Responses to All Questions

1. Who is the incumbent?

This is a consolidated requirement from two current contracts, N00421-07-C-0022 with ProTelecom, LLC., and a portion of N00421-08-D-0006 with PSI Sierra, LLC.

2. Is this anticipated as a multi-award?

No, this will not be a multi-award.

3. Have you considered using any other NAICS code?

All NAICS were considered, however we will be using 541519 and no other.

4. Why is this set-aside for 8(a) small businesses?

One of the previous contracts was set-aside for section 8(a) small businesses. It was determined by our small business office that there is enough competition to set this requirement aside for a section 8(a) competition.

5. Would you consider using any other brand aside from Polycom?

Our current systems are Polycom brand, and this competition is limited to authorized resellers of Polycom equipment and service.

6. Is this across all NAVAIR sites?

Yes.

7. Will you consider sub-contracts?

Yes, in accordance with FAR Part 44.

8. Does the prime contractor have to be both a section 8(a) business and be an Polycom authorized reseller, or can an 8(a) prime subcontract with a Polycom authorized reseller?

The prime contractor must be both an 8(a) and a Polycom authorized reseller. If the prime contractor does not meet both of these requirements, they will be ineligible for award.

9. Please clarify the Crestron certification needed:

The contractor must be certified to perform maintenance on the Government’s current Crestron equipment. Crestron has several different certification levels, and for this procurement there is no specified level. In other words, any level of Crestron certification is acceptable.

Previous experience performing maintenance of Crestron equipment does not satisfy this requirement. The prime contractor must be certified in order to be considered techncially acceptable.

10. Please verify the Polycom part numbers for maintenance are still valid:

The Polycom Part Numbers in Attachment 4, Maintenance, have been updated to reflect the correct numbers.

11. Does this effort require managed services for daily scheduling, operation and service?

No this effort has no requirement for any support services other than for maintenance and installation, as listed in the PWS.
