For accessorials that require pre-approval from the Government; what is the response time expectation from the QAE as any delay can impact quality of service to the Service member? This threshhold is still being developed.

The legacy accessorial approval method is cumbersome and inefficient. Will the Government insert language that will allow the contractor to use best commercial practices when determining the need for preapprovals based on a historical average of price. This will allow the contractor to make decisions quickly and at the best interest of the service member.
The successful contractor shall follow the pre-approval process outlined in PWS paragraph 1.2.6.3.

Yes, all periods of performance will be clearly distinguished. Reference updated SF1449 in the second release of the Draft RFP.
14 Award Term Attachment 4 There appears to be a discrepancy with Award Term periods, Att. 4 Award Term Plan states Award Terms start in OY 1- CLIN 3001 and OY 2-CLIN 4001, but Award Terms are listed for presumably OY4 and OY5 (CLINs 5001/6001).
Would the Government please clarify?

15 Award Term Attachment 4 Would the Government please explain how Award Term amounts will be determined? Or, would the Government please indicate that evaluation terms/criteria will be negotiated between Government and successful offeror after contract award. See revised Award Term Plan in updated draft RFP.
16 Award Term Attachment 4 Attachment 4, Award Team Plan, page 3, paragraph 2.0, would the Government define who the performance monitors are in this section? Would the Government consider adding a member representative from the successful offeror?
The performance monitors will include Quality Assurance Examiners and CORs in the field who provide the data to support the evaluation process. The Award Term Review Board (ATRB) consists of Government representatives only. IAW para 4.e., the contractor will be afforded an opportunity to submit a self-assessment to the CO to assist the ATRB in the evaluation and eventual recommendation to exercise an Award Term.
17 Cancellations/Scheduling PWS, Para 1.2.5.3.2
How will the Government compensate the contractor for services already performed on cancelled shipments, such as counseling and premove survey?
The contractor may invoice and be paid for services approved, performed and accepted by the Government. See updated Appendix F - Payment & Invoicing.
18 Cancellations/Scheduling PWS, Para 1.2.5.3.1
Recommend a 48 hours lead time prior to service changes to include delivery. This permits capacity through better scheduling and is in line with commercial practices.
PWS para 1.2.5.3. and PWS Appendix F outline the Government's requirements for scheduling and the contractor requirements/responsibilities for change.
19 Claims Appendix E, 10.1
There is a conflict between the time that we submit the claim to the MCO and provide and offer to the member under the metric outline in 2.1. Please clarify.
Appendix E para 2.1 defines the time frame required for the customer to be eligible for Full Replacement Value (nine months). Paragraph 10.1 defines limitations/requirements for contractors.
It should be noted that the contractor does not submit a claim to the Military Claims Office (MCO), it enables the customer to transfer the claim from the contractor to the MCO.
20 Claims Appendix E, 20.3.
Why is the time period for locating missing items being reduced to 30 days from delivery, when the timeframe for filing a claim or processing a claim is longer?
Currently, the expectation is that tracer actions should not take longer than 30 days to complete. I don't think this answers their question???
21 Claims Appendix E, 11.1.
Why would the ability to rescind the termination of storage change from 1 day prior to the effective date to 60 days after the effective date? Please clarify.
The Government revised this requirement to ensure accuracy of the termination of storage, in order to protect the interest of the customer and contractor.
22 Claims Appendix E, 2.1.
Timely notification is not specifically defined in in Appendix E, 2.1 and appears to be in conflict with the PWS and DTR.
Can you clarify?
Appendix E para 2.1 defines the time frame required for the customer to be eligible for Full Replacement Value (nine months). However a conflict was noted in the PWS paragraph 1.2.7.2.2 and Appendix E paragraph 23.3. Appendix E will be updated to reflect the requirements stated in the
PWS.

