AMENDMENT A0009

QUESTION: You are asking the contractor to separate the pricing between Option and Definite Items, but have not designated any Option/Definite items on the spread sheets.

ANSWER: Do to the nature of an Indefinite Delivery Indefinite Quantity (IDIQ) contract, it has been determined that none of the items will be designated as Option/Definite items. Page 31 of the solicitation, Clause 52.217-7 for Increased Quantity – Separately Priced Line Items, is deleted.

QUESTION: CLIN 33 (Watertight Doors and Scuttles (External), Renew has been mis-numbered. The spread sheet jumps from 33.2 to 33.4.

ANSWER: Contractor is correct; numbering skipped 33.3. This is corrected on Revised Schedule of Supplies and Services, Rev. 4.

QUESTION: As per the response provided on amendment A0007 it is understood that the Ballast Tanks (Work Item 27) and Potable Water Tanks (Work Item 29) are to be Hand Tooled Cleaned. Since the work Item refers to comply with “Tanks and Voids, Ballast Tanks: Option I or II in COMDTINST M10360.3 Appendix B (Cutter and Boat Interior Painting Systems) the only Surface Preparation allowed is Abrasive Blast to SSPC-SP10 , which standard should we assume for estimating purposes SSPC-SP11 or SSPC-SP3.

ANSWER: Contractor is obviously not familiar with SFLC Std Spec 0000. Refer to paragraph 3.2.1.1 of this document to understand order of precedence. Contractor shall abide by what’s written in spec for this work item – we will NOT be grit blasting the tanks in question.

QUESTION: Amendment Q&A IRT marine chemist services appears to be directing us to remove all marine chemist services from our individual bids yet does not state that. The record of revision page directs you to section 3.5 which further confuses the issue by allowing you to bid it either way. Please provide clear direction on how we should bid marine chemist services.

ANSWER: Specification Revision 4, General Requirements, page 2, paragraph 3.5 in question, to provide clarification. Marine Chemist cost shall NOT be included in costs associated with work items in spec package. They will all be addressed at time of work request.

QUESTION: The updated SOS&S lists multiple piping sizes for WI #’s 4, 10, 11, 12, 14, & 25. These changes are not reflected in the record of revisions pages nor in the individual WI descriptions. The WI descriptions still describe working the original pipe size only. Please clarify how to bid these WI’s.

ANSWER: All work items referenced above have been modified along with the SOS&S (“Schedule B”) to reflect various pipe sizes.

QUESTION: The piping size changes to WI #4 (sea water piping renew) include 8” – 10” O.D. piping. Are we to include the cost of cofferdams into the work item – assuming this is seawater main suction and/or overboard piping?

ANSWER: No, do NOT consider cofferdams for this work item. If cofferdams are needed for a specific ship repair it will be address as a separate cost item at time of work request.

QUESTION: Work Item #45 - Clean and Inspect.

Has 13 tanks of which only two exceed 10,000 gallons. Para 3.1.2 says to dispose up to a total of 10,000 gallons of fuel. How do we price this paragraph and to what line item. Item #44 has the same situation.

ANSWER: Estimate should be for a TOTAL quantity of 10,000 gallons (all tanks considered together). Anything beyond that quantity will be Condition Found Report (CFR ) based.

QUESTION: Work Item 52: Insulation, Ventilation Ducting, Renew. This item simply directs the contractor to renew 10 sq feet of ducting insulation. It does not provide the sizes of the ducting that will receive new insulation. The referenced drawing is a Navy standard that addresses how to insulate various sizes of ducting. It is not possible to provide an estimate for this item without knowing what size and shape ducting will be designated.

QUESTION: Can the government provide the sizes of ducting expected to be insulated?

ANSWER: We have no idea what the sizes and shapes of ducting may be for this item. That’s why it’s written by SQ-FT. Any oddities/interferences can be address for each individual ship repair at time of work request.

QUESTION: Work Item 53: Insulation, Bulkhead/Overhead, Renew. This item simply directs the contractor to renew 10 sq feet of insulation, it does not provide the type of insulation to be renewed. There is a big difference in cost between simple fiberglass bat insulation and some of the more exotic insulation systems found in various areas on the cutter. It does not address how much of the 10 sq feet will be on frame members (longitudinals, transverse members, stiffeners, etc.) This amount of footage does not go far when you start wrapping frame members.

QUESTION: Can the government provide the types of insulation expected to be replaced; and how much of the footage designated will be on frame members?

ANSWER: Additional references have been added to identify insulation types. SOS&S (Schedule B) has been modified accordingly.

QUESTION: Item 27 and 29 (Full Preservation Items)– Question and answer included with amendment #7 directs contractor to Power Tool clean interior of Tanks.

The revised work item (Rev 3) still references COMDTINST Appendix B, Which still requires “Blasting To NWM” in the items that require 100% preservation. (No option to power tool)

Note: Partial preservation items (Items 36, 37, 38 …) do allow power tool surface preparation.

Is there a standard for surface prep of tanks while water borne?

ANSWER: The Coatings & Colors Manual does not specify dockside (in-water) vs. drydock options for tank interior preservation. The contractor needs to follow what's written in the spec itself as that takes precedence. Some tank work items may say "power tool cleaning only", other may not - depends on the situation. As a general rule: any tank below the waterline that uses the hull as a tank wall would NOT be preserved in a dockside availability. Early wanted to add those items for emergency situations only and would be evaluated on a case-by-case basis.

QUESTION: Item 45 (Clean Inspect) 13 F.O. Tanks. Item 46 Fuel Tanks Preserve 100%

16 F.O. Tanks.

Are the three additional tanks include in Item 46 cleaned and inspected already?

ANSWER: Yes the three additional tanks are cleaned in Work Item 44 of spec as needed. However, it has been noticed that a problem in that one tank is numbered twice as 4-26-1-F in Work Items 45 & 46. One of them should be numbered 4-23-2-F (in both Work Items 45 & 46).

QUESTION: CLIN 33 (Watertight Doors and Scuttles (External)), Renew has been mis-numbered. The spread sheet jumps from 33.2 to 33.4.

ANSWER: Corrected in specification Rev. 4

QUESTION: CLIN 46 (Tanks(MP Fuel)), Preserve "100%" has tanks 4-165-3-F - Sub-CLIN 46.12; and 4-165-4-F - Sub-CLIN 46.13 listed for preservation with opening, cleaning and closing being accomplished in CLIN 45. These two tanks are not included in CLIN 45.

ANSWER: The contractor is mistaken. The spec doesn’t say “cleaning and closing being accomplished in CLIN 45”, it says “cleaning and closing being accomplished under CLIN 44 and CLIN 45.” The aforementioned tanks are covered under CLIN 44.
