SECTION SF-30 BLOCK 14 CONTINUATION PAGE HSCG80-10-Q-P45GK4
CONTRACTOR QUESTIONS AND ANSWERS ARE AS FOLLOWS:
1. QUESTION: There are several items that can be invoked, each of which would cause a disruption of grey and/or black water service.
As the IDIQ work is wholly to accomplish in the Coast Guard facility, does the General Requirement, Item 000, paragraph 4.1 Temporary Sanitary and Sewage Facilities apply?
If the contractor is to provide services per Item 000, paragraph 4.1, should the contractor apply the full cost to each item affected? This would skew the apparent cost raising the perceived ceiling price.
If the contractor applied the cost to a single item which may not be invoked, this places an inordinate risk for the contractor.
It is recommended that the contract for such services be the subject of a separate item, priced on a time basis or be the subject of a separate negotiation at time of order.
ANSWER: The contractor is reminded that SFLC Standard Specification 0000, dated Jan 2009 is referenced in this work item and that paragraph 3.2.11.1 - Sanitary facilities for vessel-personnel due to disruption of grey water system requires that when the shipboard grey water system is disrupted due to repairs required by contract work, the Contractor shall provide vessel-personnel with a sanitary facility, within a five minute walking distance from the vessel, to include the amenities listed in Table II (Sanitary Facility Amenities) of SFLC Standard Specification 0000.
The contractor is reminded that SFLC Standard Specification 0000, dated Jan 2009 is referenced in this work item and that paragraph 3.2.11.6 - Sewage facilities for vessel personnel due to disruption of sewage system requires that when the shipboard toilets are unavailable due to contract work, and no permanent shore side facilities are available, the Contractor shall provide vessel-personnel with portable toilets as specified in Table III of SFLC Standard Specification 0000.
2. QUESTION: Work Item 005 – Main Diesel Engine Exhaust Stack Uptakes. Para. 3.4.2 task the contractor to remove and retain mufflers. These mufflers are very large and the stack will have to be cut open to remove the mufflers. Is the intent to clean the muffler OR replace them?
There is no requirement to reinstall. What is the intent of this requirement?
ANSWER: The intent is to clean the mufflers (as stated in spec.) Para. 3.4.4.2 has also been changed to clearly state that the mufflers are to be reinstalled.
3. QUESTION: On the Schedule of Supplies and Services, all items are listed optional. This makes it difficult to apply overhead costs. Is it the intent that all items will be performed?
On the Schedule of Supplies and Services, many of the items are listed as 4 jobs. Is it the intent that these items will be done 4 times a year?
ANSWER: See Revised Schedule of Supplies and Services.
4. QUESTION: In the specification under General Requirements (page 2), Section 4.1.1, it states that the contractor shall provide sanitary facilities. Question – If the facility is already existing in the required vicinity as indicated in the solicitation, and will still be operating, does the contractor still need to provide this?
ANSWER: Yes. There are personnel on the cutter that stand duty and as such are not supposed to leave the cutter except for short visits to the pier in the vicinity of the cutter. The crew will not be going to another cutter or to the base facilities to use the toilets or shower.
5. QUESTION: Request approval to utilize MIL-STD welding procedures vice ABS welding standard for any weld requirements in this RFP. Will there be any bi-metallic welding?
ANSWER: No, we have to abide by the welding standard contained in the specs. The Coast Guard STD Spec 074 does NOT require the contractor to follow ABS standards, it’s one of the options. Yes, there may be some bi-metallic procedures such as copper AC&R piping to copper-nickel piping.
6. QUESTION: On the Schedule of Supplies and Services, concerning Work Items 32 and 33, Watertight Doors and Scuttles: these work items do not specify a quantity of doors or scuttles to use in determining the extended price. The GFM quantities for these two work items has a quantity of “TBD”. Can you please identify the number of watertight doors and scuttles to be used in determining the extended price?
ANSWER: Three (3) of each for Work Items 32 and 33.
7. QUESTION: Will bidders have an opportunity to ship check work tasks identified in the specification for routine dockside repairs for interferences removal requirements where specific equipment and locations are well defined (e.g. tanks, fin stabilizers, helo talon grid etc.) at least one week in advance of the solicitation due date for both A&B Class Medium Cutter?
