Bismarck Munic ipa l Ai rpor t TSO Recruitment Portfolio
1 Airport Summary http://en.wikipedia.org/wiki/Bismarck_Municipal_Airport
Bismarck Municipal Airport (BIS) is a public airport located in Burleigh County, North Dakota, three miles southeast of the City of Bismarck which owns it. The National Plan of Integrated Airport Systems for 2011–2015 categorized it as a primary commercial service airport.
A new $15M terminal opened at the airport in May 2005. The previous terminal was in use for over 40 years with a two-story addition being built in 1982 and was demolished in summer 2005. A parking lot is just south of the new terminal. Five airlines offer non-stop service: Allegiant, American, Delta, Frontier and United Express. For the year ending June 2014, the top destination out of BIS was Minneapolis/St. Paul.
In 2010 Bismarck Airport set an all-time passenger boarding record with 194,043 passengers. The previous record was set in 1979 when the Women's Professional Bowling League held a tournament in Bismarck.
Bismarck Municipal Airport covers an area of 2,425 acres at an elevation of 1,661 feet. It contains two asphalt paved runways. For the 12-month period ending December 31, 2012, the airport had 50,439 aircraft operations, an average of 138 per day: 69% general aviation, 20% air taxi, 7% military, and 4% airline. 76 fixed wing aircraft were then based at the airport: 48 single-engine, 20 multi-engine and 8 jet, plus 2 helicopters and 15 military aircraft.

2 Recruitment Challenges Bismarck Municipal Airport is located on the outskirts of Bismarck, ND, the state capital. According to Forbes, the median household income is $56,693. In 2014, job growth is up at 3.4% and cost of living is 2.2% below the national average.
State government is Bismarck’s largest employer with more than 4,300 employees. Two large regional medical centers employ the 2nd highest number of Bismarck citizens (over 4,000) while the Public School System and Federal Government each employ more than 1,000 workers. These employers offer workers full-time positions with benefits, predictable career paths, and tuition assistance. Many of Bismarck’s females are employed by state government or the medical centers making it more of a challenge to recruit qualified females.
The part-time and/or split shifts of the TSO position along with weekend and holiday hours have presented consistent recruitment challenges. The addition of the part-time employee entitlement to the FEHB enhancement should prove beneficial to attracting the part-time job seeker.
Bismarck is home to Bismarck State College, the 3rd largest college in the state system with an enrollment of approximately 4,200. Unique to the institution are degrees in energy education. The University of Mary, a private four-year Christian school with an enrollment of 3,443 is there and also uniquely offers an MBA in Energy Management and a number of graduate programs in healthcare-

The Bismarck public school system is the second largest in the state and has been recognized at the state and national level for excellence in public education. As a result, Bismarck is a well- educated population with 93% of the citizens having a high school diploma and 33% having a college education. These individuals are typically seeking professional, full-time positions. The unemployment rate in Bismarck is one of the lowest in the nation.
