4PWS 1.3.Aircraft ServicesDoes Misawa air freight conduct land bridge truck operations to/from Yokota Air Base? What is the frequency of service?Misawa ATGHS does handle land bridge trucks IAW PWS paragraph 1.3. see AMCI 24-101, Vol 11, Paragraphs 32.2.8. through 32.2.8.1.1.2. There is not standardized frequency of service it is dependent on the amount of cargo at Yokota AB. When there is a sufficient amount of cargo, a truck will run.
5PWS 4.2.Hours of OperationHow often are services in PWS areas, other than ATOC, required outside of the established operating hours of 0600-1800? If so, can workload data be provided?We do not track mission requirements worked outside of the 0600-1800 established operating hours for this performance based contract. Please see PWS paragraph 4.2.
6PWS Appendix C-1GFMWho is responsible for the purchase of light bulbs?Please see PWS Appendix C-1, Note. The Government will replace industrial warehouse light bulbs as required.
7PWS Appendix C-2GFEHow many employees are required? How much Material Handling Equipment is required?This is a performance based contract and the Government does not establish the number of contractor employees required. For the MHE please see PWS paragraphs 3.2., 4., and Appendix C-2.
8SF1449, Pg 41Section L, Para. ( e )The paragraph states, “Complete blocks 6 a through c and 7 a through c of the DD Form 254...” However, in Attachment 4, DD Form 254 blocks 6 a through c and 7 a through c state “NOT APPLICABLE for solicitations” or N/A. Please clarify that the contractor has no action at this time.Correct, no action needs to be taken by the contractor at this time.
9PWS 4.1, Contractor PersonnelFukuoka pg. 9, Misawa pg. 10Are interim secret clearances acceptable for staff (other than the Station Manager and Alternate) in the positions outlined in the PWS? If so, what duration of the interim clearance is acceptable to the Government?See Misawa PWS paragraphs 4.6.2.1. and 4.6.2.1.1. Fukuoka PWS paragraphs 4.5.2.1. and 4.5.2.1.1. 4.6.2.1./4.5.2.1. states Interim security clearance requests are only accepted if they have been opened with OPM in JPAS. 4.6.2.1.1./4.5.2.1.1. states Contractor personnel required to access, handle, or transport classified material or equipment must have a Secret Clearance posted in JPAS, an Interim Secret Clearance is not authorized.
10PWS Appendix C-2ScalesCalibration of scales and other precision measuring equipment (PME). Is there an on-sight capability to calibrate PME or does all calibration need to be worked through the 730 AMS?Calibration of scales shall be coordinated with COR and accomplished by the Government. Statement added to Appendix C-3 for both locations.
