REVISED SUMMARY OF CHANGES
The purpose of this amendment to solicitation N00024-21-R-2243 is to:
a) Respond to questions submitted by potential Offerors;
b) Update Section F, DELIVERIES OR PERFORMANCE;
c) Update Section I, CONTRACT CLAUSES;
d) Update Section J, LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS;
e) Update Section L, INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS.
1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 027 through 038 are provided in this Amendment 0006. All Bidder’s Questions have been answered.
Question 027: Section L.7.1.1.(b)(e) states the Government requires a Pumping Plan. In order to support calculation of pumping times, tables of hydrostatics for the design vessels in the dock are required. Would the Government please provide?
Answer 027: The Performance Specification Section 3.529 BALLASTING/DEBALLASTING is updated to require the ballast system to be designed and built to ballast and deballast the maximum draft (baseline) in Table 3.070c-1 at minimum lifting capacity in a linear fashion in 120 minutes. By revising the requirement in Section 3.529 to include, “deballast the maximum draft (baseline) in Table 3.070c-1 at minimum lifting capacity in a linear fashion”, hydrostatics are not necessary for the design vessels in the dock. Additionally, Section L.7.1.1. (b) Factor 1:
Technical Merit of Design - Pumping Plan is updated to remove “all design vessels in dock” and insert “in accordance with the Performance Specification, Attachment J-1, Section 3.529 BALLASTING/DEBALLASTING”.
Question 028: Specification Section 3.582a states "The spud moorings connections shall be designed and located to attach to the two dolphins located at the Mole Pier in San Diego." Can the Government provide the Mole Pier dolphin and arrangement data that is required for the design of the spud locations for permanent mooring of the
AFDM?
Answer 028: The spud mooring system shall be located within 200 ft and equally distributed around the longitudinal centerline of the dock for a total maximum spacing of 400 ft. The trim of dry dock shall not exceed the lesser of 3 degrees or 20 ft. Performance Specification Section 3.582a PERMANENT MOORING is updated to reflect this change.
Question 029: Specification Section 3.079 requires stability analysis and calculations. In order to support this, can the Government provide the maximum Vertical Center of Gravity for the design vessels in the dock?
Answer 029: The highest Vertical Center of Gravity for the designed vessels in the dock is 36.5 ft.
Question 030: Specification Section 3.582a PERMANENT MOORING states "Design for access brows is addressed separately". Where is this information located?
Answer 030: Information regarding the access brows, or ramps as they are designated in the Performance Specification, can be found in Section 3.622c VEHICLE ACCESS RAMP and Section 3.622d PEDESTRIAN ACCESS RAMPS. Additionally, Specification Section 3.582a PERMANENT MOORING is updated to reflect the proper terminology.
Question 031: Solicitation Section C-3.095 WHOLE CRAFT TEST references Deflection Test (DI-029-05).
Attachment J-2 does not include DI-029-05 in Attachment 1 to DI-029. Please advise.
Answer 031: DI-029-05 DEFLECTION TEST, has been added to Data Requirements List Attachment J-2, Attachment 1 to DI-029 WHOLE CRAFT TEST PROCEDURES/REPORTS.
Question 032: Data Requirements List Attachment J-2 Attachment 1 to DI-033 WEIGHTS, does not include the submittal schedule in BLOCK 6 for DI-033-01, DI-033-02, DI-033-03 and DI-033-04. Will the Government provide an update?
Answer 032: Yes. Data Requirements List Attachment J-2 Attachment 1 to DI-033 WEIGHTS, BLOCK 6 SUBMITTAL SCHEDULE is updated accordingly.
Question 033: Specification Section 3.312 states that one ABS approved emergency diesel generator (EDG) set shall be provided. Can the Government consider a multiple/parallel emergency diesel generator configuration be a suitable alternative because of wing wall width constraints?
Answer 033: No, the Government does not consider a multiple/parallel emergency diesel generator configuration to be a suitable alternative.
