QUESTIONS
NOTE: The following questions were received prior to the closing date for questions (29 June 2012 at 4:00PM East Coast time).
92. Section B-1.3 and Form A. With the addition to Form A of the pricing for Ship Handling Expert, we see that bidders are expected to break out salary costs into Salary, Benefits, and Other categories. Since this position is only expected to be needed 2-3 times per year for a 10-day exercise, many offerors may not routinely employ a suitable expert on their staff. If offeror contracts for this position with a subcontractor, it is unlikely that the breakout of salary and benefits will be disclosed. How should this situation be priced on Form A?
ANSWER: Form A has been revised to reflect the compensation cost (vice salary and benefits cost) for the Ship Handling Expert to allow for various methods of services (e.g. shoreside staff, subcontracts, etc). Note that this component shall be priced as a “ten day” event in accordance with Section B-1.3.
93. Technical Manual Section 19 Manning. We note that Section 19 in the conformed copy of the Technical
Manual in Amendment 0001 was changed to reduce the FOS crew size by one, but there was no mention of this mailto:francis.lirio@navy.mil mailto:paul.kang@navy.mil mailto:diana.fischer@navy.mil change in the amendment itself. Please confirm that Section 19 crew complement should be changed as shown in the conformed Technical Manual from Amendment 0001.
ANSWER: Please see part 4.c. of Amendment 0001, which revised the total deck department billets to 17 vice 18 due to a calculation error. As a result of this change, the total crew size was adjusted from 34 billets to 33 billets.
94. Section B-1.9 (or B-1.10 after Amendment 0001). This section states that “contractor will not be paid a fixed fee to transition a ship from ROS to FOS…etc.). This is somewhat confusing. Shouldn’t the contractor receive a fixed fee for every day once the contract begins?
ANSWER: The Contractor will not be paid a fixed “transition fee;” however, the Contractor may continue to be paid appropriate per diem (FOS, ROS, or RAV) dependent on ship status.
95. Section B-1.2.1, 1.2.2, and 1.2.3. These sections state that travel-related expenses for NUC status will follow requirements of Section C-2.7.2.2, which appears to be related to OCONUS travel only. We assumed the NUC phases will occur in a US shipyard. Please clarify.
ANSWER: Crew travel costs are further addressed under Section C-1.7.4; however, the JTR limitations on travel provided under Section C-2.7.2.2 apply.
96. Section C-3.4.4. Is the Property Control Manager referred to in Section C-3.4.4 the same position as the
Property Administrator referred to in Section C-3.4.3?
ANSWER: Yes.
97. Section C-3.4.4. If the required Key Personnel position of Operations Manager/Point of Contact for Operations is a Port Captain, do you expect to see the costs for this person in Form A under the “Port Engineers/Port Captains” section of Other Direct Costs, or under General and Administrative Expenses? Is either place acceptable?
ANSWER: Either place is acceptable.
98. Section B-1.2.1, C-1.1.1.1, and C-3.4.9.3. These sections state that contractor performance commences upon the arrival date of the NUC-1 crew. Shouldn’t the performance period start slightly earlier in order to allow the contractor sufficient time to arrange for hiring, vetting, training and transportation of crew? Also, advance approval from the Contracting Officer is required for travel, which would have to occur before the crew could arrive.
ANSWER: Performance of this fixed price contract will commence upon arrival of the NUC-1 crew. All costs associated with the Contractor’s efforts for the timely arrival of a properly qualified NUC-1 crew, such as hiring, vetting, security clearance, etc., shall be for the Contractor’s account (and included in the fixed price).
99. Section B-1.2.1, C-1.1.1.1, and C-3.4.9.3. Will the Contracting Officer approval of reimbursement for per diem for NUC-1, NUC-2, and NUC-3 crew be at the rates provided under the JTR, or will the Contractor be required to substantiate all food purchases to justify a reimbursable amount or rate?
ANSWER: Per B-1.2.1, per diem expenses shall be reimbursable within the limitations provided by the JTR, but must still be approved in advance by the Contracting Officer.
100. Section C-3.4.9.3.This section refers to “Bosun(s)” and” Storekeeper(s)” as if there were more than one billet for each of these positions on a ship. Please clarify.
ANSWER: Although one Storekeeper (per ship) is required during FOS and ROS; Bosun requirements are dependent on ship status (see Section 19 of the Technical Manual).
