SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been modified:

REQUESTS FOR INFORMATION

Requests for Information (RFI) Log

Question 036: Is the NPDES Permit required for this project?

Response 036: Yes

Question 037: Sheet V-101 – This sheet shows the removal of vegetation in the wetland buffer area. Has a wetlands permit been submitted to the Maryland Department of the Environment?

Response 037: The MDE Permit does cover all land disturbing activities associated with this project.

Question 038: Sheet C-101 – Please identify the concrete at the top right corner of the building.

Response 038: The concrete pad in question is a mechanical equipment pad for DSS-1. Please refer to sheet M-403.

Question 039: Sheet C-101 – The Base Bid is for a building that is approximately 141 feet long. This sheet shows a building approximately 161 feet long, incorporating the extra 20 feet in CLIN 0002. Will all the downspouts shown on this drawing be included in the base bid or are two of them in CLIN 0002?

Response 039: All downspouts shown on the drawing shall be included in base bid.

Question 040: Sheet C-101 – The LOD shown on this drawing does not include the sewer tie-in to the Pump Station. Should the LOD be revised to include this work on Sheets C-101, C-102, C-103, C-106, and C-107?

Response 040: As no permanent modification to the site conditions will result from the trenching/installation of the sewer tie-in, sheet C-107 LOD will be revised to include a 20-FT wide working area to extend to the existing pump station. Disturbed area shall be returned to existing grade and stabilized immediately following the installation of the sanitary pipe.

Question 041: Sheet C-103 – There is a valve located before the tee labeled W5 with no identification. Please identify.

Response 041: The valve located before the tee “W5” is an 8-inch valve, name: W3. Location information is provided on sheet C-103 Appurtenances Table.

Question 042: Sheet C-104 – The coordinate layout tables reflect the CLIN 0002 building size. Will new coordinates be provided for the base bid?

Response 042: Yes, a revised coordinate table will be provided.

Question 043: Specification Section 00 22 13.00 20, Part 1, item b states “The Government reserves the unilateral right to award CLIN 0002, CLIN 0003, CLIN 0004, and CLIN 0005 to the Contractor at the proposed price within 365 calendar days after the contract award. A firm fixed proposed price is required for CLIN 0001, CLIN 0002, CLIN 0003, CLIN 0004, and CLIN 0005. No provision is made for economic price adjustment. If Options are exercised, the contract completion date remains unchanged.” The contract duration is also for 365 calendar days, so technically, these CLIN’s could be awarded on the last day of the contract with no time to complete the work. All four CLIN’s will require time to complete and CLIN 0005 has a long lead item included that may take months to get approved, fabricated, delivered, installed and tested. Can this paragraph be modified to reflect that justifiable time will be added based on the availability of the items and length of contract time remaining?

Response 043: The following statement will be deleted from Section 00 22 13.00 20, Part 1, item b of the specifications. As stated on page 7 of the solicitation in the general bid notes, the base bid and only the options exercised at the time of award will be evaluated. Options that are not exercised at the time award will not be exercised at a later date. This does not apply to the CLIN 0006 FF&E planned modification.

Question 044: 3.2.1 states spot grout frames in dry wall partitions with mortar. Manufacturers only require minimum 6 lb PCF density mineral wool. Labor and time savings if rock wool can replace mortar/grouting as well.

Response 044: Please adhere to the specifications provided.

Question 045: Are any hazardous materials present? If yes, please provide any available hazmat reports.

Response 045: No hazardous materials of significance were identified at this site as part of a Hazardous Material Inspection performed in June of 2019.

Question 046: Also, 3.2.1 states spot grout frames in dry wall partitions with mortar. Manufacturers only require minimum 6 lb PCF density mineral wool. Labor and time savings if rock wool can replace mortar/grouting as well.

Response 046: Please adhere to the specifications.

Question 047: Please advise if this specification is required? Referencing Section 01 78 30.00 23 CADD Data for GIS Deliverables.

Response 047: See specification section 01 78 30.00 23 CADD Data for GIS Deliverables requirement.

Question 048: Is there an existing system in the building to have to match and link up with? If yes, who is the contractor? Referencing 28 31 76 INTERIOR FIRE ALARM AND MASS NOTIFICATION SYSTEM.

Response 048: A new combined fire alarm and mass notification is required for the building. All alarm, supervisory, and alarm conditions must be reporting to the Regional Dispatch Center via fire alarm dialer. The compatible dialer is DMP and manage by FCI/Johnson Controls.

Question 049: Is there an existing system in the building to have to match and link up with? If yes, who is the contractor? Referencing 27 40 00 AUDIO-VIDEO COMMUNICATIONS.

Response 059: Please refer to TN010 of the drawings under general notes #19 and TN101, Keynote #1.

Question 060: How many conduits will be required from above ceiling to wall box for each data drop?

Response 060: Please refer to TN401 of the drawings.

Response 061: Please adhere to the specifications.

Question 062: We have recently been informed of PEMB and FF&E lead times up to 6 months due to COVID. The listed project duration of 365 days would not accommodate these lead times. Can an additional 180 days be added to the project duration?

Once submitted the Gov’t will sign on as Property owner and allow the contractor to complete the process. There is a 1 day public comment period and if no adverse comments are received then the permit will be approved. In regards to the Air permit, the Contractor is responsible to pay for the permit and to also provide the Air Program Manager (PM) the permit application and a copy of the generator specs. What about the bid Form, will this be modified to reflect the ff&e, and don’t forget the Bid option 1 affects the FF&E count and there is no reflection shown for this, if bid option 1 expands the building by 1600 sqft, that would increase the FF&E and this is not reflected in anyway. Please clarify the FF&E portion.

Response 107: The FF&E was calculated with BID option 1 included.

Question 108: The Equipment Schedule in Drawing TA012 indicates that Table Box TB1 should have a 5” touch panel. However, the connectivity required exceeds the capacity of the cable cubby with a 5” touch panel. The larger cable cubby with a 7” touch panel is required to accommodate the specified connectivity (regardless of whether the connectivity in TA012 or TA601 is correct). Please, confirm approval to use the larger size cable cubby.
