DISABLED VETERANS AFFIRMATIVE ACTION PROGRAM (DVAAP)

ANNUAL ACCOMPLISHMENT REPORT

FISCALYEAR 2013

Executive Summary

The Transportation Security Administration (TSA) developed the Disabled Veterans Affirmative

Action Plan (DVAAP) in FY2012 as a means to supplement recruitment and retention programs for veterans. The program was developed to eliminate under-representation of veterans, and particularly disabled veterans.

TSA is committed to the hiring of veterans and continues to provide the broadest application of

Veterans’ preference as defined in P.L. 107-71 and to those eligible under the provisions of

Section 2108 of Title 5 U.S.C.

Program Elements

1. Methods used to recruit and employ qualified disabled veterans, especially those who are 30% or more disabled.

TSA used a variety of recruitment sources and outreach methods to attract and hire disabled veterans in FY2013. During FY13, the Office of Human Capital (OHC) continued recruitment sources and outreach efforts at local, regional and national job fairs and career seminars.

TSA attended 119 veterans’ and military events in FY13, the same number attended in FY12. Of the total, 11 events targeting disabled veterans were attended. Nine of these 11 events were attended as part of the Operation Warfighter program for recovering veterans.

Further outreach to disabled veterans included participation in 18 virtual events during the year.

This included OHC staff interaction with candidates on-line, as a further means to reach veterans beyond traditional in-person recruitment opportunities.

There were a significant number of veteran candidates with an existing or pending service-connected disability of 10% or more compensable disability preference (CP or CPS) at all veteran and military targeted events attended.

TSA’s Office of Human Capital and the Office of Civil Rights and Liberties collaborated in participating in these outreach programs. The agency used commercial targeted veterans’ recruitment venues and on-base events sponsored by the Transition Assistance Program (TAP) in addition to events sponsored by the Veterans Affairs Office of the Department of Labor. In addition, weekly notifications of job openings were sent to all TAP centers around the country to ensure that separating veterans were aware of employment opportunities available to them.

Attachement II.H. - DVAAP FY13 Accomplishment Report and FY 14 Plan

TSA participated in print and on-line media campaigns targeting the recruitment of veterans and disabled veterans. Through the use of print and on-line publications, TSA employment opportunities were viewed by veterans, individuals with disabilities, active duty military and transitioning personnel. Advertisements placed within the various media aided TSA with the delivery of the message of inclusion in the workplace.

TSA used targeted on-line recruiting as a primary recruitment strategy to reach large volumes of prospective candidates. The agency aggressively created on-line posting and advertising campaigns, including job postings, banner advertisements, targeted email blasts, newsletters and sponsorships. Websites and outlets were used as follows to advertise employment opportunities to the veteran and disabled veteran communities: RecruitMilitary.com, MOAA.org, Military-

Civilian.com, and VA for Vets. TSA also posted advertisements on Monster.com (including its military-focused affiliate site), Yahoo.com and CareerBuilder.com, in addition to other military and veteran focused websites.

Direct email advertisements were also utilized as part of the recruitment strategy to reach prospective veteran and disabled veteran candidates. Direct emails blasts were sent to a total of

100,000 potential veteran candidates.

The agency actively engaged in networking opportunities to identify, recruit and employ veterans. Efforts included disseminating job opportunity announcement information through

USAJobs, major job boards, job fairs and career transitions seminars. Interested applicants were encouraged to apply.

An enhancement of the TSA webpage for Veterans was performed during the year to provide additional information and an upgraded look to better support those personnel seeking employment.

2. Methods used to provide or improve internal advancement opportunities for disabled veterans (Promote & Develop). Please indicate specific efforts and accomplishments in providing career development opportunities (i.e., formal training, government-wide career development programs) for veterans in your narrative.

TSA does not have a career development program specifically developed for disabled employees at present. The agency does, however, aggressively encourage all employees including veterans and individuals with disabilities to participate in the career and leadership programs described below.

The Office of Human Capital and Office of Training and Workforce Engagement has several leadership development programs that enable personnel at various levels in their careers to acquire the skills, knowledge and abilities necessary for continuous learning and career development. The Mid-level Leadership Development Program (MLDP), Senior Leadership

Development Program (SLDP), and Candidate Development Program (CDP) provide both agency and government-wide training opportunities to program participants.

