The purpose of this acquisition is to procure services for the operation and maintenance of the MOBILE LANDING PLATFORM (MLP), consisting of three U.S. flag self-sustaining MLP vessels: (USNS MONTFORD POINT, USNS JOHN GLENN, USNS LEWIS B. PULLER). The MLP will operate in the Military Sealift Command (MSC) Prepositioning Fleet or will perform other Government missions. The MLP will deploy, operate and redeploy a system capable of maneuvering SKIN-TO-SKIN with a fully loaded LMSR and transfer rolling stock and cargo by means of ramp connections. MLP vessels shall also be capable of landing and deploying air-cushion non-displacement craft by means of an inclined deck at the waterline under the direction of a Military Component aboard ship. In order to accomplish this unique and highly technical task, the MLP ships will be manned by a contingent of Coast Guard endorsed commercial mariners to perform customary shipboard duties. The MLP vessels are intended to be employed worldwide in support of the U.S. Navy Prepositioning Program. This contract requires the Contractor to obtain and maintain a SECRET facilities clearance and to employ personnel with SECRET security clearances.
Contractor(s) shall operate one, several or all vessels in a professional manner, maintain the vessels to MSC standards of material readiness and appearance, and ensure the vessels are mission-ready at all times.
MLP ships will be prepositioned in Full Operating Status (FOS) with existing prepositioning squadrons. One or more MLP may be in Reduced Operating Status (ROS) as determined by national requirements.
The MLP will be a commercially based design, American Bureau of Shipping (ABS) classed and United States Coast Guard (USCG) certified. Following are Principal Characteristics (Preliminary) mailto:paul.kang@navy.mil mailto:francis.lirio@navy.mil

The resulting contract will be a Fixed-Price Award-Fee type with reimbursable elements, which include port charges, maintenance and repair, non-watch overtime, fuel, and costs associated with ship availabilities. The total period of performance will be five (5) years, from 14 May 2013 through 13 May 2018, if all options are exercised.
