Validity Statement

The Offeror is requested to include a statement in its response to this solicitation that the proposal is valid for 240 days.

Proposal Overview

Offerors are required to submit sufficient information concerning all factors to enable Government personnel to fully ascertain capabilities of the Offeror to perform the requirements. The proposal must be sufficient in detail and scope to permit evaluation and provide the evaluators a clear understanding of the Offeror’s approach, expertise, and capability as required by the solicitation. All proposals must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements, associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements and potential risk areas. The Offerors are required to respond to all requirements of the solicitation and are not to alter or rearrange the solicitation. The burden of proof as to technical capability, price reasonableness and cost realism/reasonableness rests with the Offerors. The Offerors are advised that the Government may incorporate into the final contract any part of the Offeror’s proposal deemed beneficial to the Government. Alternate proposals are not acceptable.

In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. It is the responsibility of the Offeror to present enough information to allow the various work efforts, support, and management approaches, as well as price, to be meaningfully evaluated. Unsubstantiated statements that the prospective Offeror understands, can or will comply with the specifications, and paraphrasing the requirements or parts thereof are considered inadequate and may render a rating of unsatisfactory.

The Offeror must include any data necessary to illustrate the adequacy of the various techniques, approaches, and solutions to problems. The Offeror shall explain assumptions used to develop the proposal. If the proposal does not include sufficient information a combination of significant weaknesses may be assigned and culminate into a deficiency. There is no need to repeat information in more than one (1) Volume if an overlap exists; the detailed information must be included in the most logical place and summarized and referenced in other areas. Unnecessarily elaborate brochures or other presentation beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.

Offerors are expected to comply with all requirements of the solicitation. The Government advises Offerors that taking exception or deviation from any term or condition of the solicitation may make an offer unacceptable and the Offeror ineligible for award. The Government may consider any exception or deviation to any term or condition of the solicitation that is not expressly authorized by the solicitation to be a deficiency, as defined in Federal Acquisition Regulation (FAR) 15.001. Additionally, any approach that relies on Government resources or operations (e.g. Government Furnished Property, Government Furnished Equipment, Government personnel/actions, Government Concept of Operation changes, etc.) in order to comply with a requirement, unless otherwise allowed, may be considered non-compliant and therefore a deficiency. A proposal assessed to contain a deficiency is considered un-awardable.

Proposal Format

Proposals must be formatted using a Times New Roman 12 pt normal font (no reduction permitted), single -spaced with 1-inch margins all around, and formatted for/printed on standard 8.5 x 11 inch paper. All pages should be numbered with section and page numbers. When foldout pages are used they must not exceed 11 x 17 inches and will be counted as one (1) page. Drawings may be provided separately and may be any size but should be folded to approximately 8.5 x 11 inch standard size and will count as one (1) page. If the Offeror uses graphs to convey information, the graphs must show enough accuracy to easily discern the information shown. Graphs shall be presented in no smaller than a 10 pt font and shall contain a grid, which allows values to be read directly from the graph to the same accuracy that a 10 x 10 to the ½ inch grid provides. Text utilized in charts, figures, and graphics shall also be no smaller than a 10pt font and may use a font type selected by the Offeror. Each volume shall be provided separately in a 3-ring binder that lays flat when open without any staples. Each binder shall be of an appropriate thickness for the number of pages it contains. Print in accordance with FAR clause 52.204-4, Printed or Copied Double-Sided on Postconsumer Fiber Content Paper (May 2011).

Cost and Pricing Data

As this is a competitive acquisition with adequate price competition anticipated, the price documentation requested is not considered cost or pricing data and shall not be certified in accordance with FAR 15.406-2. Should adequate price competition not exist after receipt of proposals, the PCO reserves the right to obtain cost or pricing data pursuant to FAR Part 15. By submitting a proposal, the Offeror grants the PCO, or an authorized representative, the right to examine records that form the basis of the pricing proposal. This examination and review can take place at any time before the award.

Proposal Content and Volumes

The Offeror must present its proposal information in a manner that facilitates a one-for-one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its paragraph number/letter is identical to the Proposal Instructions paragraph number to which it is responding, although the Offeror may add lower tier sub paragraphs. The Offeror must provide reasons it will not provide information for a particular paragraph. The proposal information instructions are structured by paragraph numbers where first, second, third and fourth parts correspond to the volume, section, and element, etc., in the Offeror’s proposal.

Each volume of the proposal shall be submitted as one (1) original and additional copies as specified in the table below. Submission of all volumes of the Original proposal to the address provided at L.9 above will determine timeliness of receipt. Maximum page counts for each volume, if any, are also specified in the table below as follows (title and table of contents do not count towards the suggested page count).

The Offeror may provide Annexes to support assertions in the proposal. Information submitted as an unclassified annex is limited to resumes, detailed weight statement, analyses , example artifacts, test reports, manuals, training material samples, technical publications, non-disclosure agreements, teaming agreements, subcontractor agreements, licensing agreements, digital representations, drawings, photographs, and specifications. Non-conforming information provided in the Annexes will not be evaluated and may render Offeror’s proposal non-responsive. Annexes do not have suggested page counts and do not count towards the suggested page count.

All information shall be provided as a hard copy and electronically, except that the following should only be submitted electronically for the initial submittal: IMS, Spare List, Support Equipment List, PRO-E compatible CAD models, and water mobility video.

PROPOSAL STRUCTURE

Each volume must contain the following information:

The proposals shall be marked for PEO/LS/AAA/ACV PCO. The proposal shall include all original proposal volumes, all proposal volumes on CD-ROM, a completed and original signed Standard Form 33; acknowledgement of all solicitation amendments, if applicable; and Representations, Certifications and Other Statements of Offerors or Respondents (Section K of this Solicitation) and other applicable fill-ins. Information submitted shall have a clear explanation as to its source and/or how it was derived and all charts or figures shall have sufficient detail (e.g. assumptions used, test conditions, data for test points shown, etc.) to clearly identify the information.

Vehicle Performance (Volume 2A)

The Offeror shall provide a comprehensive description of the proposed ACV System. The Offeror shall describe the overall vehicle design and systems integration approaches, to include integration of GFE, software architecture and interfaces, and how this design/integration will meet the requirements of the solicitation and the requirements of the ACV System Performance Specification (SPS). At a minimum, the Offeror shall provide a general description, with supporting documentation, of the proposed vehicle design in accordance with the contractor provided WBS. The Offeror shall identify any modifications compared to the existing fielded vehicle that is the basis for the proposed vehicle and the approach to minimizing new development.

Emphasis Areas

Emphasis Areas are specified in this solicitation to identify areas in which the Offeror may earn multiple strengths by exceeding the threshold value. The Government will evaluate the Offeror’s proposal in these areas through Modeling and Simulation and analysis.
