About this file
This is an Area of Work Exhibit document for Sacramento County's Main Jail lock replacement pilot program, identified as Contract No. 41003. The project involves removing existing jamb-mounted locks and strikes from eight detention cell doors on the 8th floor of the Main Jail facility located at 651 I Street, Sacramento, California, and installing new Willo Wedge Surface Max lock housing units with corresponding lock cartridges, cylinders, and connections to existing control and power wiring. The work must be completed within 214 calendar days from the commencement date during normal working hours of 7:00 a.m. to 3:00 p.m. Pre-bid questions are due by March 6, 2026 at 2:00 p.m., and bids must be submitted by March 12, 2026 at 2:00 p.m. through the Sacramento County Electronic Bidding Portal. The contract will be awarded to the lowest responsive, responsible bidder based on base bid only, with no additive or deductive items considered.
The estimated construction cost is $169,000, with liquidated damages of $1,500 per calendar day for delays beyond the completion date. Bid security equal to ten percent of the aggregate bid amount must be submitted as a bid bond, certified check, or cash. The successful bidder must provide performance and payment bonds each equal to one hundred percent of the contract price and must hold a valid California General Class B contractor's license. Prevailing wage compliance is required as the project exceeds the $15,000 threshold under California Labor Code Section 1771.5. All contractor personnel must complete security background investigations and clearance from the Sheriff's Department at least seven to ten business days prior to site access. Two pre-approved Detention Equipment Contractors have been designated: Willo Products Company LLC for lock pockets and strike assemblies, and Willoughby Locking Systems for Grade 1 locks. The manufacturer provides a two-year warranty on installed hardware, and the installer must provide 60 days post-installation for compliance identification. Contractors and subcontractors must be registered with the California Department of Industrial Relations prior to contract execution.
