QUESTIONS & ANSWERS
SOLICITATION HTC711‐13‐R‐C001
17 June 13
Q1. This concerns the method of compensating for the positioning of our aircraft from Anchorage Intl to Elmendorf AFB when the customer cancels after we have departed for Elmendorf or arrived at Elmendorf, using miles to base the payment on is woefully inadequate to cover costs at that point. Even at $50 per mile, we might only fly 20 air miles (with ATC maneuvering).
This is why the CLIN was there in the last contract at the amounts they were. Not that we had the customer cancel after we were en route (I can’t remember it happening). Please consider adding a CLIN to cover these costs more adequately.
I think we are the second carrier to question this point.
Further, this idea is part of the reason you see higher per mile rates on shorter leg distances….our costs begin when we move a crew toward the plane….so that by the time we arrive at Elmendorf, we have plenty “sunk” costs.
A1. To add to our previous response on 13 June 13, if the per mile unit price using the GCSM flown does not adequately reimburse the awardee, then the awardee is allowed to request an “equitable adjustment” IAW DFARS Clause 252.243‐ 7002, Requests for Equitable Adjustments (REA). Due to the infrequency of cancelling missions the REA process should adequately cover the awardee’s actual costs.
