SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 13-Apr-2018 03:00 PM to 14-Jun-2018 03:00 PM.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

STATEMENT OF WORK

Purpose:

This specification/purchase description describes the minimum performance requirements for modernization design, delivery, installation, and acceptance testing of the Automated Storage and Retrieval System (ASRS) in the Strategic

Weapons System Supply Warehouse (SWS SW), Building 6003, at Strategic Weapons Facility Atlantic

(SWFLANT) on the upper base within the Naval Submarine Base, Kings Bay, GA. A single contractor having experience in the design and installation of this type of equipment shall supply, install, and integrate the requirements as specified herein to provide a “turn-key” system and installation. Contractor shall provide a fully operational ASRS system in accordance with the requirements contained within this statement of work.

Site Description and Background:

The ASRS was installed in 1985 and upgraded in 2012 with laser guidance in a climate controlled environment that is free of humidity and temperature changes.

The ASRS system provides automated storage and retrieval capabilities for small cube assemblies and replacement parts critical to the facility and consists of multiple levels of hardware and software that all must work together. The physical structure consists of four twenty foot tall robotic storage bin retrieval machines, a conveyor system with side extractors, four computer workstations and 20’ tall, 75’ long, 4’ deep racks containing 6,656 metal storage bins each capable of accommodating loads up to 500 pounds. Average bin sizes are approximately 24-inches wide x 48-inches long x 4-inches deep. The ASRS system is stand alone and does not interface with any Warehouse

Management Systems.

Items waiting storage or retrieval are cued on side shuttle stations. The operator inputs what is needed to be stored or retrieved from storage, and the system uses a combination of motors, tracks, and pulley systems to extract the needed storage bin from the shelving. It is completely automated with an operator control panel (computer system) at the front of each of the four (4) aisles, separated from the storage bin delivery area. They are able to command retrieval of a storage bin from any aisle for delivery to the applicable aisle storage front delivery area.

The desired end state is a complete upgrade of all OEM equipment to improve reliability and modernize the ASRS operating system, designing out obsolete and unsupported material. Components must be commercial industry standard that ensures a long term supply of replacement parts compatible with existing and future technology. This project will not address the rack structure, ASRS aisle accessories, bins and shelf rack system which shall be retained and reused. The entire control system is to be replaced with new controls. Any new components shall be

100-percent compatible with the existing ASRS structural components. The equipment shall be of the manufacturer’s current design, new and unused, and capable of performing its intended function. The equipment shall be completed so that when connected to the utilities, it can be used for any function for which it is designed and constructed.

1. SOLICITATION PROVISIONS INCORPORATED BY REFERENCE (FEB 1998), FAR 52.252-1

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at this/these address(es): FAR provisions at https://www.acquisition.gov/ and DFARS provisions at http://www.acq.osd.mil/dpap/dars/index.html.

2. AUTHORIZED DEVIATIONS IN PROVISIONS (APR 1984), FAR 52.252-5

(a) The use in this solicitation of any Federal Acquisition Regulation (48 CFR Chapter 1) provision with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the provision.

3. EVALUATION OF COMPENSATION FOR PROFESSIONAL EMPLOYEES (FEB 1993), FAR 52.222-46 (not applicable if the contracting officer notifies the offeror in writing that this provision is inapplicable due to the expected dollar value of the contract resulting from this solicitation) (set forth in full text in accordance with

DASN(AP) memorandum, January 4, 2016, subject: Use of Federal Acquisition Regulation (FAR) Provision

52.222-46, Evaluation of Compensation for Professional Employees)

(a) Recompetition of service contracts may in some cases result in lowering the compensation (salaries and fringe benefits) paid or furnished professional employees. This lowering can be detrimental in obtaining the quality of professional services needed for adequate contract performance. It is therefore in the Government’s best interest that professional employees, as defined in 29 CFR 541, be properly and fairly compensated. As part of their proposals, offerors will submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract. The Government will evaluate the plan to assure that it reflects a sound management approach and understanding of the contract requirements. This evaluation will include an assessment of the offeror’s ability to provide uninterrupted high-quality work. The professional compensation proposed will be considered in terms of its impact upon recruiting and retention, its realism, and its consistency with a total plan for compensation. Supporting information will include data, such as recognized national and regional compensation surveys and studies of professional, public and private organizations, used in establishing the total compensation structure.

(b) The compensation levels proposed should reflect a clear understanding of work to be performed and should indicate the capability of the proposed compensation structure to obtain and keep suitably qualified personnel to meet mission objectives. The salary rates or ranges must take into account differences in skills, the complexity of various disciplines, and professional job difficulty. Additionally, proposals envisioning compensation levels lower than those of predecessor contractors for the same work will be evaluated on the basis of maintaining program continuity, uninterrupted high-quality work, and availability of required competent professional service employees.

Offerors are cautioned that lowered compensation for essentially the same professional work may indicate lack of sound management judgment and lack of understanding of the requirement.

(c) The Government is concerned with the quality and stability of the work force to be employed on this contract.

Professional compensation that is unrealistically low or not in reasonable relationship to the various job categories, since it may impair the Contractor’s ability to attract and retain competent professional service employees, may be viewed as evidence of failure to comprehend the complexity of the contract requirements.

(d) Failure to comply with these provisions may constitute sufficient cause to justify rejection of a proposal.

The Government may award without discussions. The Offeror’s initial proposal should contain the best terms for the requirement.

L-2.2 Teaming Arrangements: Offerors shall submit letters of intent, teaming agreements or other evidence of commitment by subcontractors to support the successful Offeror’s team as part of Volume II. Failure to submit letters of intent, teaming agreements, or other evidence of commitment by named subcontractors, or failure to name subcontractors, may be deemed by the Government to present a significant risk to the Offeror’s ability to perform the work required under this solicitation. In addition, it should be noted that the Government views certain types of subcontractor arrangements as carrying potential risk. Contractor team arrangements are subject to the limitations stated in FAR 9.604.

L-2.3 Technical Data and Other Information. The Offeror should review the provisions and clauses of this solicitation related to proposal information, technical data, and other information, including, but not limited to, those in Section I and Section L entitled “Rights in Technical Data – Noncommercial Items” (DFARS 225.227-7013), “Rights in Noncommercial Computer Software and Noncommercial Computer Software Documentation” (DFARS

The Offeror's proposal must include all required information in sufficient detail to permit evaluation. The proposal should be detailed and complete as to clearly demonstrate the Offeror has a thorough understanding of all technical and other requirements. Non-conformance with the solicitation instructions may result in an unfavorable proposal evaluation or rejection of an Offeror’s proposal, rendering it ineligible for award. Offerors must assume the Government has no prior knowledge of their experience, and that it will base its evaluation on the information presented in the Offeror's proposal.
