AKE ships. The Contractor shall visit and assess at least two (2) AKE class ships to verify equipment and space variations to support system design. Each individual system installation shall be performed within 30 days of a Regular Overhaul (ROH) period, and all installs shall be completed within 60 months of contract award. Each install shall apply lessons learned from previous installs.
NOTE: Contractor/Awardee will provide system design and long lead time materials. ABS review of the design package will be submitted and funded through MSC N7. All other materials, system installation, commissioning, and ABS survey will executed through the shipyard contract for each ship’s availability.
3. SPECIFIC TASKS
3.1. Pre-proposal Ship Assessment and Requirements Review: During the solicitation period, potential bidders will be provided with references 4 through 9, and will be permitted to visit and assess an AKE Class vessel in Norfolk, VA or Portland, OR. Upon request, an MSC representative will provide the GFI, and coordinate the ship visit with interested vendors. Ship visits will only be permitted during the following windows of availability:
East Coast Availability (Norfolk, VA): 4 -13 May 2016 West Coast Availability (Portland, OR): 2 - 13 May 2016
3.2. Kick-Off Meeting: The Contractor shall host a Kick-Off Meeting teleconference with the Contracting
Officer’s Representative (COR) and MSC Energy Conservation team within two (2) weeks of Contract award. The Contractor shall contact the COR and arrange a teleconference at a mutually agreeable time for the purpose of reviewing Contract requirements and the technical approach, and presenting a Plan of Action and Milestones (POA&M). The Contractor shall provide Kick-off meeting materials in PowerPoint or PDF format to the COR at least 24 hours prior to the Kick-off date. Additionally, the Contractor shall take meeting notes at the kick-off meeting and provide those to the Contracting Officer’s Representative
(COR).
3.3. Ship Checks: The contractor shall coordinate with the COR, or a designated Government Technical Point of Contact (TPOC) to conduct a ship check of two T-AKE Class ships during the design of the APAR system and within three (3) months of contract award. The specific ships and locations will be identified after award. Assume one trip to Norfolk, VA to and one trip to San Diego, CA. The contractor shall verify agreement with the provided Government Furnished Information (GFI), perform any necessary cooling and ventilation measurements, and document differences between hulls.
3.4. System Design: The Contractor shall design an APAR system based on the requirements contained in this specification as well as any applicable requirements in the Government Furnished Information (GFI) references and ship checks. Where any conflicts between this specification and the GFI references are perceived to exist, this specification should be assumed to be in force and the Contractor shall clarify the perceived discrepancy with the Government TPOC. All design calculations shall be performed in accordance with Reference 4. Design conditions, including ambient conditions, space volumes, and cooling and airflow requirements, shall be taken from References 4 - 7. All proposed ship design alterations shall be in accordance with Reference 3. The Contractor shall be responsible for verifying the accuracy of all GFI to be used in the design of the APAR system. The design shall only consider equipment and components available Commercially Off The Shelf (COTS).
