About this file
This is an Area of Work Exhibit document prepared by Sacramento County for a lock replacement pilot program at the Main Jail facility located at 651 I Street, Sacramento, California. The project scope involves the removal of existing jamb-mounted locks and strikes from eight detention cell doors on the 8th floor and the installation of new Willo Wedge Surface Max lock housing units, lock cartridges, and lock cylinders connected to existing control and power wiring. The work must be completed within 214 calendar days from the commencement date, with normal working hours from 7:00 a.m. to 3:00 p.m. Pre-bid questions are due by March 6, 2026 at 2:00 p.m., and bid submissions must be received by March 12, 2026 at 2:00 p.m. through the Sacramento County Electronic Bidding Portal. The contract will be awarded to the lowest responsive, responsible bidder based on the base bid only, with no additive or deductive items considered.
The estimated construction cost for this pilot program is $169,000, with bid security set at ten percent of the aggregate bid amount in the form of a bid bond, certified check, or cash. Performance and payment bonds, each equal to one hundred percent of the contract price, are required. The project qualifies as prevailing wage work under California Labor Code Section 1771.5, and the successful bidder must hold a valid California General Class B contractor's license and register with the California Department of Industrial Relations prior to contract execution. Liquidated damages are assessed at $1,500 per calendar day for delays beyond the completion date. Two pre-approved Detention Equipment Contractors have been designated: Willo Products Company LLC for lock pockets and strike assemblies, and Willoughby Locking Systems for Grade 1 locks. All contractor personnel must obtain security background clearance from the Sheriff's Department at least seven to ten business days prior to site access. The manufacturer provides a two-year warranty on all installed hardware, with the installer required to provide 60 days post-installation to identify any non-compliance with industry standards. No set-asides or restrictions limiting competition to specific organization types are identified in the solicitation documents.
