SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
AMENDMENT 0005 RFI RESPONSES
REQUESTS FOR INFORMATION
Question 117: What is the size of the existing water line we are tying into?
Response 117: The existing water line is an 8” diameter pipe.
Question 118: What type of material is the existing water line is made of?
Response 118 - 2: The existing water line is made of CPVC.
Question 119: CLIN 0002—Optional Item 1 requests an alternate price to add 1,600 SF to the building by extending the length of it by another 20 feet.
Response 119 - 3: Yes, it will be 80’x 20’.
Question 120: CLIN 0003—Optional Item 2 requests the added costs associated with partitions, sidelights, and related building systems for the private offices along the plan north wall of Engineering Rm 130. Should CLIN 0003--Optional Item 2 include the added area as included in CLIN0002—Optional Item 1 or just the area as included in CLIN 0001—Base Bid?
Response 120: See Solicitation and CLIN schedule
Question 121: CLIN 0006—FF&E Planned Modification—Same question as above. Should this alternate include the 1,600 SF of building area as added in CLIN 0002—Optional Item 1 or should it bid based on just the building area included in CLIN 0001—Base Bid.
Response 121: FF&E modification is separate from the Base Bid.
Question 122: It also might be a consideration to request two supplemental options with each of the alternates. One based on pricing including just the base bid and the other including the additional 1,600 SF area. Maybe something like CLIN 0003—Optional Items 2A & 2B and CLIN 0006—FF&E Planned Modifications A & B.
Response 122: CLIN 0002 is for the additional 1,600 SF, we will execute in order of CLIN structure if the base bid cost allows us to award additional CLINS.
Question 123: Specifications Section 27 40 00 includes blank pages after Page 20. Is this in error? If so, can the missing information be provided?
Response 123: No, this section was for AV equipment, which will be provided by the end user. We require infrastructure only.
Question 124: The specs list blast ratings and engineering required, but it seems to be a standard non blast rated building. Please confirm if that is correct or if standard storefront systems can be used with laminated glass in the glass make up.
Response 124: Please refer to Specification 08 81 00 Question 125: Please verify if there are any requirements for expansion joint covers on this project.
Response 125: There are no expansion joint requirements for this project.
Question 126: The RFI response to scale drawings under user setting, does not work, the PDF drawing is being uploaded to a software, and since the original drawings were printed to 8.5x11 by the client, this setting remains unchanged even after changing user setting. Kindly provide drawings for actual size.
Response 126: A new set of drawings will be provided via amendment # 5.
Question 127: Amendment 3 included the FFE package into the bid. It is our understanding that the Navy determined the cost of the FFE package to be $786,940.52 and all the contractor’s would be responsible to propose a HAR rate not to exceed 5%. Also on previous navy projects this bid option would be the sum of navy estimate + HAR Rate. We do not require a FF&E design package to price in this case? Is it Navy’s intention for contractor to reach out for FFE pricing as well? If this is the case the bid schedule would need to be revised which currently just shows the contractor proposing a HAR rate.
Response 127: Per specification 01 30 01.00 20, the contractor is required to hire an interior design to produce and conduct the BVD and then produce the final FF&E package post award. The amount of the FF&E Estimate + HAR is included as guidance for the purposes of bidding.
Question 128: I uploaded Amendment 0004 from Beta.sam.gov and noticed that there wasn’t a Standard Form 30 attached to the RFI log. Is this considered an official amendment? Will it be released with a Standard Form 30?
Response 128: The RFI log was included in error and has been replaced with an official SF‐30.
Question 129: Regarding the response to Amendment 0004, Question 038 below, please note that we have contacted multiple Metal Building Manufacturers and have been advised by each that it is not possible to meet the requirement for the No-Dollar-Limit Warranty for 15 years.
Response 129: Per the A&E firm, the no-dollar-limit warranty and workmanship warranty language is required.
Section 1.10.1 shall be revised to 5 years for material and workmanship. The “Building System” is referring the material, how it is manufactured, and the quality of the materials.
Question 130: Please confirm surcharge of the site is required for this contract.
Response 130: Yes, surcharge is confirmed.
Question 131: Please confirm the Government does not have a preference on the length of time for the required surcharge.
