QUESTIONS & ANSWERS
SOLICITATION HTC711‐13‐R‐C001
4 June 13
Q1. Are the cargo specific segments (25,000 lb. & 40,000 lb.) and the passenger specific segments (7 PAX & 15 PAX) open to separate bids? That is, is there a potential for four (4) separate awards for this contract?
A1. Solicitation page 19, 52.212‐2 – Evaluation – Commercial Items, the government intends to award four Indefinite
Delivery, Indefinite Quantity (IDIQ) contracts two for air cargo (40,000 lb & 25,000 lb) and two for passenger (7 passenger & 15 passenger). There is the potential for four (4) separate awards to a qualified offeror.
Q2.Will the government allow the successful awardee to base their aircraft on the Elmendorf AFB or does it have to be remote based?
A2. Successful awardee(s) will not be allowed to base their aircraft at Joint Base Elmendorf‐Richardson Alaska (JBER).
Q3. Is there a minimum runway length established?
A3. Minimum runway length = 3,500 ft
Q4. Is the government open to suggestions that would provide options for two trips per week (or when heavy lift is required during certain time periods) utilizing 19 seat aircraft?
A4. The government’s requirement is for a passenger charter capable of moving a minimum of 15 passengers. There are no flight schedules listed in the solicitation; only the PWS requirement to carry up to 390 pax per month. The customer will schedule the passengers based on the aircraft allowable cabin load capability.
Q5. Is there a reason why a 14CFR FAR 135 Air Operator is not being considered for Solicitation Number:
HTC71113RC001?
A5. 14CFR FAR 135 carriers ARE being considered for this effort. Refer to the following attachments on FBO:
Performance Work Statement (PWS) page 3, section 1. INTRODUCTION;
Solicitation page 16, PART II, paragraph (1);
Solicitation page 19, 52.212‐2 EVALUATION—COMMERCIAL ITEMS (Jan 1999), the first paragraph under section (a); and
Solicitation page 20, section (ii) paragraph (2).
Q6. Reference: Solicitation Main Body, Section 52.216‐18, Page 5 ‐ The solicitation states that orders under this contract may be issued from October 1, 2013 through September 30, 2017. Is October 1 considered to be the contract start date and if not what would be the anticipated start date? Additionally, what would be the anticipated award date?
Finally, is there the possibility of a phase in period under this contract?
A6. October 1, 2013, is the start date under the Alaska Air Charter Service HTC711‐13‐R‐C001 solicitation. The award date is anticipated on or prior to October 1, 2013 (contract start date). The government does not intend to utilize a phase‐in plan/period. Intent to award letters are anticipated to be given several weeks prior to the October 1 start date to give adequate time for awardee(s) to setup their operation.
Q7. Reference: Performance Work Statement (PWS) Section 2.2.2, Paragraph D, Page 10 ‐ The PWS states the aircraft must have a minimum ACL capable of carrying 4,500lbs and 15 passengers with additional baggage. Is this correct or is it intended to be 4,500lbs or 15 passengers with additional baggage? The purpose of clarifying this relates to the limitation under FAR Part 135 “On Demand Operations” of operating an aircraft with a payload capacity of 7,500lbs or less. With 4,500lbs and 15 passengers (with the stated baggage) would exceed 7,500lbs. In order to operate an aircraft with a payload capacity of over 7,500lbs an operator would have operate under FAR Part 121 Supplemental operations. In essence it would eliminate FAR Part 135 On‐Demand Operators from being able to bid the 15 passenger service on this contract.
A7. Any proposed aircraft must be able to carry a minimum of 4,500 lbs and the 15 passengers would be included in this weight.
Q8. Reference: Section Solicitation HTC711‐13‐R‐C001, Page 17, Paragraph (12)(b) Submission of Offers ‐ Proposal Preparation Instructions for PART II – Technical Capability, Subfactor 2 states the “Offeror shall submit a Small Business Subcontractor Plan…as defined in FAR 19 and contract clause 52.219‐9 Small Business Subcontracting Plan (2011)”.
Contract Clause 52.219‐9 states “(a) This clause does not apply to small business concerns”. Since both Passenger requirements (7‐Passenger and 15‐Passenger) are designated as 100% Small Business Set‐asides under NAICS 481211, can the government please clarify if this submission requirement applies to small business Offeror?
A8. Both Passenger requirements (NAICS 481211) are 100% Small Business Set‐asides and therefore do not require a Small Business Subcontracting Plan. Reference Solicitation pg 19, 52.212‐2 Evaluation –Commercial Items, paragraph (1).
