QUESTIONS ANSWERS

Ref: RFP, Page 95, Section L, IV-B, paragraph 2 How many of the 5 contracts must be submitted from the prime, and how many can be submitted by each of the major subcontractors?

Past performance references are limited to a total of five, from either the prime or principal subcontractor(s).

Per previous announcements, it appears the Government was going to offer a Reading Room for artifacts related to the procurement, including the assessment performed by a potential bidder. Can the Government indicate its intent on both the Reading Room and sharing of the assessment.

The Government intends to provide access to a Reading Room on/around 29 March. The Government intends to provide a copy of the USTRANSCOM assessment report at that time.

When does the Government anticipate releasing the Bidder’s Library? Additionally, the Government stated during Industry Day that responses to FOIA requests for the current contract will be released with the Bidder’s Library. Does the Government anticipate releasing responses to FOIA requests with the release of the Bidder’s Library?

The Government intends to provide access to a Reading Room on/around 29 March. The Government does not intend on releasing responses to FOIA requests.

Ref: RFP, Page 91, Section L-3, Format Requirements Format, paragraph 4 states, “use one and one half spaced.” Do we have to use one and one-half spaced within our Tables, or can they be single spaced?

No, you do not need to use one and one half spaces within tables.

Ref: RFP, Page 91, Section L-3, Format Requirements Format, paragraph 4 states, “use one and one half spaced.” Do we have to use one and one half spaced within the PPI sheets, or can they be single spaced as are their instructions?

No, you do not need to use one and one half spaces within the PPI sheets.

Ref: PWS, Page 144, Section 3-2 States, “Period of Performance for the Base Period is 1 September 2016 through 30 September 2016, and Period of Performance for the First Option Period is 1 October 2016 through 30 September 2017.” RFP, Page 2, Section B, Item 0001 states that “Task 1, Sub 9 - Transition-In (OPTIONAL)” Is the Transition-in period the only task in the Base Period?

The Transition-In period is the only task in the Base Period.

Ref: PWS, Page 144, Section 3-2 States, “Period of Performance for the Base Period is 1 September 2016 through 30 September 2016, and Period of Performance for the First Option Period is 1 October 2016 through 30 September 2017.” RFP, Page 2, Section B, Item 0001 states that “Task 1, Sub 9 - Transition-In (OPTIONAL)” Is the Base Period truly an “OPTION” that is funded upon award?

The Base Period includes an Optional task that will be funded should the Government elect to award/execute the task.

QUESTIONS & ANSWERS #1

SOLICITATION NO. HTC711-16-R-D001

Ref: RFP, Atch 8 Please confirm that the Government is requiring offerors to use 1,860 hours to represent a productive man-year or if an offeror can use their own disclosed productive hours.

The Government uses 1,860 hours for a common baseline comparison. Offerors should propose labor hours that correlate to each proposed labor category by hours to each PWS task and subtask.

Ref: RFP, Atch 8 Some of the formulas in the Attach 8 do not meet our disclosed practices. For example, we apply escalation factors at the direct labor level as opposed to the fully loaded rate, and we may want to propose more than one overhead / G&A pool. Can Attachment 8 be unlocked and modified to conform with an offeror’s estimating methodology?

No, Attachment 8 will not be unlocked for Offeror's to modify formulas. However, the Government will modify the pricing matrix to allow proposal of G&A, overhead and fringe rates for each period of performance. Proposed escalation rate will be applied to unburdened proposed rates.

Ref: RFP, Atch 8 The fringe, overhead and G&A rates for Opt 2 – 5 are pulling from the Opt 1 rates. Our submitted Forward Pricing Rate Proposal provides for different rates for each of our fiscal years. Can these formulas be unlocked to allow for compliance with our forward pricing rates?

No, Attachment 8 will not be unlocked for Offeror's to modify formulas. However, the Government will modify the pricing matrix to allow proposal of G&A, overhead and fringe rates for each period of performance and also allow for separate worksheets for all prime and subcontractor rates, on and off site. The revised pricing matrix will be available via an upcoming amendment to the RFP.

Ref: RFP, Atch 8; Page 95, Section L-4 & Page 106, Section M-2-6.1.1 Section L of the RFP does not address requirements for subcontractor proposal submittals. Additionally, Attachment 8 does not allow for inclusion of subcontractor data. An offeror may apply overhead burdens differently based on a subcontractor rate versus a prime contractor rate. Can the Gov’t clarify both instructions for subcontractor submittals and how an offeror should reflect subcontractor costs in Attachment 8?.

The Government will modify the pricing matrix to allow proposal of subcontractor labor rates and hours, on and off site. The revised pricing matrix will be made available via an upcoming amendment to the RFP.

Ref: RFP, Atch 8 The current model will print 138 pages based on how it is currently setup. However, when printed the font is small and difficult to read. If we change the printed font to be compliant with Section L requirements, the hard copy printout will exceed 300 pages. Please confirm that you want a hard copy printout of the completed Attachment 8 submitted with the proposal and also confirm the minimum font size.

The RFP will be amended to remove the requirement for a hard copy submission of the cost/price proposal.

Ref: Atch 7 The labor category descriptions do not identify years of experience or education requirements. Will these be provided?

Labor category descriptions to include years of experience or education requirements, will not be provided.

Ref: Atch 7 There are 98 labor categories identified in the Labor Category Descriptions file and in the Pricing Matrix/Staffing Plan. Is the offeror required to use all identified labor categories or can they use a subset based on what is required to deliver their proposed solution?

The Offeror is not required to use all identified labor categories.

Ref: RFP, Page 88, Section L 52.215-20 (a) & Page 107, Section M-2.7.2 M-2.7.2 says adequate price competition is anticipated; therefore no additional information is required. However, FAR 52.215- 20(a) is included that requires the contractor submit a request for exception to submitting certified cost or pricing data (52.215-20 (a)). Would the government please remove FAR 52.215-20 to prevent confusion, or clarify whether the contractor has to submit a request for exception to submitting Certified Cost or Pricing Data as stated in the clause.?

The clause FAR 52.215-20(a,) will be removed as an amendment to the solicitation.

Ref: RFP, Page 95, Volume V-A V-A:

Please clarify the chart showing the target goals. If all small business is 34.5%, the breakouts for each business type do not add up to 34.5%. Is 34.5% the small business goal?

34.5% is the target goal for small business subcontracting.

Subcontracting plans are based on total subcontracting dollars. The goal of 34.5% is inclusive of small business and all socio-economic categories. It is correct that the socio-economic categories do not total 34.5% as you can subcontract to a small business without being in a socio-economic category. Refer to Attachment 6, SB Subcontracting Template.

Ref: RFP, Page 96, Volume V-B V-B:

This section states that the small business percentage goal is 40% (or greater). Is the goal for V-A to be 40% as well?

Please provide the specific percentages by small business type that add to 40% or clarify the government’s intent.

No, the goal for V-A is not 40%. The Small Business Participation Plan as indicated on page 96 of the RFP, Section L-4, V-B, is based on total (proposed) contract value. There are no target goals for socioeconomic categories.