Response 131: Expected surcharge durations are provided in the geotechnical report, table 4.2.2‐1. Per the settlement monitoring specification, the surcharge material may be removed and the foundation construction may begin following approval from the geotechnical engineer.
Question 132: S-002 Note 3 Please confirm a FULL-TIME special inspection is required for areas when special inspections are required. This is not Typical and will add significant cost to the project. Suggest a part-time inspector to verify connections and conditions of work which is typical and noted in the chart located on the same page.
Response 132: On sheet S-002 section G notes, 4 and 5 are to define what continuous and periodic inspection means. Then in the tables below the items are specifically designated as requiring one or the other and this information is based on the building code. Not all items require full time inspection.
Question 133: A-121 shows an Air Barrier System encompassing 30,000SF +/- and provides a shaded area to all exterior walls and roof. It is assumed that the DOR expect the majority of the facility to be outfitted with a fluid applied air barrier from a single manufacture for compliance to specification 07 27 10.00 10 -Page 3 “Air Barrier System Shop Drawings; G, Manufacturer produced warranted air barrier system” and “Design Data and Calculations For The Air Barrier System; G, Manufacturer produced warranted air barrier system”. Please confirm this is the intent of the design.
Response 133: Refer to Specification 07 27 10.00 10 part 2.1. “Provide air barrier system of compatible parts from one or several manufacturers coordinated by the contractor or provide a single warranted system provided by a primary manufacturer. The Spec also does not limit the contractor to fluid applied membranes.
Question 134: A‐501 Detail A4 ‐ Please confirm the exterior wall system design shown will meet STC 45 and testing will be completed by the Government for this rating.
Response 134: The design as shown is intended to meet an STC rating of 45. Proper construction means and methods are also required to ensure that this rating is met. It is the contractor’s responsibility to ensure that the final condition meets STC 45 as required in the general note located on sheet A‐501 detail A4.
Question 135: Amendment 4 Question 88‐ : Will the lab spaces be TEMPEST level SCIF, requiring single point of entry for Data/Electric/Water/etc., Fiber for data, dielectric Unions etc.? If not please provide security level of the lab spaces and list of security requirements?
Response 088: Please refer to TN102 General Notes # 1 of the drawing.
Response 135: “Refer to the TN102 General Notes #1 of the drawing”.
Question 136: Question: In review of this response and the notes on TN102 or in other locations there is no requirement for TEMPEST nor SCIF ratings for electrical and mechanical installations. Please confirm this is accurate.
Response 136: Rooms may require 45 STC requirement but Tempest and SCIF is not required.
Question 137: We have contacted seven (7) metal building manufacturers concerning this project. No one is willing to provide the specified 15 year no-dollar-limit warranty. It is simply not industry standard. I again ask that this requirement be removed/modified, and for a bid extension so that these manufactures have time to re-engage and prepare a proper, competitive bid. If this issue is not addressed, I see no way we or anyone else can bid the project.
Response 137: Section 1.10.1 shall be revised to 5 years for material and workmanship. The “Building System” is referring the material, how it is manufactured, and the quality of the materials.
Question 138: The scale on the issued drawings seems to be represented inaccurately. Kindly review and let us know the correct scale to be followed.
Response 138: Please see attachments in amendment #5
Question 139: Sec 01 11 00 – 1.4 States that there is an archeological site on the north corner of the construction site and that upon discovery of artifacts work shall cease and gov’t shall be contacted. Please confirm that it will not be the responsibility of the contractor to distinguish between artifacts and common debris and that the contractor will not be required to dedicate additional time, effort, or equipment in order to prevent disturbance of archeological artifacts.
Response 139: Contractor is required to cease work and report any potential archeological findings.
Question 140: Sec 01 11 00 – 1.4 States to identify all underground utilities not managed by local utility companies and that the site should be scanned with GPR or other means where utilities are discovered. Are there known, but unidentified, utilities on the site that should be accounted for or is it expected that the site only contains known, locally managed utilities? If there are known/unidentified utilities, please specify.
Response 140: No, there are only known utilities.
Question 141: Please confirm that all work required for this project by SMECO will be paid for by gov’t and that the contractor will only be responsible for coordination efforts for the new electrical service.
Response 141: Please refer to Specification 01 14 00.
