SOLICITATION: HTC711‐13‐R‐C001

Q9. Reference: Section (12). PROPOSAL PREPARATION INSTRUCTIONS, Page 17, PART II, Paragraph (3) Subfactor 3: Information Assurance & Cyber Security ‐ How should one respond to this section when the "Twenty Critical Security Controls for Effective Cyber Defense" do not apply (ie: small company which does not deal in any way with sensitive information belonging to the DOD for the purpose of a 7‐ passenger contract)? And if an offeror submits a proposal of this kind without most of the controls in place will that offer be rejected on that basis?
A9. Per this evaluation criteria, the offeror need only to submit an Information Assurance Report which includes the required description of their environment for adequately safeguarding DOD non‐public information resident on or transiting on the contractor's unclassified information systems from unauthorized access and disclosure and addresses all SANS controls. If one or more controls are not currently in place or are not applicable to this requirement, the offeror shall state as such in their proposal, including any plans for potential future implementation. Technical acceptability is determined based on submission of the required report and addressing the stated controls. This contract will require the offeror to handle sensitive information regarding military flight schedules, airfield data and personnel/cargo movement.
Q10. In response to the above sources sought notice, please advise if carriers who are not currently
DOD/CARB approved will be eligible to respond to the RFP, if contracting identifies the offeror as a potential awardee, and initiates/sponsors the evaluation process.
A10. Solicitation page 15, paragraph (12). (a)(1), “Pursuant to DoDI 4500.53, to be eligible to receive a contract award and subsequent orders pursuant to this solicitation, the contractor must be an approved
(or approval received by contract award date) DoD air carrier for cargo and passenger service as determined by the Commercial Airlift Review Board (CARB); or DoD approved but technically ineligible for the Civil Reserve Airlift Fleet (CRAF). This DOD approval must be received by contract award and must be maintained throughout performance of this contract.”
Q11. Section 2.2.1.c. of the RFP, indicates the 7 passenger aircraft must have the capability to land on and take off from 3,500 foot gravel/unimproved runways. Please advise what aircraft type is currently performing this requirement.
A11. There are various types of aircraft capable of performing this requirement. Carriers are free to utilize any aircraft capable of meeting the minimum requirements specified in the Solicitation.
