Sample Task Order 2, Task 3, Sign Management Study 12 December 2014
1. OBJECTIVE
This Performance Work Statement (PWS) defines the specific tasks to be performed under the Indefinite Delivery, Indefinite Quantity (IDIQ) contract known as Surface Deployment Distribution Command (SDDC)/Transportation Engineering Agency (TEA) Traffic Engineering Services. The objective of this task order is to solicit engineering services for IDIQ Task 3 – Traffic Engineering and Safety Studies- Sign Management Study
2. SCOPE OF WORK
The Contractor shall provide Traffic Engineering Services to SDDCTEA supporting Traffic Engineering Branch requirements in accordance with the details and specifications outlined herein. The contractor shall provide all personnel, management, supervision, equipment, tools, supplies, materials, transportation, and any other items and services necessary to perform the Task 3 – Traffic Engineering and Safety Studies; Sign Management Study.
3. TASK 3 - TRAFFIC ENGINEERING AND SAFETY STUDIES; SIGN MANAGEMENT
STUDY
3.1. The contractor shall provide all labor and equipment to inspect and evaluate existing on-base traffic signs (regulatory, warning, guide, and street name signs) in accordance with the 2009 Edition of the Manual on Uniform Traffic Control Devices (MUTCD), and develop an installation-wide traffic sign management system to help comply with the Federal Highway Administration’s (FHWA) requirement for agencies to implement a sign maintenance program that includes addressing the new minimum sign retroreflectivity requirements. The estimated number of signs to be inspected and documented is 5000.
3.2. This task requires a high level of coordination with various installation stakeholders. The objectives of this task shall be completed as per the Delivery Table and developed as described in the following objectives.
3.2.1 The contractor shall coordinate meetings and site visits with installation points-of-contacts to include approval of equipment placement and general operational parameters. Specifically, schedule and conduct an on-site in-brief with installation stakeholders to review the scope of work, discuss data collection activities and outcomes. Secondly, schedule and conduct an on-site out-brief with installation stakeholders to occur following SDDCTEA’s review and concurrence with the contents of the Draft Report. The out-brief presentation shall report major deficiencies and preliminary results, while also addressing potential improvements and recommendations.
The out-brief meeting also will serve the purpose to solicit comments from the installation to incorporate into the Draft-Final version of the Report.
Installation Point of Contact:
3.2.2 The contractor shall conduct an inspection and inventory of all regulatory, warning, and guide signs located on the installation. Street name signs are excluded as well as those signs specifically listed in the MUTCD (Section 2A.08). The service provider shall verify/capture the following attributes:
a. Sign Identification Number (i.e. a unique number identifying the sign panel), developed in coordination with the installation POC
b. GPS coordinates (i.e. GPS latitude and longitude)
The service provider shall survey the sign position using resource grade equipment and the survey shall match the projection system of the File Geo-database. All new sign locations shall be surveyed on the North side of the sign post and maintain +/-4” horizontal accuracy. The contractor shall provide the “job” file from the GPS unit for all surveys.
c. Roadway Name (i.e. route name on which the sign is located)
d. Installation Date (i.e. date when sign installed)
e. Sign photo
f. Sign code (i.e. the MUTCD designation)
g. Sign message (if unique)
h. Direction of travel (i.e. northbound, southbound, eastbound, westbound)
i. Sign Position (i.e. Location of sign relative to road – left, right, overhead)
j. Lateral offset (i.e. distance from the edge of the traveled way to the near edge of sign panel)
k. Sign dimensions (i.e. width and height of sign panel)
l. Mounting Height (i.e. height measured vertically from the bottom of the sign to the top of the curb, or in the absence of curb, to the elevation of the near edge of the traveled way)
m. Location of sign panels on assembly with other sign panels (For example - label top sign as 1 and lower panels as 2, 3, etc.)
n. Sign Substrate (i.e. the sign backing material; such as aluminum, plywood, fiberglass-reinforced plastic)
o. ASTM D4956 “Type” and manufacturer of sheeting material (i.e. grade of retroreflective material)
p. Sign retroreflectivity (Sign retroreflectivity shall be measured using one of the approved
MUTCD methods with the chosen method identified within the PWS.)
q. Number of sign supports
r. Type of sign support (i.e. wood post, U-channel steel post, square or round tube steel post, I-beam steel post, etc.)
s. Physical condition of sign face (Comment on condition [e.g. cracking, delamination, etc.], fading or discoloration, contrast, retroreflectivity, and damage due to vandalization)
t. Rating of the physical condition of sign face (e.g. good, marginal, poor)
u. Rating of the physical condition of mounting (e.g. good, marginal, poor)
v. Inspection/maintenance date (i.e. date when sign was last inspected or maintained)
w. Inspection comments (i.e. supplementary notes about the sign)
x. Name of Inspector (i.e. person who inspected and/or maintained the sign)
y. Maintenance history (i.e. type of maintenance last performed)
z. Additional field and desktop observations:
Is the sign the correct one in accordance with the 2009 Edition of the MUTCD? (i.e.
proper application) Is the sign the correct size?
Is the sign needed per the 2009 version of the MUTCD? (Provide only the required signage, eliminating redundant and unnecessary signs.)
Is the sign correctly positioned with respect to lateral clearance?
Is the sign correctly positioned with respect to height above ground?
Is the sign correctly positioned with respect to longitudinal placement along road?
Is the sign visible, both day and night, at the required distance? If not, indicate cause of problem (e.g. blocked by vegetation, other signs, etc.)
Is sign support crashworthy (e.g. breakaway, yielding, or shielded with a longitudinal barrier)? If not, are sign supports located outside the clear zone?
3.2.3 The contractor shall develop a proposed baseline replacement schedule, in coordination with the installation POC. This replacement schedule shall be based on the findings of the initial inventory, with all signs identified for replacement, to be replaced in accordance with the MUTCD. The Roadway Sign Management System shall include all signs inventoried and the contractor’s estimate of remaining sign life.
a. The replacement schedule shall also consider installation’s budget and recommendations.
The replacement schedule, which is built upon the initial sign inventory and inspection, shall become the Roadway Sign Management System. The System should be designed for use as a management method to maintain traffic sign retroreflectivity at or above the established minimum levels, with the future users being the installation personnel.
3.2.4. The contractor shall recommend additional signing, in accordance with the MUTCD, and make installation recommendations in the report using the MUTCD sign codes.
3.2.5. The contractor shall provide recommendations on sheeting types based on local environmental conditions, cost, and expected life.
3.2.6. The contractor shall develop cost estimates based on the identified replacement schedule and recommended sheeting type. Include a separate cost for upgrading to breakaway sign posts, if required. Provide cost estimates in future dollars based on the anticipated year of replacement.
3.2.7. The contractor shall develop a complete inventory database in ESRI GIS format and also include data results in Microsoft Excel format.