We assume that paragraphs 13 and 14 within Appendix E apply to shipments under the current program and claims process. Is this correct? Yes
24 Claims General Question
Can the Government provide its current program claims experience (Frequency/Severity/Settlement Time) by shipment type for CY 2017 and 2018?
No. That information is not something the Government is able to provide due to how claims filing and settlements occurs.
25 Claims PWS, Para 2.1, 2.2, & 2.4
2.1. The Full Replacement Value Act (US Code Title 10 §2636a) of 2003, allows the Secretary of Defense to include a clause for full replacement value (FRV). If the customer files a claim with the contractor within nine months of delivery, the contractor is responsible for Full Replacement Value (FRV) for all damaged, missing and/or destroyed items.
Must include “caused by contractor” or “transit related”. Language as currently written means the contractor is liable for FRV for all damaged, missing or destroyed items that are claimed by the member regardless of whether it was transit related or even tendered for transport, i.e. the fault of the contractor.
2.2. The contractor is liable to the customer, to the customer’s agent, or to the military service that contracted for the shipment, for loss or damage that occurs to the customer’s personal property.
Must include “caused by contractor” or “Transit related” to denote damage caused during the shipment of the household goods, not any and all damage claimed regardless of causation.
2.4. If the claim is filed directly with the contractor more than nine months after delivery, the contractor is liable for depreciated value as identified in the attached Allowance List Depreciation Guide, up to a maximum of $2.50 times the net weight of the shipment in pounds.
Needs addition of “and not less than two years” to the timeframe. Conflicts with 4.1.
The Government has determined there is redundancy in the PWS and Appendix E. Therefore, - Paragraph 2.4 will will be deleted.
26 Claims PWS, Para 2.1 & 1.2.7.2.2
Can the Government provide the data to support the current levels related to the claims settlement metric under 2.1 within the PWS? No, this data is not captured in the current processes.

27 Clauses RFP Would the Government please add FAR 52.233-1, Disputes as prescribed in FAR 33.215. 52.233-1 is included in the 52.212-4, which is included in the RFP. See 52.212-4(d), which incorporates 52.233-1 into the contract.
28 Clauses RFP Based on CLIN schedule of FP EPA, would the Government please add FAR 52.216-4, Economic Price Adjustment - Labor and Material, as prescribed in FAR 16.203-4(c)
The adjustments identified in this clause are captured in PWS Appendix G, Economic Price Adjustment Schedule.
29 Clauses RFP Would the Government please add FAR 52.243-1, Changes-Fixed Price, ALTERNATE I as prescribed in FAR 43.205- (a)(1)
FAR 52.243-1 is a non-commercial clause and therefore does not apply to this FAR part 12, Commercial contract.
30 Codes of Services Attachment 2 - Pricing Template
For Domestic Pricing, is that applicable to both Code D and Code 2? Mode selection is at the discretion of the contractor and for that reason not called out separately in the pricing template. Codes of service will not exist.
31 Counseling General Question
Please provide current service employees by service and location with total wages that oversee the current functions that the contract would assume? The Government is unable to release this information.

Appendix D, Para D.4 & PWS, Para 1.2.5.2.
We have read that some of the military Services have a desire for on-base face-to-face counseling for all Service members and that other branches are amenable to online counseling. Is there a list of installations where face-to-face counseling will be required? Also, can the Government provide an indication of potential volume of customers that will require face-to-face counseling?
No, the contractor shall propose locations for face-to-face counseling if it is part of their technical approach.
33 Counseling Appendix D, Para D.4
The Prime contractor should be able to make decision to ensure the most efficient and complete counseling process. That will certainly require on site counseling at high volume or sensitive installations. This plan should be considered in development of the management fee. If the DOD insists on an on-site resource after the fact, will management fees be subject to adjustment as a result of the added overhead?
The Government's requirement for counseling is included in PWS 1.2.5.2. Offerors are required to submit a technical approach in their proposal which clearly identifies the Offeror's methodologies IAW their business models for meeting the requirements of PWS 1.2.5.2. The on-site counseling included in PWS Appendix D, is included as a potential future option for Services. In the event this optional CLIN is exercised, the terms and conditions of the Task Order will be negotiated at the time of award.
34 Customer Satisfaction Survey
PWS, Para 1.2.7.1
Customer Satisfaction Survey – Will this be the responsibility of the contractor to organize or will it remain with USTRANSCOM? Either way, the collection method of this critical information needs to completely reformed.
Recommendation is to outsource to a survey firm that can drive a consistent return rate and a random sampling of member opinions.
The contractor will not be responsible for the Customer Satisfaction Survey that is collected and evaluated by the Government. PWS Paragraph 1.2.7.1 has been revised to reflect this response.
35 DPM
Contracts/Historical Data Appendix A Section J of the Phase-In in Appendix A says, "See attached list of approx. 220 DPM contract end dates (Schedule III, III)." Would the Government please provide the list? Yes, Appendix A has been updated.

