The following items are applicable to this modification:

REVISED SUMMARY OF CHANGES

The purpose of this amendment to solicitation N00024-21-R-2243 is to:

a) Respond to questions submitted by potential Offerors;

b) Update Section C, DESCRIPTIONS AND SPECIFICATIONS; and

c) Update Section J, LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS.

1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 005 through 010 are provided in this Amendment 0003.

Question 005: Specification Section 3.100f Pontoon Section Deck Gap states point loads shall be calculated in accordance with UFC 4-152-01 Chapter 3. In the UFC 4-152-01, Figure 3-5, the forklifts max out at 40 kips (or

17.86 LT) capacity. Can NAVSEA provide additional information on the 29.5 LT forklift requirement? Or should we assume the 17.86 LT forklift? Note that either of these forklifts are pretty substantial and will drive the design of the pontoon deck, over and above what's normally expected for dock's strength.

Answer 005: No, the Offeror should not assume a 17.86LT forklift. The Government has revised this requirement from 29.5 LT to a 13.5 LT forklift with a maximum load of 30,000 lbs. Attachment J-1, is updated accordingly.

Question 006: Solicitation Section C-3.088 Crew Familiarization bullet 11 is the only reference to a Damage Control Book in the Statement of Work. In Attachment J-2, DRL DI-035 the Table of Contents (page 14) indicates the Contract Reference to be C-3085a and the Block 3-Reference on the DRL (page 79) is C-211-H005. It is understood that the Navy is requiring a Damage Control Book for the AFDM. Will the Navy update the Statement of Work and J-2 to include the correct references?

Answer 006: Yes. The SOW - Section C, C-3.085a Drawings and Documentation, and Section J, Attachment J-2 DRL, DI-035 Damage Control Book, page 79, have been updated to clarify the Damage Control Book requirement.

Question 007: Specification Section 3.100i states the AFDM craft wingwalls shall have at least ten (10) pass-throughs which penetrate each wingwall. This seem excessive in our opinion. Will the Government consider reducing them to 6 pass-throughs per wing?

Additionally the specification states the pass-throughs shall have a means of being sealed and weather tight on both sides when not in use. Will the Government consider allowing the pass-throughs to be unsealed when not in use?

Answer 007: The Government has revised Specification Section 3.100i to 1) change the number of pass-throughs which penetrate each wingwall to an unspecified quantity and 2) remove the requirement for pass-throughs to be sealed when not in use. Attachment J-1, is updated accordingly.

Question 008: Can the Navy clarify the Domestic Sourcing Note in Solicitation Section L.7.1.1. (b)? Will the prime contractor be subject to the domestic source restrictions when purchasing commercial items or commercial components, while the prime contractor’s subcontractors will not be subject to domestic source restrictions when purchasing commercial items or commercial components; OR Will neither the prime contractor nor the prime contractor’s subcontractors be subject to the domestic source restrictions when purchasing commercial items or commercial components?

What is the intent of this note?

Answer 008: The prime contractor will be subject to the domestic source restrictions when purchasing commercial items or commercial components. DFARS 212.504 provides a list of laws that are not applicable to subcontracts (at any tier) for the acquisition of commercial items or commercial components. The intent of this Note is to remind Offerors of the commercial item exceptions. Specifically, the prime contractor’s subcontractors will not be subject to 10 U.S.C. 2534, Miscellaneous Limitations on the Procurement of Goods Other Than United States Goods.

Question 009: Specification Section 3.100c Sonar Pit states drainage for the sonar pit shall be provided via a valve operable on the pontoon deck, which shall drain into a ballast tank. Please note that washwater/ blastwater/ rainwater that may collect in the sonar pit could be contaminated, and that water should not be drained into a ballast tank.

Temporary pumps will need to be used to remove contaminated water out of the sonar pit. Will the Government consider adding a flood/drain valve to connect the sonar pit to sea for use during docking/undocking operations?

Answer 009: No, the Government has reviewed this requirement and will not consider adding a flood/drain valve to connect to the sonar pit to sea. Drainage for the sonar pit is provided in Section 3.100c. The Standard Operating Procedure (SOP) is to decontaminate the drydock prior to docking evolution.

Question 010: Section 3.582c Ship Handling Systems states a set of six (6) wire rope winches (3 port and 3 starboard), shall be provided. Hauling operation will require 2 winches per wingwall, and centering operation will require additional 2 winches per wingwall. Would the Government please confirm the total number of winches that are needed, 4 or 8?

Answer 010: The Government confirms six (6) individual trolleys are required. Specification Section 582c requires six (6) individual trolleys (3 port and 3 starboard) that can roll along a set of guide rails mounted at the top edge of the inboard wing wall side shell. Four (4) of the trolleys (2 port, 2 starboard) shall contain sheaves that redirect wire rope lines from the wing wall to the vessel. Two (2) of the trolleys (1 port, 1 starboard) shall be used as “Safety Trolleys” and utilize fixed length lines from the trolley to the ship.

2. As a result of the above, SECTION C- DESCRIPTIONS AND SPECIFICATIONS, 3.085a, DRAWINGS

AND DOCUMENTATION is hereby revised as follows:

The Contractor shall develop all craft drawings, equipment drawings and design calculations for construction of the craft. The requirements of the Contractor Craft Specification shall be incorporated into the drawings to the extent that the drawings are self-sufficient and fully describe construction of the craft without reference to the Contractor Craft Specification. The Contractor Craft Specification shall be updated by the Contractor as necessary during contract performance to incorporate changes resulting from J-1 Specification updates.

The Contractor shall prepare Construction Drawings and Documentation (DI-021), Damage Control Book (DI-035), Auxiliary System Design Report and Diagrammatics (DI-046) and Cybersecurity Information for Control systems (DI-049). The Contractor shall conduct a survey prior to delivery and update all drawings and documentation to reflect the as-built condition of the craft, including all drawings and documentation required by Classification Society and Regulatory Bodies. The latest revision of drawings shall reflect the current status of changes and variations.

If defects develop in machinery, systems, or equipment during the Warranty Period in accordance with Attachment J-3: Commercial Warranty Terms, and if corrections of such defects are determined to be the responsibility of the Contractor, and if the correction requires an engineering change, the Contractor shall revise and provide new drawings, including all drawings and documentation required by Regulatory Bodies, to the Government that show modifications made to correct such defects as a base requirement of this contract.
