USNS SPEARHEAD (T-EPF 1) EMERGENCY DRY-DOCKING N32205-16-R-4506

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time.

Military Sealift Command Norfolk has a requirement for the USNS SPEARHEAD (T-EPF 1) for Emergency Dry-Docking (EDD) availability, on/about 30 June 2016 for 60 days. The place of performance will be a Contractors facility on the East/Gulf Coast.

While the finalized list of work items is still under development, a list of the notional work package items is as follows:

· Docking/Undocking

· Hull Crack Repairs-MPDE Exhausts

· Structural Inspection

· Lower Forepeak Inspections and repairs

· Engine Exhaust Inspection

Basic scope is crop and replace Aluminum hull and support structure of four (4) MPDE exhaust penetrations. On site NDT efforts required to determine extent of aluminum to be replaced due Aluminum "sensitization" and cracks invisible to the eye. ABS approved Al welders required.

Significant rigging and interferences (including electrical cable ways) to be dealt with. Rigging must be carefully managed due to limited "pick points" and limitations to rigging off of Aluminum structure (unlike steel ships). Overhaul/rebuild/replace the MPDE exhaust water injection pots. Made of Stainless Steel. Repair leak in the forepeak (crack in slot weld).

Please provide a response demonstrating your firm’s experience in performing similar work. This procurement will be solicited under NAICS Code 336611, Ship Building and Repair, which has a size standard of 1,250 employees. Indicate if your company is a large or small business, and if a small business, indicate if you fall within any of the further classifications (Hubzone, SDVOSB, WOSB, etc.)

Please provide your response to this sources sought notice by 4:00 pm EST on 9 June 2016. Please submit your response to the address below:

Department of the Navy Military Sealift Command ATTN: Mr. Patrick Brown, Code N104-A2/B3 BLDG SP-64 2nd Floor 471 East C Street Norfolk, VA 23511

Submissions may be made by e-mail to patrick.d.brown@navy.mil. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of shipyards available for this procurement.