General Question
Confirm SCOPE. Will it include DPM, and OTO transactions? DPM is called out in the transition plan, but not the pricing template, or PWS. Will DPM contracts continue to be in place?
The Global Household Goods Contract (GHC) will include all shipments and will not have special designations for shipments (i.e. DPM, OTO, etc.). This is why those designations are not specifically called out in the Pricing Rate Table or PWS. The Government specifically calls out DPM shipments in the transition plan for planning purposes on when these requirements will become part of the contract.
37 EPA Appendix G Will the Government keep the program consistent and take an EPA adjustment for non temp storage rates? Non-temp storage is no longer a requirement under GHC.

Attachment 2 - Pricing Template
The current version of the pricing structure does not appear to apply an Economic Price Adjustment for NTS or the management fee. Due to the potential seven-year period of the contract EPAs should be applied universally across all aspects of the pricing matrix in order for Offerors to provide the best pricing possible without having to add additional margin to account for risk of increase cost over time.
Will the Government please confirm that it intends to apply and EPA across all aspects of the price proposal?
EPA will be applied IAW PWS Appendix G. IAW FAR 52.212-1, Offerors shall propose rates for all contract Periods of Performance for the Shipment Management Services and Counseling Services price (no EPA will be applied unless allowable under Service Contract Act. Instructions for this process are included in RFP, Attachment 2, Pricing Rate Table.

Attachment 2 - Pricing Template
Foreign exchange rate fluctuations can have a significant impact on pricing. In order for the Government to receive best value and reduce cost associated with unnecessary foreign currency hedging, will the Government please consider applying an EPA to OCONUS moves that accounts for foreign currency fluctuation
All prices, other than Shipment Management and Counseling Services that are proposed by contract year, will be adjusted using IHS Markit Pricing and Purchasing Industry Forecasting prior to the start of Base Period 2, Base Period 3, the extension of every option year, and award terms (if applicable) thereafter. However, there will not be an EPA applied that specifically addresses foreign currency fluctuation.

41 Firearms PWS, Para 1.2.6.5.6.
Define who is the Government Representative. What is the policy for firearms being transported or stored in a customer's gun safe? The Government Representative will be a contracting Officer appointed, COR.
42 Services General Question
Would the Government consider allowing the contractor to offer no fee relocation services to service members? These services might consist of home marketing assistance, home finding assistance, and home sale assistance. The Government does not have a requirement for the additional services listed in this question.
43 Government Structure General Question
It would be helpful to have insight into the disposition of the key functional areas that are currently supported by DOD (civilian and uniformed) personnel. For example, what roles and responsibilities will remain at USTRANSCOM, JPPSO, PPSO, PPO, TO, MCO, SMO and Services. The key item that has been called out is the counselling, however knowledge about what remaining tasks that the contractor needs to take on is critical to determining the appropriate service management fee.
Contractor requirements are identified in the PWS. Anything not identified in the performance work statement is not a contract requirement. The Government functional areas will not conflict with the requirements identified in the PWS.
44 Government Structure General Question Can you define Government responsibilities for the GHC program upon award? The Government will retain responsibility for services not identified in the GHC PWS as a contractor performance requirement.
45 Historical Data Exhibit 1 - Historical Data
Reference Exhibit 1, which provides historical data. Would USTC consider expanding these spreadsheets to show the cost of each move? If not, would the Government provide high level cost data for domestic, international, UAB, SIT and NTS for FY16, 17 and 18?

The draft did not include an Exhibit 1. Did the Government mean to say Appendix C instead of Exhibit 1? If not, will the Government please provide Exhibit 1?

50 Historical Data Exhibit 1 - Historical Data
To ensure the offeror ’s total proposed price accurately reflects the workload associated with this effort and have a complete set of historical data for reference. The historical data provided thus far is helpful but incomplete.
Would the Government please provide 2-3 years of inclusive historical data on all aspects of HHGs shipments to include all the functions performed by the JPSOs and other Government organizations in support of the current DOD HHG transportation business?
Specifically, offerors should be provided at a minimum the following information:
-DoD level of effort (number of employees, and G&A spend) -Shipments that required storage and length of storage (cost of storage) -NTS data (shipment data, time in storage) -Number of shipments that required shuttles -Number of shipments with crating -Cost of crating -Data on third-party services (dollars spent, frequency, etc.)
-Number of reweighs requested and performed -Number of shipments with excess cost to member -Complete data on claims to include claims associated with specific shipments

The Government will not release cost data and any additional requested data not identified below is not available as the Government either does not collect the requested data or the method of collection would not add assist potential offerors in developing their prices due to significant changes between the DP3 processes today and future GHC processes.

