The following items are applicable to this modification:
REVISED SUMMARY OF CHANGES
The purpose of this amendment to solicitation N00024-21-R-2243 is to:
a) Respond to questions submitted by potential Offerors; and,
b) Update Section J, LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS.
1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 022 through 026, and an updated response to Bidder’s Question 010 are provided in this Amendment 0005.
Question 010: Section 3.582c Ship Handling Systems states a set of six (6) wire rope winches (3 port and 3 starboard), shall be provided. Hauling operation will require 2 winches per wingwall, and centering operation will require additional 2 winches per wingwall. Would the Government please confirm the total number of winches that are needed, 4 or 8?
Answer 010 CORRECTION: The Government is providing additional clarification to BQ 010 posted in Amendment 0003. The Government confirms six (6) individual trolleys and six (6) individual winches are required.
Specification Section 3.582c requires six (6) individual trolleys (3 port and 3 starboard) that can roll along a set of guide rails mounted at the top edge of the inboard wing wall side shell. Four (4) of the trolleys (2 port, 2 starboard) shall contain sheaves that redirect wire rope lines from the wing wall to the vessel. Two (2) of the trolleys (1 port, 1 starboard) shall be used as “Safety Trolleys” and utilize fixed length lines from the trolley to the ship. A set of six
(6) wire rope winches (3 port and 3 starboard), shall be provided for use in adjusting wire rope line length to center the vessel and haul the vessel in and out of the dry dock. The winches shall be rated for weight and speed appropriate to safely control the ships listed in Section 3.070a during a docking or undocking evolution.
Question 022: Specification Section 3.095a states Lightship weight and vertical center of gravity shall be determined by completion of a deadweight survey. A deadweight survey does not yield the VCG, so will the Government accept a calculated VCG?
Answer 022: Yes, the Government will accept a calculated vertical center of gravity (VCG). The VCG shall be calculated using the results of the deadweight survey. The deadweight survey and any necessary calculations shall be conducted in accordance with ASTM F1321-92, applicable ABS rules, and any other requirements in the contract.
Question 023: Specification Section 3.100c states "The Government requires a sonar pit which is sized and located based on the appendages locations for the vessels identified in J-1 Pspec Table 3.070c-1." Can The Government provide appendage data and removal requirements for each of the vessels listed or define pit dimensions required to accommodate these vessels?
Answer 023: The sonar pit shall have the minimum dimensions of: 102 ft longitudinally, 17.5 ft transversely off centerline (35.0 ft wide), and 4.15 ft vertically below the pontoon deck. Performance Specification Section 3.100c SONAR PIT is updated to include the minimum dimensions for the sonar pit.
Question 024: Specification Section 3.640b states, "the Contractor shall provide a Crew Lounge adjacent to or accessible from the Control House. The Crew Lounge will be properly outfitted to function as a meeting room and training area. The Crew Lounge shall be furnished with a sitting area and recreation tables with chairs. Can the Government provide the square footage requirement for the Crew Lounge?
Answer 024: Yes. The crew lounge shall be at least 323 ft2 (30m2). Performance Specification Section 3.640b CREW LOUNGE is updated accordingly.

Question 025: Specification Section 3.589a states the Electric power supplied to the crane shall be 440-volt AC, 3 Phase, 60 Hz However, the shore power and primary distribution system on the dock is 480-volt. Can the crane supply be changed to 480-volt?
Answer 025: Yes, the electric power supplied to the crane shall be 480-volts. Performance Specification Section 3.589a CRANES is updated accordingly.
Question 026: Specification Section 3.512 specifies features of a central/ducted HVAC system, but Section 3.512b states A/C systems shall consist of individual split units. Can the Government clarify which system type is required?
Answer 026: AFDM will a utilize split system in each air conditioned space. Performance Specification Section
3.512 HEATING AND VENTILATION SYSTEMS is updated to remove any discontinuity related to the split systems requirement. Ducting is still required for supply and exhaust systems serving non-air conditioned spaces, as well as to provide conditioned spaces with replenishment air.
2. As a result of the above, Section J, LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS, is hereby revised as follows:
