HSTS01-16-R-HRM037: Attachment II.B. – FAM Hiring
FEDERAL AIR MARSHAL (FAM) HIRING PROCESS
All prospective FAM applicants need to apply to an open Vacancy Announcement.
- Vacancy announcements are all posted on OPM’s USAJobs website
All applications are reviewed to make sure the applicant meets the minimum qualifications.
- Determination is made based on applicants’ response to specific questions
- Notification is sent to the applicants advising if they did or did not meet min qualifications
- Qualified applicants are also invited to register/log-in to their Candidate Dashboard
Applicants are invited via e-mail to take the FAMS Assessment Battery (FAB).
- The FAB is comprised of three parts and takes approximately 4 hours to complete
- Applicants self schedule on-line or schedule with assistance from an Help Desk agent, picking an available testing site and time slot of their choice
- Applicants receive e-mail notification of pass/fail results within minutes of completing test
- E-mail contains a Physician’s Waiver Form that is filled out by their physician stating that they are able to complete a Physical Training Assessment (PTA) comprised of
Pull ups, Push-ups, Sit-ups, and a 1.5 mile timed run
Applicants that pass the FAB are contacted by a FAMS Field Offices to schedule Field Office
Day (FOD) assessment appointments.
- Applicants identify their preferred field office location for assessment after they pass their FAB via the Candidate Dashboard
- Applicants are scheduled by the Field Office as they drop into the FAMS Hiring
Dashboard
- Applicants are advised of what forms of identification to bring for assessment check-in, and reminded to bring their gym cloths and their completed Physicians Waiver
Form
Applicants come in for the FOD at their scheduled time. This assessment is a multiple hurdle event that includes:
o Check-in - Applicant must provide appropriate proof of identification and sign a non-discloser agreement (that they will not talk to anyone about the assessment process) o Structured Panel Interview – all FAM applicants are asked the same standard set of questions regardless of the Field Office in which they are assessing o Fingerprint Collection – Applicant fingerprints are rolled locally and their electronic fingerprint files transmitted to the Transportation Security
Clearinghouse o PTA- Applicants complete a 1.5 mile timed run, and do as many pushups and sit ups as possible in a minute and complete as many pull ups as possible (not timed) o Supervisory Federal Air Marshal in Charge (SAC) Interview– More in depth interview with free flow questions and answers for the applicant about the job and its rigors
- The above steps are executed in sequential order. Should an applicant fail a step or wish to stop proceeding in the process, they are escorted from the premises
- If an applicant fails their Panel Interview, they are read an exit script informing them of this failure and their Dashboard is then updated to reflect this status
Applicants that pass the FOD have their Application Score, FAB Score, and Panel Interview
Score complied into a transmuted score and are placed on a certificate of eligible’s in numeric order; taking into account veterans preference for external applicants. A separate internal cert (to government) list is also created listing candidates in alphabetical order.
The Selection Panel (lead by a designated Selecting Official) reviews all assessment steps and paperwork submitted for each applicant and makes selections from the certificates to fill vacancies in the field offices the each applicant applied to using the Rule of Three.
Applicants that are selected by the Selecting Official are extended a Conditional Offer of employment designating the field office they were selected for.
- The terms of the Conditional Offer are clearly explained to each applicant so they do not prematurely quit any current employment.
Applicants that accept their Conditional Offer are initiated access to e-QIP to complete their e-86
(National Security Questionnaire). Upon completion of the e-86 they are invited to participate in a LEPET (polygraph).
Applicants have 14 business days post being initiated access to e-QIP to have their e-86 fully completed.
- Applicants are reminded to check their e-mail regularly as they will be notified if their e-86 form is incomplete or needs correction
- Failure to accurately complete the form in the designated time period will result in involuntary withdrawal from the entire process
- Law Enforcement Pre-employment Polygraph Test (LEPET)
At the same time as the polygraph but usually on different dates and at different locations applicants are given the toll free number to contact a Federal Occupational Health (FOH) Clinic to schedule their medical check appointment or are scheduled at the FAMS Medical Branch in
Atlantic City, NJ.
- Applicants can schedule their appointments based on the available appointment slots from across a nationwide network of FOH medical affiliates
After attending medical, the Applicant’s medical paperwork is sent to the FAMS Medical Branch
Doctor who reviews each Applicant’s medical situation against the established FAM Medical
Guidelines.
- If there is something questionable or that requires additional documentation, the
Applicant is placed on medical hold and forwarded the appropriate further evaluation paperwork that they must submit
- An applicant is allowed up to 1 year to clear their medical hold. Applicants who do not provide the required information within this time-frame are involuntarily withdrawn from the process
As soon as an applicant releases their e-86 form in e-QIP to TSA PerSec, their electronic fingerprint files are sent on to the FBI for classification to be utilized in the pre-hire background investigation.
- TSA PerSec utilizes the information from the e-86, OF-306, fingerprint results, credit results and other available information to make a pre-hire suitability determination
- Applicants who do not pass their pre-hire background check receive a FedEx letter directly from TSA PerSec explaining the reason for their background ineligibility.
Applicants who clear both medical and their pre-hire background check are then called with a
Final Job Offer including salary information and Entry on Duty (EOD) Date.
During this entire process, a FAM Applicant can log into their Candidate Dashboard to see where they are at in the process and what (if any) next steps they need to take to continue moving through the hiring process. Similarly, they can call the Help Desk at anytime to get a status update.