In addition to training opportunities, all of the leadership programs have common features such as an active mentoring component. The program office matches mentors with the participants throughout the program, and answers questions and offers advice regarding career development, learning opportunities, and the participant’s particular needs.

Participants in all programs must also consult with their supervisor and mentor to develop formal development plans, which, in part, are based on the results of the 360- (SLDP) and 180-degree

(MLDP) assessments used to identify gaps in proficiencies in targeted leadership competencies.

These plans lay out developmental goals specific to the participant’s needs and align with the activities required to successfully complete the development program. Participants are also encouraged during their program to engage in self-study activities such as completing online

Ninth House leadership courses and reading books on leadership.

SLDP and CDP also include additional features. Temporary development assignments of 30 to

60 days outside the participant’s office are required (for MLDP this developmental assignment is not required, but highly encouraged). The length, number and location of the assignments are specified for each program. The participants are expected to perform meaningful work at the level of the target jobs while on the assignment, to develop targeted leadership competencies by performing the duties required of the position. Shadowing opportunities of no more than 2 to 5 days are also provided for program participants. During a shadowing opportunity the participant follows a selected leader by accompanying him/her to meetings and observing the person’s actions as they work through their daily activities. The emphasis during the shadowing activity is on learning by observing and not on doing, as it is during the developmental assignments.

All program participants are required to attend a minimum of 40 to 80 hours of external formal leadership education/training based upon their individual development needs. Program participants also participate in action learning teams which collaborate to resolve a TSA business program or project through a systems approach to problem solving that fosters learning and development of competency gaps. At the direction of the Administrator, all programs now include a 30-day assignment working with the Office of Inspection on field inspection and covert testing visits culminating in a report to the OOI on their findings and recommendations.

3. Write a narrative of how the activities of major operating components and field installations were monitored, reviewed, and evaluated (Agency Oversight).

Collaboration between TSA Office of Civil Rights and Liberties Disability Employment

Program Manager, the Office of Human Capital’s Selective Placement Coordinator, and the

Reasonable Accommodation Coordinator resulted in continuous tracking of outreach and recruitment activities throughout the year. Focus was placed on expanding the breadth of activities engaged in and conducted in order to further the agency’s reach to the veteran community. Recruitment events were evaluated for effectiveness in reaching the target population on a monthly basis, with adjustments made to achieve the optimal allocation of resources to engage veterans.

4. Explanation of Agency’s Progress in implementing its Affirmative Action Plan during the Fiscal Year (Program Execution). Where progress has NOT been shown, the report will cite the reasons for the lack of progress, along with specific plans for overcoming cited obstacles to progress.

Increases in disabled veteran hires were achieved for FY2013 compared to FY2012. Fifty-seven

10-point Compensable veterans and 104 veterans with a 30%-or more Compensable Disability were hired in FY2012. This is an increase of 42.5% and 7.2% by category, respectively (40 and

97 hires in FY2012).

The TSA Office of Civil Rights and Liberties Disability Program Manager provides operating components with updated information and guidance on the overall responsibility of considering an applicant for employment or advancing an existing disabled veteran employee. This direction has resulted in more knowledgeable staff, equipped to effectively facilitate veteran hiring to meet their staffing needs.

TSA

DISABLED VETERANS AFFIRMATIVE ACTION PROGRAM (DVAAP) PLAN

For FY2014

1. Statement of Component’s policy regarding the employment and advancement of disabled veterans, especially those who are rated at 30% or more disabled.

The Transportation Security Administration is committed to the hiring of veterans and continues to provide the broadest application of Veterans’ preference as defined in P.L.

107-71 and to those eligible under the provisions of Section 2108 of Title 5 U.S.C.

2. Name and title of the Component official assigned overall responsibility for development and implementation of action plan.

Jennifer Carmichael

Director, Office of Civil Rights and Liberties (OCRL)

Jennifer.Carmichael@dhs.gov

571/227-1654

3. Assessment of the current status of disabled veterans’ employment in the agency.

As of September 30, 2013, the TSA workforce numbers 64,150 employees. There are

14,732 employees who are veterans. There are 956 veterans with a 10-point Compensable

Disability who are employed in all employment categories, and there are 1,412 veterans with a Service Connected Compensable Disability. For FY2012, the number of veterans with a Service Connected Compensable Disability was 1,255. The number for FY2013 is an increase of 12.5% veterans in this category.

