The following items are applicable to this modification:
REVISED SUMMARY OF CHANGES
The purpose of this amendment to solicitation N00024-21-R-2243 is to:
a) Respond to questions submitted by potential Offerors;
b) Update Section C, DESCRIPTIONS AND SPECIFICATIONS;
c) Update Section J, LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS;
d) Update Section M, EVALUATION FACTORS FOR AWARD.
1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 011 through 021 are provided in this Amendment 0004.
Question 011: Specification Section 3.593d states the collection tank(s) shall be provided with submersible pumps with a combined capacity capable of discharging a 2” rain event to shore in 24 hours. A 2" rain event over the pontoon deck and wing decks amounts to about 138,000 gallons. That is a very large capacity collection tank(s) and would take up large portions of ballast tanks. Can the Government review this requirement and advise?
Answer 011: The Government has reviewed the requirement and revised Attachment J-1 accordingly.
Question 012: Solicitation Section C-3.084 PREPARATION FOR DELIVERY OF THE CRAFT states "the Contractor shall deliver the craft at a draft and trim condition that is within the limiting requirements for full load condition." Can the Government define the Full Load Condition and the draft and trim limitations associated with that condition?
Answer 012: Solicitation Section C-3.084 PREPARATION FOR DELIVERY OF THE CRAFT is updated to remove the requirement to deliver the craft at a draft and trim condition that is within the limiting requirements for full load condition has been removed.
Question 013: Attachment J-2, DI-035 requires delivery of the Damage Control Book 60 days prior to the start of Construction. We request that the Government change the required delivery to "at craft delivery".
Answer 013: The Government has reviewed this request and revised the Data Requirements List Attachment J-2 DI-035 submittal to 60 days prior to craft delivery.
Question 014: Specification Section 3.529 paragraph 2 states "Each ballast tank shall have a dedicated submersible deballast pump", will the Government allow a single pump for two ballast tanks with proper valving?
Answer 014: No, the Government will not allow a single pump for two ballast tanks.
Question 015: In the AFDM Pre-Solicitation notice a limiting basin depth of 53' is noted, however, there was no mention in the Performance Specification of the basin depth limitation. Can The Government clarify the basin water depth limitation?
Answer 015: Performance Specification Section 3.070c CHARACTERISTICS is updated to include the maximum ballast depth shall not exceed 54 ft. (16.45m) including all appendages.
Please note all pre-solicitation documents and drafts are superseded by the current solicitation and attachments.
Question 016: Specification Section 3.070c states the length of each pontoon shall not exceed 98 ft. Can the Government clarify whether the 98 foot length limit for each pontoon applies to the pontoon that contains the cross-over tunnel?
Answer 016: Yes, the 98 foot length applies to all pontoons, including the pontoon that contains the cross-over tunnel.
Question 017: Specification Section 3.622c states "the AFDM pontoon deck structure shall be designed to incorporate a steel vehicle access ramp in the forward port area”. Does the ramp enter from the port side (pier side), the bow, or from either direction?
Answer 017: The vehicle access ramp enters from the bow. Performance Specification Section 3.622c VEHICLE ACCESS RAMP is updated accordingly.
Question 018: Specification Section 3.622c states that Vehicle Access Ramp has a maximum angle not to exceed 7 degrees or 12% grade at any tidal level when the dock is at operational freeboard. Can The Government provide tidal information and pier elevations for the three (3) potential shipyard facilities?
Response 018: The vehicle access ramp is for use at the Mole Pier in San Diego only. The pier is 14.0 feet above Mean-Low-Low-Water (MLLW). Tidal information is readily available at tidesandcurrents.noaa.gov or other user sites. Performance Specification Section 3.622c VEHICLE ACCESS RAMP is updated to include for operation only at the Mole Pier in San Diego.
Question 019: Solicitation Section M.4.1.1.(a)(1)(b)(iii) references 3.252a as "CONTROL HOUSE EQUIPMENT" however, CONTROL HOUSE EQUIPMENT is listed in the J-1 Specification as 3.252b. Can the Government confirm 3.252b is the correct Section M reference?
Response 019: Yes, AFDM Performance Specification Section 3.252b is the correct reference for CONTROL HOUSE EQUIPMENT. Solicitation M.4.1.1.(a)(1)(b)(iii) is updated accordingly.
Question 020: Solicitation Section M.4.1.1.(a)(1) Specification b) vii references 3.505c ACTUATORS but this reference does not exist in the specification. Can the Government confirm that 3.505b is the correct specification reference?
Response 020: Solicitation Section M.4.1.1.(a)(1) Specification b) vii is updated to reference Specification Section 3.505b ACTUATORS.
Question 021: Specification Section 3.252b Control House Equipment indicates a "split optic system" is required.
Can the Government provide additional details for this requirement?
Response 021: Yes. The split optic system is a secondary, analog means of measuring deflection on the dock. The system shall consist of a transit mounted on the outboard bulkhead of the control house and deflection targets located at either end of the wing deck. The system shall be suitable for day or night operations in a marine environment. Performance Specification Section 3.252b CONTROL HOUSE EQUIPMENT is updated accordingly.
2. As a result of the above, SECTION C- DESCRIPTIONS AND SPECIFICATIONS, 3.084, PREPARATION
FOR DELIVERY OF THE CRAFT is hereby revised as follows:
The craft shall be delivered complete in all respects with all items such as, but not limited to, equipment, accessories, appliances, plumbing fixtures, bulkheads (interior and exterior), floors and decks, ceilings and overheads, windows, machinery spaces, etc., displaying an obvious appearance of being new and unused. The craft shall be free of dirt and debris associated with construction and adequately prepared for transportation to destination. The craft shall, in addition to the above, also display the highest level of cleanliness such that all areas of the craft can be immediately put to its intended use.
The craft systems shall be in operating condition at delivery of the vessel. Equipment having periodic certification and/or calibration requirements shall have a minimum of eleven (11) months remaining of the certification and/or calibration period at delivery of the vessel. Inter-compartment cables not connected to equipment shall have ends sealed and taped off and shall be individually coiled and secured. Non-consumable items with shelf life or service life limitations shall have a minimum of 75% of their useful life remaining at delivery.
The Contractor shall deliver the craft fully outfitted, ready to receive cargo and crew, and with approvals and certifications in place. The Contractor shall deliver the craft at a draft and trim condition that is within the limiting requirements for full load condition. The Contractor shall ensure that the delivery condition is restored in accordance with the above criteria where it becomes necessary to obtain a differing temporary condition to clear an obstruction (low bridge, shallow draft, narrow beam clearance, etc.) on the way to open ocean.
The contractor shall ensure the transportation to delivery destination is in accordance with the U.S.
Navy Tow Manual (SL740-AA-MAN-010) and verified by the Government prior to embarkment.
3. As a result of the above, Section J, LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS, is hereby revised as follows:
