About this file
This is an Addendum #4 Revision to a Notice to Contractors issued by the County of Sacramento for a pilot program to replace locks at cell doors in the Main Jail facility. The project involves the removal of existing jamb-mounted locks and strikes from eight detention cell doors on the 8th floor and the installation of new Willo Wedge Surface Max lock housing units, lock cartridges, and lock cylinders connected to existing control and power wiring. The work is classified as an alteration project requiring a valid California General Class B contractor's license. The project was released on March 2, 2026, with a pre-bid question deadline of March 6, 2026 at 2:00 p.m. and a bid submission deadline of March 19, 2026 at 2:00 p.m. via the Sacramento County Electronic Bidding Portal. Bid opening will occur automatically online at 2:01 p.m. on March 19, 2026. No pre-bid meeting is scheduled. The award will be based on the base bid only, with no additive or deductive items considered, and the contract will be awarded to the lowest responsive, responsible bidder.
The estimated construction cost is $169,000. Bid security equal to ten percent of the aggregate bid amount must be submitted as a bid bond issued by a corporate surety, a certified check or cashier's check payable to the Treasurer of Sacramento County, or cash. The successful bidder must execute material and labor Payment Bonds and Performance Bonds, each for not less than one hundred percent of the contract price. This is an alteration project subject to prevailing wage requirements under California Labor Code Section 1771.5, as the project exceeds the $15,000 threshold. Contractors and subcontractors must be registered with the California Department of Industrial Relations prior to contract award. The apparent low bidder must provide Certificates of Reported Compliance for the Advanced Clean Fleets regulation by 4:00 p.m. the Monday following bid opening, or clearly indicate applicable exemptions. Contractors and subcontractors must possess current California contractor licenses and be registered with the Department of Industrial Relations. All contractor personnel must undergo security background investigations and clearance from the Sheriff's Department at least seven to ten business days prior to site access.