51 Historical Data Exhibit 1 - Historical Data
The historical data provided indicates a certain number of personally procured moves, unaccompanied baggage, domestic and international moves. Often a single service member’s relocation will entail all three types of services. In order for offerors to adequately price the contract we need to know how many of the PPMs listed also entail a domestic or unaccompanied baggage shipment. The same is true for unaccompanied baggage that also have an associated domestic or partial move.
One way to approach this would be for the Government to associate an orders number or some other common identifier with each shipment.
Will the Government please provide a means of cross-referencing the data sets that would allow offerors the ability to associate each shipment with a single service member PCS or move?
Will the Government please provide the total number of PCS orders that resulted in a move and the number and type of moves associated with each order?

Will the Government please provide the total number of permanent change of station orders issued to service members that resulted in a HHG, Unaccompanied Baggage, or PPM move? This data is required for us to accurately determine management fee amount and allocation.

Total number of moves
In order to evaluate total price (as related to management fees) to the Government would the Government please provide information regarding consolidation of HHG, unaccompanied baggage, and PPM moves per member per PCS?

The pricing matrix as it is currently configured does not provide the historical volumes that the Government is using to calculate Total Evaluated Price, nor does it show an offeror 's Total Evaluated Price. Both data points are necessary for pricing a contract of this size and magnitude. The historical data provided cannot be applied against the pricing matrix for offerors to calculate TEP or understand the holistic effect of their individual lane pricing.
For a requirement of this size, offerors must be afforded the ability to consider the totality of their pricing effort.
Will the Government please provide the historical volumes that it intends to utilize to calculate total evaluated price and allow offerors to see total evaluated price on their pricing matrix? We recommend that the Government provide offerors the ability to see how their individual lane pricing aggregates into total Domestic, Total International and Total Evaluated Price.
RFP Attachment 2 - Pricing Rate Table has been revised to incorporate estimated volumes for purposes of determining a Total Evaluated Price.

Can the last several years of historical data supporting the JPSOs and other Government organizations regarding the current DOD HHG transportation services? The government is still working this question.

Current historical data doesn't show by specific shipments, which ones were placed in SIT and the duration of time. Will the Government provide, and if so when? RFP Attachment 10 - Historical Data reflects storage information as an aggregate.

Current historical data shows delivery date but is that the actual date of delivery of what was updated in DPS which can't show past dates? Or is the delivery date the RDD, if not will they provide the RDD to see actual details on missed RDDs?
The historical data reflects the actual delivery dates as entered by the responsible provider into DPS.
Data is not adjusted to account for any system limitations and reflects the accepted program level data used by DP3.

Section 52.212-2 on page 82 refers to training of Government personnel in the use of the Offeror 's Transportation Management System, including track and trace process, report generation, etc.
Can the Government please specify the different types and numbers of users of the system that it anticipates? A general estimate would be fine or a “not to exceed” number. Understanding the number of users will assist offerors in scoping licensing and infrastructure requirements for their system. Please note that we are referring to administrative users. We understand the requirements with respect to the relocating service members and their families.

Section 52.212-2 says that the Past Performance Proposal is limited to 10 pages. There are a large number of data points required for each prime and significant subcontractor. In order for the Government to be able to assess relevance of past performance, would the Government increase the page count for this volume to 25 pages total? This will enable offerors to provide information that will make it easier to establish relevance.

One of the initial questions we have concerns the pricing model time span. Since the base contract is for three years, is the expectation for the submitted rates to be static for the entire three year time frame? I haven't been able to see language which allows for a re-negotiation or adjustment. This traditional mindset is 'classic' brokerage and does not leverage the new digital world in which we live.

Over a seven-year period individual channels or services can fluctuate greatly due to changes in local market conditions or the Government’s requirements. TRANSCOM AQ accounted for these potential fluctuations on the DFTS program by writing in a provision for awardees to be allowed to renegotiate individual lanes in the case of significant changes in the Government requirements or individual market conditions (For reference, DFTS PWS Appendix H. Section I.4 Process for Rate Revision and Additions). This provision saved the US Government by reducing the offerors pricing risk.

IAW RFP Attachment 2 - Pricing Rate Table, Tab 2b), all shipments / lots are subject to a 5 cwt minimum except partial deliveries out of SIT. The contractor is responsible for managing a customer's total shipment and arranging storage for any number of lots in that shipment, therefore the minimum weight allowance applies to the shipment as a whole and not on a per lot basis.
