United States Transportation Command Combined Pre-Solicitation Notice and Request for Information
HTC711-14-ZR04
Stevedoring and Related Terminal Services (S&RTS) Master Solicitation (CONUS)
This is a combined pre-solicitation notice and request for information for the United States Transportation Command (USTRANSCOM) for Master Solicitation HTC711-14-R-R003; which serves as notification to industry for the forthcoming procurement of CONUS Stevedoring and Related Terminal Services (S&RTS). This notice does not constitute a solicitation for proposals.
The Government intends to issue Master Solicitation HTC711-14-R-R003 in support of the US Military Surface Deployment and Distribution Command (SDDC) requirement for S&RTS at multiple CONUS locations to include, but not limited to the following port location groups:
1. Military Ocean Terminal Group Concord (MOTCO) - Concord, Oakland, Naval Station Ventura County (Port Hueneme), and San Diego, CA
2. Navy Trident Basin and Poseidon Basin at Cape Canaveral Air Station, Cape Canaveral, FL
3. Military Ocean Terminal Group Southport (MOTSU), NC
4. Blount Island Terminal, Jacksonville, FL
5. Charleston NWS (Wharf A), NWS South Annex, all SC State Port Authority facilities within the greater Charleston Area, Georgia Port Authority, Savannah State Docks (Garden City Terminal and Ocean Terminal),Wilmington, Savannah, and Morehead, NC
6. Seattle, WA - Ports of Tacoma, Seattle, Olympia, Aberdeen, and other commercial port facilities throughout Puget Sound, Columbia River, and Grays Harbor, WA
7. Texas Gulf - Beaumont, Port Author, and Corpus Christi, TX
This Master Solicitation will become effective on or around 1 March 2014. The Master Solicitation will contain the terms and conditions that will govern future S&RTS contracts in support of USTRANSCOM and SDDC. The Master Solicitation for S&RTS will be updated from time to time to reflect changes in law, regulation and acquisition policies and procedures.
Changes to the Master Solicitation will be identifiable to the vendor by date and revision numbers. Changes to the Master Solicitation will be highlighted in each revision.
The Government anticipates awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base year plus up to four (4) one-year option periods to a single contractor for EACH port location group referenced above. Each port location group shall be evaluated for small business set-aside prior to the issuance of a solicitation against the Master Solicitation. Note each port location group will be solicited separate against the Master Solicitation. The NAICS code for the
Master Solicitation is 488320 (Marine Cargo Handling).
If your company is interested in these planned procurements it is advised that you monitor the
Federal Business Opportunities (FBO) website at http://www.fbo.gov. All entities having the capability to perform this work are invited to submit a Statement of Capability (SOC) to assist the Government in making a set-aside decision for each port location group. Based upon responses to this announcement and other information obtained, the Government may elect to set aside a specific port location group for small business, qualifying 8(a) businesses, or certified
HubZone small businesses. At a minimum, please provide the following:

B. General Capabilities.
1. What is your experience in providing management, labor, tools, equipment, supplies, materials and other services necessary for Stevedoring and Related Terminal Services?
Please note that experience refers to complexity as well as longevity.
2. Which Port Location(s) listed above do you feel capable of providing stevedoring and related terminal services? What are the risks involved?
3. What is your experience with specialized equipment for deadline vehicle recovery? Do you have access to heavy tow equipment which has the capacity and ability to retrieve deadline/inoperable track off wheeled vehicles up to 150,000 lb. on and off vessels with deck clearance as low as 10’2”?
4. What are your average company productivity rates?
5. Do you maintain a quality control program which assures equipment maintenance inspections and necessary certifications are accomplished to ensure equipment is maintained in a safe and serviceable condition IAW Occupational Safety and Health Administration (OSHA) and manufactures equipment service manuals?
6. If you were awarded a contract, can you provide at least two (2) personnel trained and tested in handling Hazardous Materials per the requirements of Code of Federal Regulation (CFR) Title 49, Section 172.702 and two (2) personnel who have completed a basic rigging school that meets or exceeds OSHA qualification standards for each port location listed in your response to question 2 above?
C. Response Format
The format for submittal of your RFI is as follows:
1. Pages shall be numbered and have the following characteristics: 8-1/2 x 11 format, single sided, double spaced, one inch margins, font size 12.
2. Title page (limited to one page only) shall be clearly labeled “RESPONSE TO REQUEST FOR INFORMATION.” It shall include the date of submission, RFI response title, respondent’s administrative and technical points of contact along with telephone numbers, electronic mail address, and shall be signed by an authorized officer.
3. Excluding title page and bibliography/reference, the response is limited to twenty (20) pages maximum. Pages included over the allowable maximum may not be reviewed.
D. RESPONSE REVIEW
Any information submitted with your response that you do not consent to limited release must be clearly marked and segregated from other response material. Response to this RFI or lack thereof does not constitute any obligation on the Government to pursue a follow-on effort, in part or whole, with specific vendors or otherwise.