101. Section C-1.1.5.4.3 - ROS-5 Hours of Operation. A steward department of two people is more than sufficient to feed a crew of 12; however, steward department will not be able to work the required eight hours only between 0800 and 1700 and still provide three meals to the crew. Can the steward department hours be more flexible in order to avoid expensive overtime outside of the 0800-1700 mandate?
ANSWER: The Steward’s Department hours should accommodate 3 meals a day without overtime. They may be flexible within these parameters.
102. Technical Manual Section 19 - Manning. The manning schedule for FOS includes an Electronics Officer.
Within the industry, this has been a position that is very difficult to fill and maintain. Would it be acceptable for an offeror to replace this billet in their bid with a fully qualified contractor, since this is a part of the fixed per diem cost?
ANSWER: The contract requires the Contractor to provide a licensed Electronics Officer. A subcontractor substitute is not acceptable.
103. If overtime is required by the Steward Department in order to provide berthing and meals for Permanently
Assigned Personnel or Temporarily Embarked Personnel, is this overtime reimbursable?
ANSWER: Per Section C-1.7.11.3, this type of overtime may be reimbursable on a case-by-case basis with prior Contracting Officer approval.
104. Union rules for Steward’s Department require additional crew to be added in stages when there is additional messing and berthing of non-crewmembers. Since it is not possible to predict the number of permanent or temporarily assigned personnel, would additional crew under these circumstances be reimbursable?
ANSWER: Additional crew (including steward’s department) may be reimbursable on a case-by-case basis with prior Contracting Officer approval (see Section C-1.7.11.1).
105. Are Port Captains and Port Engineers reimbursable during NUC-1, 2, and 3, since they are blocked out of the
Form A costs in these statuses?
ANSWER: Port Captains and Port Engineers are not required during the NUC periods. See response to Question 58 under Amendment 0004.
106. Are costs associated with crew, such as crew physicals, medical advisory services, company-specific training, etc. which would normally be for contractor’s account in FOS status considered to be reimbursable during NUC-1, 2 and 3? We ordinarily include such types of costs in Other Ship Expenses, but this caption is blocked out of the Form A costs in these statuses.
ANSWER: Any costs incurred by Contractors to “man each ship with a complement of trained, qualified, vetted, and medically/dentally/psychologically fit personnel…” shall be for the Contractor’s account (not reimbursable). The component for “Other Ship Expenses” is available for data input on Form A.
107. Can an estimate of the gross tonnage of the vessels be obtained from MSC? This figure is necessary in order to obtain accurate pricing for insurance costs.
ANSWER: See response to Question 82 under Amendment 0004.
108. On page 50 Section C-3.4.9.3 states “NUC-1 consisting of prospective Master, Chief Engineer, Chief Mate, 1st
Engineer shall arrive 140 days (20 weeks) prior to ship delivery.” On page 70 Section F-1 shows that the USNS MONTFORD POINT is expected to be delivered on May 14, 2013, with a “Performance Start Date (Arrival NUC-1 Crew)” of January 2, 2013. However, 140 days prior to ship delivery of 5/14/13 would be 12/26/12, or a week prior to the Performance Start Date of 1/02/13. Please clarify.
ANSWER: As the NASSCO shipyard is closed between Christmas and New Years Day, the arrival date for the NUC-1 crew for the USNS MONTFORD POINT has been moved until the first available day after the holiday season (January 2, 2013). This shortens the NUC-1 period by 7 days. NUC-2 and NUC-3 remain unchanged.
109. Form C headings include “TOTAL CREW WAGES & FRINGES*” and “Other**.” Please clarify what the * and ** refer to.
ANSWER: The asterisks do not refer to additional information and were meant to bring attention to the headings. To avoid further confusion, they have been removed.
110. Will the cost of maintaining a stocked library of books and DVD’s on board, as required by our CBA, be reimbursable?
ANSWER: This is a discretionary expense and is for the contractor’s account.
111. If the vessel is in ROS, will there be capability for crew to access Wi-Fi or internet connections without charge?
ANSWER: Wi-Fi/internet access for other than official Government business will be for the Contractor’s account.
112. When the vessel is in ROS or FOS, will there be communications ability for the contractor to communicate with its home office? For example, if the contractor needs to order repair parts for the vessel.
ANSWER: Communications for official Government business will be available.
