About this file
This is Amendment #1 to Invitation to Bid (ITB) #32110-13596 issued by the State of Tennessee Central Procurement Office for Shredding Services, dated March 3, 2025. The amendment provides clarifications through a Q&A format addressing bidder questions about locations, bin requirements (28-32 gallon locking bins required), service delivery, and operational requirements. The amendment confirms that bidders can submit proposals for individual regions rather than the entire state, and contractors must be able to provide both mobile and plant-based shredding services. Services include regular scheduled shredding and as-needed purge services, with contractors required to provide Certificates of Destruction in a format specified by Authorized Users.
The amendment clarifies several key operational requirements including: contractors must meet TBI background check requirements rather than using a Letter of Attestation, contractors must provide Social Security Administration data security training to employees at no additional cost to the state, and subcontracting is not required for award. While the state does not provide a complete listing of locations and addresses across the 4 regions, bidders are directed to reference the Evaluation Model column F for Expected Annual Quantities. The amendment also clarifies that installation fees relate to initial bin delivery and setup as defined in Specifications section F.2.b., and NAID Certification must be maintained for both mobile and plant-based services.
