L-3.2.2 FACTOR 3: Solicitation Questions and Answers is updated to add the following Q&A:
Question 1 Section: N/A RFP Change? YES Question:
Did this solicitation have a pre‐bid meeting/conference of any sort? We are looking for subcontracting opportunities.
Answer:
No, a pre‐bid meeting was not held. However, the notice on beta.sam includes an “Interested Parties List” and interested parties are encouraged to utilize this feature.
Question 2 Section: N/A RFP Change? YES
Specification at page 1 section 042—1 General Requirements - gives a personnel quantity of seven people – normal crew of two. Page 38 of the same specification section 150-1 Hull Style: Cabin gives a description of a three-person aluminum walkaround cabin. Can we get clarification on the intent for crew spaces?
Answer:
While a normal operation may utilize 2 crew (coxswain and deckhand) as described in Specification Section 042- 1, systems shall be designed in accordance with their governing sections. Specification Section 150-1 requires the cabin to be sized for 3 personnel, including seating. See also Specification Section 662-2 for seating requirement.
For cases where 7 total personnel are on board, 4 personnel will remain outside the cabin. Specification Section 070-3 also defines specific personnel payloads within the required load conditions. These defined load conditions shall be utilized regardless of the specified General Requirements in Specification Section 042-1.
this feature.
Question 3 Section: N/A RFP Change? YES
Will this Solicittion going to be extended?
No
Question 4 Section: N/A RFP Change? YES
Is this Solicitation going to be extended?
We are confirming that this Solicitation will not be extended
Question 5 Section: N/A RFP Change? YES
Section L states Clause L-212-W002 Price Quote is required to be completed, where is this in the solicitation
Section L states Clause L-212-W002 Price Quote is required to be completed, where is this in the solicitation
Question 6 Section: N/A RFP Change? YES
233-1: “Crankcase ventilation shall be via closed system or oil mist separator with discharge into the engine air intake stream.”
The current arrangement has an “impactor” type ventilation control on the top of the valve cover, with the vent being to atmosphere beside the engine. This has the effect of preventing the majority of crankcase oil mist from exiting the engine. Is this acceptable? If not, could we redirect the hose next to the air cleaner inlet (but not actually plumbed into the air intake plumbing)?
Answer:
[The “impactor” type ventilation control (i.e. oil mist separator) is acceptable provided the discharge is routed into the air stream of the engine intake; the discharge is not required to be directly plumbed to the air intake system.]
Question 7 Section: N/A RFP Change? YES
514-1 Cabin Heating and Air Conditioning
The boat shall be equipped with an engine-driven air conditioning system (24,000 BTU minimum) to maintain temperature in the cabin.
The spec doesn't specify at what condition that should occur (all? at top engine speed?). Can you clarify the requirement?
Answer:
[The 24,000 BTU minimum is intended to be a system rated performance as stated by the manufacturer. Note that the requirement for performance and conditions is stated in Attachment 1 Specification Section 514-1 which requires “…the pulley ratio shall be selected to optimize compressor performance across all engine operating conditions (Section 042).” Additionally, Section 085-1j provides additional data and calculation requirements for compressor and system performance at each engine operating conditions (idle, cruise, and sprint). In order to “maintain temperature in the cabin” per Section 514-1, the actual system performance calculated for each operating condition must exceed the calculated heat load required in Section 085-1j.]

233-1: “Crankcase ventilation shall be via closed system or oil mist separator with discharge into the engine air intake stream.”
