AMENDMENT BODY
1. The purpose of this Amendment is to respond to offerors’ questions and to make changes to the RFP. The following revisions are made to the solicitation:
SECTION C
2. Section C-1.4.10.1 is amended as follows (all changes are highlighted in yellow):
1.4.10.1 Supplemental Immunizations and Other Preventive and Medical Countermeasures. In addition to the foregoing, at any time during the period of this contract and any options or extensions hereto, COMSC may establish supplemental immunization programs and other preventive and medical countermeasures through written policies or directives. The Contractor shall ensure that all officers, crewmembers, and other individuals embarked on ships are in compliance. The costs for supplemental immunizations or other medical countermeasures specified herein will be reimbursable on a case-by-case basis with prior Contracting Officer approval.

(a) Key Shore-based Personnel: Offeror shall designate all key personnel by name and position and shall provide resumes and “letters of intent” (from individuals not currently employed by the offeror) for all “Key Shore-based Personnel” as identified in Section C-3.4.2. Letters of intent shall be signed by the prospective employee stating their intent to accept employment in a stated position with the offeror if the offeror is awarded a contract. Resumes for key shoreside personnel shall meet the position qualifications specified under Sections C-3.4.5 – C-3.4.8. For Port Engineers, offerors shall provide “letters of intent” and resumes for MLP ships 1 (USNS MONTFORD POINT) and 2 (USNS JOHN GLENN) only. The PE resume for MLP 3 (USNS LEWIS B PULLER) will be required upon exercise of the option for that vessel in accordance with the requirements of Section C-3.4.7.

8. All other terms and conditions remain unchanged.
QUESTIONS
32. Could the Government please clarify their position regarding the Contractor’s risk for property loss or damage to other government-owned vessels and cargo onboard other government vessels which are not subject to the contract. Section H-5(i) on page 83 states that the government retains the risk of property loss or damage to each vessel subject to this contract. Therefore, it would seem that the Contractor is exposed for damages to other government-owned vessels and cargo onboard other government-owned vessels. Please advise.
ANSWER: The Government does not intend to retain the risk of damage to any vessel or cargo other than the MLP and its specific cargo. H-5(a) requires P&I coverage “(including full four-fourths (4/4s) collision liability…)” for all liabilities “(other than liability for loss or damage to Government cargo carried onboard the vessel).” If an offeror determines, in coordination with their P&I insurer, that any aspect of MLP operations would be excluded from standard P&I cover, this should be brought to the Government’s attention.
33. In order to account for the cost differential clarified in Amendment 0001, Q&A #28, can MSC please advise the anticipated number of Permanent Government Personnel assigned to the vessel while in FOS and ROS.
ANSWER: The anticipated number of permanent operating crew for FOS and ROS is presented in the Technical Manual Section 19. No mission or mission support personnel are anticipated to be embarked permanently on the ships in either FOS or ROS.
34. In order to properly quantify the immunizations required under section 1.4.10.1 and further clarified in
Amendment 0001, Q&A #29, please advise what supplemental immunizations the contractor will be required to supply.
ANSWER: Section 1.4.10.1 allows the Government to “establish supplemental immunization programs and other preventive and medical countermeasures through written policies and directives.” This section contemplates situations where officers, crewmembers and other individuals embarked on MSC ships may be exposed to infectious diseases or other health hazard, not included in the BUMEDINST 6230.15 Series. This section has been revised to allow the costs for supplemental immunizations or other medical countermeasures to be reimbursable on a case-by-case basis with prior Contracting Officer approval.
35. Amendment 0001, Q&A #9 confirms that the Ship Handling Expert can be contracted out and Section L16(B)(B)(I)(ii) requires the contractor to describe the hiring and retaining of experienced ship handling experts, (third party contractors). With an explanation of methods to contracting the SHE and with what company we intend to contract with, does this not preclude the need for submission of resumes and letters of intent for the third party contractor SHE? Specifically, can the requirements stipulated on page 115 of the RFP (SHE resume & letter of intent) be replaced with this requirement being part of post award, contracting officer’s approval prior to subcontracting the services?
mailto:Diana.Fischer@navy.mil mailto:Francis.Lirio@navy.mil
ANSWER: No. “Mission Procedures” is a trade-off factor for contract award. The Government considers the specific qualifications of the individual SHE, vice the company, to be critical in the making a “best value” determination.
36. MLP Form C - The first year for FOS has the correct manning levels as per Amendment 0001; however, for the option years and NUC-3, there is an extra second mate and the total crew complement is 34 vice 33. Please advise/confirm.
ANSWER: Form C has been corrected.
37. In regards to MLP 2 & 3 (USNS JOHN GLENN & USNS LEWIS B. PULLER, respectively) does MSC require bidders to provide Resume’s and Letters of Intent for Port Engineers with our proposals when these two MLP’s deliver 20 and 30 months after the bid due date? We understand the requirement to have two P/E’s in attendance during certain availabilities; however, naming P/E candidates and asking them to sign a commitment letter for a position 20 or 30 months down the road may be impracticable and request that bidders only provide a P/E resume and letter of commitment for MLP 1 (at the same time incorporating the expenses of unnamed P/E candidates for MLP 2 & 3 into our bid).
ANSWER: Section L has been revised to require that PE resumes be submitted for MLP 1 (USNS MONTFORD POINT) and 2 (USNS JOHN GLENN) only. The PE resume for MLP 3 (USNS LEWIS B PULLER) will be required upon exercise of the option for that vessel in accordance with the requirements of Section C-3.4.7.
38. There seems to be a discrepancy in the stated “Performance Start Date” and the stated “Performance Period (with options)” dates as represented in Section F, Paragraph F-1. As stated, Paragraph F-1 shows the NUC-1 crew for USNS GLENN reporting prior to the start of the contractual performance period/NTP. Will MSC please clarify or correct these dates?
ANSWER: Section F-1, “Performance Period with Options” column has been revised to state “25 Oct 2013 – 01 Jan 2018.”