Question 034: Solicitation Section L.1.(a)(1) requires Offerors to submit proposals by 1400 Eastern Standard Time (EST) on 15 NOV 2021. Given this is both a design and price proposal there is a significant proposal development effort required. Will the Navy consider a proposal extension to Friday December 3rd?
Answer 034: Due to the aggressive award schedule, the Government is unable to grant any additional proposal extension requests.
Question 035: Specification Section 3.100i Utilities Pass-Throughs states the AFDM craft wingwalls shall have pass-throughs which penetrate each wingwall to allow the ship-in-dock's systems to connect to the shore utilities. At what elevation above the pontoon deck should the pass-through be?
Answer 035: The AFDM craft shall have three (3) pass-throughs in each wingwall. One (1) shall be as close to amidships, one (1) approximately 100 ft forward amidships, and one (1) approximately 100 ft aft amidships. The pass-throughs shall be as high as possible while remaining below the wing wall deck. The preferred location would be through the overhead of the safety deck. Performance Specification Section 3.100i UTILITIES PASS- THROUGHS will be updated to reflect this change.
Question 036: Solicitation Section I clause 52.217-7 states the latest option exercise date for CLIN 1005 (Packaging and Delivery to San Diego, CA) is 1200 Days After Contract Award (DACA) to be updated at award. In Section F, the delivery date is 1460 days AOE. If CLIN 1005 is exercised 1200 DACA with a 1460 days AOE delivery then the vessel Packaging and Delivery to San Diego, CA it would be over three years after the dry dock is complete at the shipyard given that the delivery day for the dry dock (CLIN 1001) is1460 DACA. There would be a considerable cost associated with this late delivery such as storage, escalation, etc. Can the Government consider revising the Section F CLIN 1005 Latest Option Exercise from “1200 DACA, to be updated at award” to “90 DACA” to tighten this 1200 day time variation between CLIN 1005 and CLIN 1001 delivery.
Answer 036: The CLIN 1005 Latest Option Exercise Date was correctly stated. The delivery date listed for CLIN 1005 in Section F contains a typo. The delivery date for CLIN 1005 is updated from 1460 days AOE to 1460 days ADC. It is intended for the dock to be transported once fully constructed and ready for delivery.
Question 037: Solicitation Section I clause 52.217-7 states that the latest option exercise for CLINs 1008, 1009, and 1010 is 700 DACA, to be updated at award. However, in Section F the delivery dates are “365 dys. AOE” for CLIN 1008, “1460 dys. AOE” for CLIN 1009, and “1460 dys. AOE” for CLIN 1010 per Section F (pg. 60). If these CLINs are exercised 700 DACA then there could be a large time variation between the Period of Performance for these CLINs and the Period of Performance (POP) for the dry dock, CLIN 1001, which has a 1460 dys. ADC delivery (Section F pg. 60). The design and construction of the vehicle bridge should fall within the vessel construction POP to avoid the unnecessary cost of installation after vessel delivery. The Wingwall Portal Cranes should be installed before or soon after the vessel is transported to San Diego to avoid unnecessary escalation. Can the Government revise the Section F CLIN 1008 and 1009 Latest Option Exercise from “700 DACA, to be updated at award” to “at contract award” and the Section F CLIN 1010 Latest Option Exercise from “700 DACA, to be updated at award” to “90 DACA” to tighten this time variation.
Answer 037: The delivery dates listed for CLIN 1008, 1009 and 1010 in Section F contain typos. The Latest Option Exercise date for CLIN 1008 is updated from 700 Days After Contract Award (DACA) to 90 DACA. The delivery date for CLIN 1008 is updated from 365 days After Option Exercise (AOE) to 365 days After Date of Contract (ADC), it is intended to be delivered at the end of the design phase for the dry dock. The delivery date for CLINS 1009 and 1010 is updated from 1460 days AOE to 1460 days ADC. It is intended that the vehicle bridge and wing wall cranes shall be completed at the dry dock contract delivery date. CLINS 1009 and 1010 Latest Option Exercise is updated from 700 days DACA to 90 Days DACA.
