About this file

This specification response matrix and related solicitation provide details for the Commander, Naval Installation Command Work Boat Docking procurement. The Navy seeks up to ten vessels to meet operational requirements, including a minimum length of 23-25 feet, maximum beam of 12.5 feet, minimum bollard thrust of 6,000 pounds, and top speed of at least 6 knots. Offerors must submit responses on Attachment 2 specifying technical details for compliance with each requirement. Exceptions require accompanying rationale. The specification addresses hull structure, propulsion, and stability needs. The Naval Sea Systems Command is managing the solicitation under number N00024-21-R-2250.

SPECIFICATION RESPONSE MATRIX

NOTES & INSTRUCTIONS:

Offerors to submit Attachment 2 as a response for parameters identified in the Specification (See Attachment 1).

1. Where specific parameters or other technical information are required in the Specification (indicated by red text in the Specification), Offerors shall fill in the specific parameters/information for their proposed design for each boat configuration (as applicable) in this attachment and include supporting data in Vol I as directed. At bottom Offerors shall respond with 'Comply' to indicate their design meets all Specification requirements; or 'Comply w/Exceptions' to indicate disagreement with any specific section of the Specification.

2. A response of 'Comply w/Exceptions' shall be accompanied by amplifying notes in the 'Offeror's Notes' section at bottom, providing rationale for any exceptions. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.

3. A response is required for each Specification section identified herein. The Government reserves the right to evaluate incomplete responses as non-compliant with the Specification and unacceptable for Factor 1 (Technical Approach).
