Section II – Small Business Utilization (Factor 5):
This Factor does not apply to small business prime offerors [ref. FAR 52.219-
9(a)]. The offeror shall prepare and submit a small business subcontracting plan in accordance with FAR 52.219-9. The goals stated in Table 2 shall be utilized for developing the small business subcontracting plan. In addition, offerors shall provide a record of previous performance in carrying out the goals of subcontracting plans. Offeror shall include all recent and relevant Summary
Subcontracting Reports (Standard Form 295) and points of contacts for all active and physically completed contracts within the last 3 years of issuance of this solicitation. If the offeror has had no previous contracts requiring a subcontracting plan, include a statement to that effect.

Section II – Small Business Utilization (Factor 5):
This Factor does not apply to small business prime offerors [ref. FAR 52.219-
9(a)]. The offeror shall prepare and submit a small business subcontracting plan in accordance with FAR 52.219-9. The goals stated in Table 2 shall be utilized for developing the small business subcontracting plan. In addition, offerors shall submit a narrative of subcontracting goals on no more than 3 federal contracts performed in the past 3 years, the extent to which those goals were met or surpassed, and provide substantiating documents including but not limited to:
1) the subcontracting plan for the prior contracts,
2) SF 295 reports from the prior contracts, and
3) the name and contact information for government employees (technical and contracting) who can substantiate this information.
The contracts and SF 295s may be from agencies other than DHS. If the offeror has had no previous contracts requiring a subcontracting plan, include a statement to that effect.
If an offeror’s small business subcontracting plan does not meet all DHS goals, offerors must include a meaningful justification as to why it does not. Additionally, if an offeror did not demonstrate success in meeting its subcontracting goals in the past, the offeror must provide a meaningful justification as to why it did not.

Factor 1 Corporate Experience:
In accordance with the proposal instructions, the government will first evaluate whether the prime offeror’s relevant experience was:
(1) performed within 5 years of the date of issuance of this solicitation,
(2) meets the relevant contract value,
(3) involved managing at least 800 staff,
(4) with many locations nationwide (at a minimum, 10 locations and multiple time zones), and
(5) in facility management experience (may be prime or subcontractor).

“12.6 Property Disposal Report
12.6.1. The Contractor provides all services and equipment related to the removal and disposal of excess or non-repairable GFE. Estimated quantities of hardware to be removed are identified in Attachment E - Equipment Quantities.
12.6.2. The Contractor sanitizes magnetic storage devices under the observation of U.S. Government representatives from the respective ASC, Office of the Chief
Information Officer (OCIO), or designated representative in accordance with
DHS Management Directive 4300A, Attachment H, Media Reuse and Disposition and ASC SOP 8.E.
12.6.3. The Contractor obtains data destruction certificates for each piece of equipment containing magnetic storage devices from the U.S. Government observer, OCIO, or designated representative and provides copies to the
Contracting Officer. The Government is responsible for the degaussing of IT equipment requiring disposal.
12.6.4. The Contractor's proposal contains detailed procedures for the sanitization and disposal of all listed equipment in their inventory.
12.6.5. The Contractor removes and disposes of the equipment in accordance with
DHS, GSA and Environmental Protection Agency (EPA) regulations and guidelines.
12.6.6. The Contractor's proposal addresses the issue that sanitation workspace at many ASCs is non-existent and the Contractor makes provisions to accommodate the sanitation process.
12.6.7. The Contractor provides the Contracting Officer with a detailed report, by serial number, manufacturer's model number, and asset identifier, all equipment removed and disposed of (whether or not the equipment was sanitized) and method of disposal. The Contractor provides this final disposition information in a
MS Excel template to be provided by the USCIS Office of Administration, Asset
Management Branch upon award.
12.6.8. The Contractor provides performance reports, containing metrics and graphs, for removal and disposal services.
12.6.9. The Contractor completes sanitization, removal and disposition of listed equipment after approval of COR.
12.6.10. The Contractor sanitizes, removes, and disposes of any items not listed in
Attachment G only if previously reported by the ASC as excess property. The
Contractor proposes separate pricing for additional items.”