Question 142: Will sound testing be required to confirm STC ratings have been met? If so, should they be completed by independent agency? Please confirm that as long as the building has been constructed per plans, contractor will not be responsible for areas not meeting required STC ratings.
Response 142: As per the “Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities” (SCIF), IC Tech spec – ICD/ICS 705 , Version 1.5 (March 13, 2020). On page 19 there is “Figure 1” Wall A – Suggested Standard Acoustic Wall Construction that shows the wall detail that achieves the STC rating using 2 layers of ⅝” gypsum wall board (Controlled Side) and one layer ⅝” gypsum wall board (Uncontrolled Side) – The wall is 3⅝”, 16 gauge metal framing or 2” x 4” studs @ 16” O.C. with 3½” sound attenuation material. (This is a sound group 3 – 45 STC) A sound group 4 -50 STC requires two layers of ⅝” gypsum board on both sides. No STC testing is identified in the specifications.
Question 143: 2 strand fiber terminations (FO1) are depicted in drawing TN301 in Rooms AV 110A, TOP SEC LAB 135, and SECRET LAB 134. Are there any of these 2 strand fiber location quantities to provide a cost for in this phase of the project?
Response 143: Please refer to TN102 of the drawing.
Question 144: Drawing #TN301shows 6-strand fiber from the IT room to the 2 labs and the AV room. There is also horizontal fiber patch panels shown. What is the purpose of these fiber panels?
Response 144: The horizontal fiber patch panels in the labs are for end-user use for distribution to possible lab equipment. The horizontal fiber patch panel in the AV room can be removed.
Question 145: Question for Clarification: in the response to RFI-2 the response stated “It is a user setting under print options; the end user will need to change the size to Actual versus fit to page. The size of the actual document is 34in x 22in.” This is not accurate. Since the PDF was created as an 8-1/2” x 11” any changes to the size will result in “stretching the image which will cause scale distortion. Since our estimating is done on screen, we require the PDF file to be in it CAD file paper size so as to ensure proper scaling. Can we please be provided the drawings in the 34” x 22” PDF file size so as to ensure accurate takeoff for the estimate?
Response 145: Please see attachments in amendment #5
Question 146: The Asphalt Binder is Spec 321216 (page 4) indicates it must conform to MDSHA, which may be subjective. Is PG64-22 (or equal) Asphalt Cement Binder acceptable?
Response 146: Yes, contractor shall provide PG64-22 or equivalent asphalt binder.
Question 147: Is the MDSHA recycled asphalt (RAP) allowance acceptable?
Response 147: Asphalt type is provided on sheet C-503. Recycled asphalt pavement shall not be used.
Question 148: The Equipment Schedule in Drawing TA012 indicates that Table Box TB1 should have the following connectivity:
a. USB
b. Dual AC Power
c. HDMI
d. Display Port
e. Audio
f. Two Data
However, Drawing TA601 calls out the following connectivity for TB1:
a. USB
b. Dual AC Power
c. HDMI
d. VGA
e. Audio
f. One Data
Please, indicate which is the correct connectivity for TB1 – the Equipment Schedule in Drawing TA012 or the callout in Drawing TA 601.
Response 148: The Equipment Schedule on TA012 for TB1 is correct.
Question 149: Could you please provide the correct specifications/drawing set for this project? The Specs and Drawings do not correlate with one another.
Response 149: Updated drawings are attached in amendment #5, the specification is current.
Question 150: What is the clearance required to work on base?
Response 150: Please refer to Specification 01 14 00 Section 1.4.
Question 151: Please confirm all required MDE permits, including Air Permit (for generator), are by gov’t and NOI has been file Response 151: the Stormwater Permit NOI needs to be submitted electronically by the contractor not the Gov’t. Once submitted the Gov’t will sign on as Property owner and allow the contractor to complete the process. There is a 1 day public comment period and if no adverse comments are received then the permit will be approved. In regards to the Air permit, the Contractor is responsible to pay for the permit and to also provide the Air Program Manager (PM) the permit application and a copy of the generator specs. The Air PM will submit both the application and check to MDE. The Air Program manager is Danielle Hughes and feel free to contact her at 301- 757-9121 if you have any questions. Note, per MDE Form 42, Generators under 373 Kilowatts or 500 Brake Horsepower do not require an Air Quality Permit. An air permit is not required based on the generator listed in the specs.