4. Description of recruiting methods used to seek out disabled veteran applicants including those who are 30% or more disabled.

In FY2014, TSA will continue its aggressive recruitment and outreach of disabled veterans by participating in all Operation Warfighter, Wounded Warrior, and Department of Defense Hiring Heroes Career Fairs and related conferences and seminars.

In FY2014, TSA will maintain its ongoing review of existing resources and research of new venues, programs and outreach resources to enhance and increase the delivery of its recruitment message to all veterans and disabled veterans. This ongoing review of the veterans and disabled veterans applicant pool will be conducted to ensure recruitment efforts are effective in delivering the message that TSA is an employer committed to providing veterans and disabled veterans career opportunities.

5. Description of Component’s plan to establish clear paths for acquiring the competencies, skills, knowledge, and experience that disabled veterans need for their continual learning and career development.

mailto:Jennifer.Carmichael@dhs.gov

TSA does not have a career development program specifically developed for disabled employees at present. The agency does, however, aggressively encourage all employees including veterans and individuals with disabilities to participate in the career and leadership programs described below.

The Office of Training and Workforce Engagement has several leadership development programs that enable personnel at various levels in their careers to acquire the skills, knowledge and abilities necessary for continuous learning and career development. The

Mid-level Leadership Development Program (MLDP), Senior Leadership Development

Program (SLDP), and Candidate Development Program (CDP) provide both agency and government-wide training opportunities to program participants.

In addition to training opportunities, all of the leadership programs have common features such as an active mentoring component. The program office matches mentors with the participants throughout the program, and answers questions and offers advice regarding career development, learning opportunities, and the participant’s particular needs.

Participants in all programs must also consult with their supervisor and mentor to develop formal development plans, which, in part, are based on the results of the 360- (SLDP) and

180-degree (MLDP) assessments used to identify gaps in proficiencies in targeted leadership competencies. These plans lay out developmental goals specific to the participant’s needs and align with the activities required to successfully complete the development program. Participants are also encouraged during their program to engage in self-study activities such as completing online Ninth House leadership courses and reading books on leadership.

SLDP and CDP also include additional features. Temporary development assignments of

30 to 60 days outside the participant’s office are required (for MLDP this developmental assignment is not required, but highly encouraged).

At the direction of the Administrator, all programs now include a 30-day assignment working with the

Office of Inspection on field inspection and covert testing visits culminating in a report to the OOI on their findings and recommendations.

6. Description of how the Component informs operating components and field installations of the plan.

TSA provided training to first line managers and supervisors on their roles and responsibilities in the reasonable accommodation process through the Employee

Relations Boot Camp Training Program and HR Essentials Training. TSA will continue to use the Employee Relations Boot Camp Training Program and HR Essentials training as vehicles to provide updated training on the reasonable accommodation program policy and TSA’s Veterans Initiative.

The TSA Office of Civil Rights and Liberties Disability Program Manager provide operating components with updated information and guidance on the overall responsibility of considering an applicant for employment or advancing an existing disabled veteran employee. Use of the Disability Employment Program SharePoint site and written briefings are used to disseminate information to all components of the TSA.

7. Description of how the Component will monitor, review, and evaluate its planned efforts.

The TSA Office of Civil Rights and Liberties Disability Employment Program Manager will collaborate with the Office of Human Capital’s Selective Placement Coordinator, and Reasonable Accommodation Coordinator to track outreach and recruitment activities.

8. Description of how the Component will oversee the implementation at operating component and field installation levels during the period of time covered by the plan.

TSA will continue to use the Employee Relations Boot Camp Training Program and HR

Essentials training as vehicles to promote and monitor implementation at operating component and field installation levels.

The TSA Office of Civil Rights and Liberties Disability Employment Program Manager will collaborate with the Office of Human Capital’s Selective Placement Coordinator, and Reasonable Accommodation Coordinator to oversee the implementation at the operating component and field installation levels, as well as offer any support.