Question 038: Solicitation Section L.2(b)(1) states that proposals shall be prepared on standard 8-1/2" by 11' pages, single-spaced. Additionally, the same section states that type font size for foldouts or other pages may not be smaller than size 12. This section does not indicate the maximum size for foldouts, nor does it indicate if a foldout counts as a single page. Can the Government accept 11”x17” foldout pages for graphics and count 11”x17” foldout pages as a single page?
Answer 038: As a reminder, Offerors will not be submitting paper proposals with foldouts and per Solicitation Section L.7.1 drawings are excluded from the page count. The Government will accept 11”x17” formatted electronic documents for graphics and count each 11”x17” as 2 pages towards the page count. Solicitation Section L.2(b)(1) is updated accordingly.

5. As a result of the above, Section L, INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS, L.2, PROPOSAL SUBMISSION, (b)(1) Format, is hereby revised as follows:
“(1) Proposals shall be prepared on standard 8-1/2” by 11” pages, single-spaced. The font shall be Times New Roman with a font size of 12. Foldouts shall not exceed 11” by 17” and shall count as two pages.
Foldouts may be used for diagrams, charts, or graphic material only that could not be depicted otherwise on standard 8-1/2” by 11” paper. Pages will have a one-inch margin, single line spacing set at 1 with spacing before and after paragraphs set at –0– and left aligned paragraphs. Type font size for foldouts or other pages may not be smaller than size 12. For text embedded in graphic portions of the proposal, the type font size may be any readable font type and size. Text located outside graphic portions of a sheet shall be Times New Roman with a font size of 12. Each page shall be labeled with the Offeror’s name and the Solicitation number. A page is defined as a typed page of the proposal document, i.e. one sheet of paper with typing on one side.”
6. As a result of the above, Section L, INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS, L.7.1.1.(b) FACTOR 1: TECHNICAL MERIT OF DESIGN, is hereby revised as follows:
“At a minimum, in the Technical Merit of Design discussion, Offerors shall describe how it meets or exceeds the requirements of the solicitation:
a) Describe the overall design effort, including a discussion of all major design and engineering efforts envisioned to develop and complete the design.
b) Identify any technical risk areas and associated mitigation strategies. Areas of consideration shall include, but are not limited to, material, equipment manufacturer, design and producibility concerns.
c) Complete a Contractor Craft Specification Addendum L-2, aligning Contractor Craft Specification Requirements to the AFDM Specification, Attachment J-1 requirements.
(1) Contractor Craft Specification: The Offeror shall provide a Contractor Craft Specification that reflects the proposed AFDM concept design to the major equipment level of detail and contains the necessary requirements for detail design, construction, testing, and delivery of the craft. The Offeror’s Contractor Craft Specification shall be organized in 3-digit SWBS in accordance with Expanded Ship Work Breakdown System (SWBS), NAVSEA Publication No. S9040-AA-IDX-010/SWBS 5D and Publication No. S9040- AA-IDX-020/SWBS 5D in the same corresponding order as the AFDM Performance Specification, Attachment J-1. The Contractor Craft Specification shall include the requirements in the AFDM Performance Specification, Attachment J-1 and detailed Offeror’s approach to meeting the requirements.
Offerors shall provide the following supporting technical data in combination with completed Contractor Craft Specification. Non-CAD (non-computer generated) drawings will not be accepted. Three-dimensional (3D) renderings may be used to supplement drawings but 3D renderings will not be accepted as a substitute for drawings. The Government will use the Offeror’s submitted drawings, estimates, and calculations only for the purpose of evaluating the Offeror’s proposal. The Government evaluation thereof does not in any way relieve the Contractor of any contractual requirement. The successful offer shall meet the performance requirements and all of the resulting requirements of the solicitation.
a) General Arrangements – The Offeror shall provide a general arrangements drawing, which includes the outboard and inboard profiles, craft principal characteristics, craft compartmentalization, office, head, control house and crossover tunnel arrangements, external arrangements, general access, and dimensions. Compartment areas shall be listed.
