3. DESCRIPTION/PURPOSE
3. 1 The TSE Monthly Performance Metrics Validation supports the OAPM ILS maintenance contracts.
3.2 This Data Item Description (DID) provides the format and content for the data product generated by the specific and discrete task requirements as delineated in the contract.

7.1 The TSE Monthly Performance Metrics Validation is closely related to and is harmonious with the TSE Data Analysis Plan (TDAP).

10. PREPARATION INSTRUCTIONS
10.1 GENERAL. The TSE Monthly Performance Metrics Validation supports ILS maintenance service contracts on the TSE to assure that Maintenance Service Providers (MSP) are meeting the contract performance requirements. The contractors shall utilize Attachment 2 TSE Metrics Terms and Definitions & Reliability, Maintainability, and Availability (RMA) Metrics to accurately calculate the performance metrics.
10.2 CONTENT. The TSE Monthly Performance Metrics Validation consists of the following steps:
a.
Collet, process, and store the data b.
Calculate the performance metrics c.
Identify discrepancies between calculated and reported metrics d.
Provide recommendation to the government on the results
10.2.1 Collecting and processing the data. This step identifies the requirements as specified in the Performance Work Statement. This step consists of the following process:
a. Collect the raw data from MSP.
b. Process the data.
c. Store the data. This step is described in OAPM-ILS-009 on how the data should be stored.
10.2.2 Calculate the performance metrics. The contractor shall analyze and calculate the metrics according to each MSP’s SLA (Service Level Agreement) Performance metrics. The contractor shall utilize the raw maintenance data provided by the MSP/OEMs to accurately calculate the RMA metrics (some of the examples are Mean Down Time, Operational Down Time, Operational Availability, and Mean Time Between Critical Failures by technology, airports, or by regions, etc.). The government will provide all the guidelines and instructions on the SLA performance metrics. The SLA performance metrics may change for the MSPs contract and the contractor shall adapt to these changes.

10.2.3 Identify Discrepancies. This step identifies the discrepancies between calculated and reported metrics. Provide the discrepancies to the Government. Identify the source of the discrepancies. The template of the report can be contractor’s format approved by the Government.
10.2.4 Provide Recommendation. The Contractor shall provide Government with the data comparison and recommendation. The template of the report can be contractor’s format approved by the Government.
