ii System Description Description.
The Amphibious Combat Vehicle (ACV) is an armored, wheeled vehicle that maneuvers adjacent to the surface assault elements of the landing force from assault shipping during amphibious operations to inland objectives. It also conducts mechanized operations and related combat support in subsequent operations ashore. The ACV will augment the AAV7A1 Family of Vehicles currently in the fleet.
Program Development Life Cycle.
The ACV is a new acquisition program, Engineering and Manufacturing Development (EMD) Phase, focused on a non-developmental solution with integration of Government Furnished Equipment (GFE) to meet capability objectives. Life cycle management will conform to existing USMC expeditionary support doctrines, policies, and procedures to the maximum extent possible. ACV production is planned to start in Fiscal Year (FY) 2018 with an Approved Acquisition Objective (AAO) of 204 vehicles. Initial Operational Capability (IOC) is planned for FY 2020, followed by Full Operational Capability (FOC) projected in FY 2023. Throughout the ACV product life cycle, PM AAA intends to use Item Unique Identification (IUID) information to enhance management and tracking of marked assets. This information will be used to support supply chain accountability, financial accounting, property accountability, and to provide material history information.
Integrated Components.
Items meeting the IUID marking criteria will be identified in Appendix A of this plan.
Overarching Program.
There is no overarching program associated with the ACV.

Overall IUID Implementation Strategy.
The ACV vehicles and Secondary Repairables (SECREPs) will be marked and registered by the vendor prior to delivery. The Defense Contract Management Agency will validate the Unique Item Identifier (UII) during acceptance. ACVs with missing or damaged UIIs will have the original UII reapplied by the Contractor Logistic Support (CLS) during maintenance and inspection per the contract.
ACV IUID marks will be placed on the system data plate in accordance with MIL-STD-130N and any applicable directives. The UII will be a construct 2. The UII will be encoded into a 2D machine readable data matrix on the data plate and will include associated human readable information. The location of data plates will be chosen to ensure readability during normal operational use. All IUID data plates will be permanently affixed and will withstand and perform within the same environmental conditions as the ACV.
Current and Future Contracts.
All new contracts for procurement and maintenance will include the DFARS Clause 252-211-7003.
Legacy Systems.
N/A Depot Manufactured Items and Plant Equipment.
N/A Process for Entry of UII and Pedigree Data into the IUID Registry.
The vendor will be responsible for registering the UIIs and associated information in the IUID Registry through Wide Area Workflow.
Technical Documentation Strategy.
The vendor will develop the engineering drawings with the marking information and the In-Service Engineering Agent will review to ensure marking specifications meet MIL-STD-130N requirements and do not affect the form, fit, or function of the system . The Program Manager will maintain the documentation and will use the documentation to assist with marking similar items.
Engineering Change Proposal (ECP).
An ECP may require changes to IUID marking methods and location. During the development of an ECP, the IUID Implementation Plan and marking information may be updated if new items are identified that meet marking criteria; there is a change to the location or mark construct; or items are identified that no longer require a UII.
Government Furnished Property (GFP).
If GFP is identified for this system, then GFP meeting IUID marking criteria will be properly marked and registered by the vendor prior to delivery to the Contractor. Any GFP delivered unmarked will be identified to PM AAA. PM AAA will coordinate marking with the CLS Contractor.
IUID Related Actions to Improve or Enhance Business Processes.
When the Marine Corps’ enterprise Automated Information System (AIS) solution becomes available, the program office will provide UII data into the system and exploit the capabilities of the UII in the areas of maintenance and supply support. There is no process reengineering required at this time. The Program Office will continue to monitor existing and future business processes to ensure compatibility is achieved with cross program/cross service AISs.
Radio Frequency Identification (RFID) Application Per reference DOD 4140.1-R, Navy Standard Operating Procedure -3692 (ILA Handbook), DFARS Clause 252.211-7006 252.211-7600, and MCO 4000.51B, it was determined that RFID requirements are currently not applicable to the ACV Program. The ACV Program will stay engaged in RFID policy and processes and will readdress the requirement as necessary.
Metrics. System is in Technology Maturation and Risk Reduction (TM&RR) Phase and the contract is pending.
