The Statement of Work is included in Section C of this document. This solicitation is being issued as a competitive 8(a) Set-Aside for authorized re-sellers of Polycom brand name products and services.
1. The awarded contract will consist of a Firm Fixed Price Indefinite Delivery/Indefinite Quantity Contract with one base year and four (4) option years. Only one contract will be awarded; multiple contracts will not be awarded. FAR Part 12, Acquisition of Commercial Items, and Part 15, Contracting by Negotiation, will apply.
2. Offerors are to submit a single proposal that includes all requirements set forth in this document. Evaluation of offerors’ proposals for award of contract will be Lowest Price Technically Acceptable (LPTA). Section L of the solicitation specifies what is required from offerors in their proposals. Section M specifies how the Government will evaluate offerors’ proposals.
3. All required security clearances must be obtained in accordance with the requirements of the DD FORM 254, Contract Security Classification Specification. Please see Department of Defense Forms Management Program at http://www.dtic.mil/whs/directives/infomgt/forms/formsprogram.htm for further information. If it is not possible to obtain the required security clearances prior to the beginning of the Base Contract Period, interim clearances may be issued. Final clearances are required within 60 days of award.
4. NOTICE: Section L of this document contains FAR Clause 52.212-1, INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS. Please pay particular attention to paragraph (k), which states that lack of registration in the CCR will render an offeror ineligible for award. If already registered, offerors are strongly encouraged to review and update their registry at the time of proposal submission.
5. Offerors are required to complete the Online Representations and Certification Application (ORCA) at the time of proposal submission. If already submitted, offerors are strongly encouraged to review and update their

If the revisions and amendments are of a nature which requires material changes in quantities, prices offered, or both, the date set for receipt of proposals may be postponed such number of days as in the opinion of the issuing officer will enable bidders to revise their proposals. In such cases, the amendment will include an announcement of the new date for receipt of proposals. Please acknowledge any amendments to this solicitation by an original signature on the amendment itself and submitting each with your proposal. Acknowledgement of all amendments received is important because failure to do so will render your offer nonresponsive.

We have made every attempt to accurately reflect the requirements and information contained in this solicitation. However, if you find any inconsistency between this executive summary and the solicitation, the solicitation takes precedence.
PRICING INSTRUCTIONS
1.0 General Information
The contractor is required to complete Pricing Tables in accordance with the instructions. The tables will be used to determine the overall evaluated contract price. The pricing tables will also be used for administration after contract award. The Government will not pay prices other than those listed on the price tables.
All solicited items must be in the pricing table(s). If there is no charge associated with the item, “N/C” (no charge) shall be inserted in the unit price column. The contractor must modify the pricing tables to include any additional pricing for items in the Statement of Work, which are not already listed in the pricing tables.
2.0 Instructions for Completing Unit Pricing Tables
The contractor is required to complete the pricing tables that are listed in Section B – Pricing Tables. The tables will be used to determine the overall evaluated contract price.
NAWCAD is providing four (4) computer-generated tables that include general product and pricing categories necessary to evaluate proposed unit prices. The contractor shall provide part numbers and unit prices necessary to accomplish pricing of the NAWCAD requirements as described in Section C.
NOTE: There are multiple TABs located at the bottom of the spreadsheets. These tabs have been set up to automatically calculate the estimated total of each tab. There are 5 tabs for pricing associated with the base through option year 4, an additional six month option (pursuant to FAR clause 52.217-8, Option to Extend Services), and a total tab for each spreadsheet.
2.1 Definitions
These tables provide for the necessary information for each piece of equipment that NAWCAD intends to purchase. Below is an explanation of the categories:
CLIN Number – NAWCAD included a column for CLINs, but left it blank for contractors to number themselves. List any line items as necessary.
Product Description – NAWCAD entered the description of the specific equipment or service.
Original Equipment Manufacturer – The equipment listed in the Polycom Equipment Tables (Attachment 1) is to be Polycom brand name only. For Ancillary Equipment (Attachment 2), NAWCAD has provided minimum technical requirements; contractors are to provide equipment which meets or exceeds these requirements.
OEM Model – Contractors are to insert the Manufacturer Model numbers.
Vendor OM Price – This is the contractor’s open market price per unit (QTY 1).
Price to NAVAIR – This will be the firm-fixed price being offered by the contractor on a per unit basis
(QTY 1).
Estimated Equipment Total Excluding Maintenance & Installation – This automatically calculates the contractor’s price to NAVAIR. An embedded formula multiplies the contractor’s price to NAVAIR by the Estimated Quantity. No action required by the contractor.
Annual Maintenance Cost (Polycom brand name equipment only):
1) Equipment currently under maintenance is itemized on the Maintenance Spreadsheet, Attachment 4.
2) New equipment – The total cost to put the new equipment under maintenance for one year (after warranty expiration if applicable) on a per unit basis. (Example: it will cost $120 for one year of maintenance on one piece of equipment.)
Installed during normal business hours – Contractor to insert what the total cost would be to install during regular business hours per unit. Regular business hours are defined as 0700 EST – 2000 EST to accommodate East and West Coast Continental United States (CONUS) business interactions.
Installed after normal business hours – Contractor to insert what the total cost would be to install after regular business hours per unit. Regular business hours are defined as 0700 EST – 2000 EST to accommodate East and West Coast Continental United States (CONUS) business interactions.
Base Year – Contractors are to insert the cost for the base year.
Option Year 1, 2, 3, & 4 – Contractors are to input the costs of the option years, which will be used if NAWCAD exercises each option year.
Additional Six (6) Month Option – Contractors are to input the costs of an additional six month option period. This additional option will only be exercised if necessary to ensure continuity of services, in accordance with FAR clause 52.217-8.
