About this file
This is an Anti-Lobbying Certification Form submitted as part of Invitation for Bid 26I-0806 for doors, locking systems, access control, and room dividers issued by Mohave, a statewide consortium representing approximately 480 Arizona public agencies. The solicitation seeks multiple vendors to supply these products and services to eligible member agencies as of June 29, 2026, with the potential for additional members to join during the contract term. Awarded contracts will have an initial one-year term with four one-year renewal options available. The specification document references known acceptable manufacturers including Camden, Horton, and OHD, though bidders may propose alternate solutions meeting the specified quality and performance characteristics for Mohave's final evaluation and approval.
The Anti-Lobbying Certification Form requires all offerors to certify that no federal appropriated funds have been or will be paid to influence federal transactions related to this contract award. Offerors must disclose any non-federal funds used for lobbying purposes by submitting OMB Form LLL with their bids. All subcontract awards exceeding $100,000 must include equivalent certification and disclosure language. The form notes that violation of anti-lobbying provisions carries civil penalties ranging from $10,000 to $100,000 for each failure. Additionally, bidders must provide evidence of a current Arizona Registrar of Contractors B-1 General Commercial license to utilize licensed subcontractors as required by specification 1.1.03.