b) Weight Estimate – The Offeror shall provide a preliminary Allocated Baseline Weight Estimate with supporting calculations.
c) Electrical System – The Offeror shall provide an electrical system one-line diagram of the ship’s electrical service, including emergency power and lighting distribution with supporting calculations.
d) Equipment List – The Offeror shall provide a Master Equipment List that provides vendor descriptive data for the following items:
1) At a minimum, shall include wingwall cranes, emergency disel generator, ballast pumps and fire pumps
2) Equipment with procurement costs greater than $100,000
3) All equipment subject to domestic source restrictions in DFARS 225.70 and DFARS
225.71 NOTE: There are additional requirements for the Master Equipment List DRL post-award
e) Pumping Plan – The Offeror shall provide a ballast pumping plan and ballast system arrangements including preliminary pumping calculations, system sizing and pumping times for empty dock and in accordance with the Performance Specification, Attachment J-1, Section 3.529 BALLASTING/DEBALLASTING all design vessels in dock.
f) Fire Main – The Offeror shall provide a complete arrangement of the fire main system including system calculations, notional hose station locations and pump sizes.”
7. Additionally, Section L, INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS, Provision L-
209-H009, NOTIFICATION OF POTENTIAL ORGANIZATIONAL CONFLICT(S) OF INTEREST
(NAVSEA) (DEC 2018), is hereby revised as follows:
(a) Offerors are reminded that certain existing contractual arrangements may preclude, restrict or limit participation, in whole or in part, as either a subcontractor or as a prime contractor under this competitive procurement. Of primary concern are those contractual arrangements in which the Offeror, if the awardee of the contract under this solicitation, would provide support to PMS 300 or PMS 325, or related laboratories (if applicable), in support of operation of the office or any of its programs. General guidance may be found in FAR 9.505; however, this guidance is not all inclusive. The Offeror's attention is directed to the "Organizational Conflict of Interest" (or similar) text which may be contained in current or completed contract(s) which prohibits the prime or subcontractor from providing certain supplies or services to the Government as described above during the period of the current "support" contract(s) or for a period after completion of the "support" contract(s). Notwithstanding the existence or non-existence of an Organizational Conflict of Interest (OCI) clause or similar text in current or completed contract(s), the offeror shall comply with FAR 9.5 and identify whether an OCI exists or there is potential for an OCI and not rely solely on the presence of an OCI text
(b) If a potential conflict of interest exists at any tier, each potential prime offeror shall notify the Contracting Officer within 14 days of the date of this solicitation. The Offeror shall provide: (1) the contract number and name and phone number of the Contracting Officer for the contract which gives rise to a potential organizational conflict of interest; (2) a copy of the requirement; (3) the statement of work (or technical instruction) from the existing contract; (4) a brief description of the type of work to be performed by each subcontractor under the competitive procurement; and (5) any additional information the Contracting Officer should consider in making a determination of whether a conflict of interest exists. The Government may independently verify the information received from the offeror. Notwithstanding the above, the Government reserves the right to determine whether a conflict of interest exists based on any information received from any source.
(c) The Government will notify an offeror of any conflict of interest within 14 days of receipt of all required information. Those offerors deemed to have a conflict of interest may be ineligible for award under this solicitation. An Offeror’s failure to provide the information in a timely manner does not waive the Government's rights to make a conflict of interest determination. The offeror is notified that if it expends time and money on proposal preparation, such expenditure is at its own risk that the Government will not determine that an organizational conflict of interest exists.
(d) Any potential prime contractor which proposes a subcontractor later determined to have a conflict of interest and deemed ineligible to participate in the current competition, may not be granted the opportunity to revise its proposal to remove the ineligible subcontractor. The Government reserves the right to determine which offerors remain in the competitive range through the normal source selection process.
(e) If the offeror determines that a potential organizational conflict of interest does not exist at any tier, the offeror shall include a statement to that effect in its response to this solicitation.”
8. Receipt of Proposals is not extended as a result of this amendment.
9. Except as provided herein, all other terms and conditions of solicitation N00024-21-R-2243 remain unchanged.
