About this file

This document is an Amendment #1 to Invitation to Bid (ITB) #32110-13596 for Shredding Services issued by the State of Tennessee Central Procurement Office. The amendment addresses questions and clarifications for a statewide contract soliciting secured document destruction services across four Tennessee regions. The ITB seeks contractors capable of providing both mobile and plant-based shredding services using 28-32, 60-70, and 90-100 gallon bins, with bids due on March 12, 2025. The contract term will be 36 months with potential renewals up to 60 months total, and bidders can submit proposals for individual regions or the entire state.

The state does not have a complete listing of service locations but provides expected annual quantities in the Evaluation Model. Contractors must maintain National Association for Information Destruction (NAID) AAA Certification, conduct TBI background checks on employees, and provide Social Security Administration data security training. No specific disadvantaged business enterprise (DBE) requirements exist, and subcontracting is not mandatory. The estimated contract liability is $4.4 billion, with contractors required to remit a 1% quarterly administrative fee and maintain firm pricing for the first 365 days. Pricing will be evaluated based on per-bin-per-trip rates for regular and purge services, with only a one-time installation fee permitted for initial bin delivery.