ANSWER: Yes, the contractors are more than welcome to do a ship check. Keep in mind that we cannot guarantee the cutter in question will be in port when the contractor is ready to do a ship check. It is incumbent upon the bidders to schedule the ship check well in advance of the due date for receipt of quotes. (SEE ATTACHED CUTTER LISTING POINTS OF CONTACT).
8. QUESTION: Will the contractor be allowed to set work schedule as required to complete each task with support from cutter crew to include up to 7 days per week / 2 shifts per day / 12 hours per shift (including holidays)?
ANSWER: No. We will consider two eight-hour shifts per day, six day per week (Mon-Sat). No Sundays and no holidays.
9. QUESTION: Will the cutter crew provide fire watches and tag-out services to support the contractor’s work schedule to include up to 7 days per week / 2 shifts per day / 12 hours per shift (including holidays)?
ANSWER: The ship’s crew will provide up to four fire watches and tag-out services for the two eight hour shifts mentioned above.
10. QUESTION: Will the Coast Guard provide dockside lay down area with electrical power (110VAC, 440VAC) and tool air, fork truck material handling services, high lift and/or paint float service for personnel access to hull and superstructure and cranes for on load and off load of material and equipment?
ANSWER: The only services we will provide is 110V electrical power for hand tools and possibly low pressure potable water service. We do not provide 440V electrical power, air tool service, fork lifts, high lift/paint floats nor crane services.
11. QUESTION: Will the Coast Guard provide in hull services to include temporary exhaust and supply ventilation, tool air, electrical power (110VAC, 440VAC) temporary lighting?
ANSWER: The only ventilation we supply is the ship’s installed exhaust and supply ventilation provided it is not tagged out for cleaning or other repairs. No tool air, No 440V electrical power. 110V power will be available provided the portable hand tools abide by the applicable safety regulations (this is covered in the SFLC STD_0000). No temporary lighting.
12. QUESTION: Section F, Deliveries or performance, states the performance period is “56 days after receipt of each order.” Does this mean that the dockside availability will start 56 days after the order is received?
ANSWER: The length of the dockside should be 56 days. We would like to have the delivery order awarded 60 days prior to commencement of work, of course this is always a flexible, moving target date.
13. QUESTION: Will the Coast Guard issue a request for quote for each dockside repair that will allow for ship checks, planning activities and estimate generation prior to the issue of each order?
ANSWER: Yes. (See answer to question #12).
14. QUESTION: The following Coast Guard drawings and Coast Guard Technical Publication (TP) 3351, May 2008, Preventive Maintenance System Manual 270’ WMEC Class Cutters, Sections A and B, were not included on the CD-ROM:

Should these drawings and Tech Pub 3351 be included in the solicitation?
ANSWER: Yes. These drawings and Tech Pub 3351 have been added to the CD-ROM . The CD-ROM will be issued to ALL who previously requested a CD-ROM. If you did not request a CD-ROM previously, it will be issued upon request.
15. QUESTION: Pricing sheet does not match what the contractor needs to bid on.
Example: Spec, WI 27 cites 9 tanks with various sizes. Spec states you may do 1 or more tanks for preservation. The pricing sheet is not set up for multiple tank pricing.
How do you wish to address this?
ANSWER: See revised Specification and Schedule of Supplies and Services Pricing Sheet.
16. QUESTION: How to bid on “0” Qty line items (e.g. Work Items 27, 28, 29, 30, 31 base year). Is the assumption that no work on these Work Items would be performed on any vessels during said availability year. Please clarify.
ANSWER: Quantities have been added on the revised Schedule of Supplies and Services Pricing sheet.
17. QUESTION: The pre-solicitation “synopsis” in FEDBIZOPS and Section “F” of contract clauses lists thirteen (13) vessels for dockside repairs for years 2011 thru 2015. Is the GFP Report on the scheduling/pricing sheet an indication of how many vessels will have dockside repairs per year? The price sheet list (4) vessels for 2011, (2) vessels for 2012, (1) vessel for 2013, (3) vessels for 2014 and (6) vessels for 2015 = (16) vessels.
ANSWER: The correct number is 16 vessels – it matches the Schedule of Supplies and Services pricing sheet.
18. QUESTION: Work Item #7: Reference Drawings do not reflect “ENGINE and MOTOR ROOM” arrangements.
ANSWER: Drawing references have been updated and are now correct.
19. QUESTION: Work Item #7 , para. 3.3 list ENGINE ROOM AND BARGE?
ANSWER: “Barge” reference is incorrect and has been deleted. Motor room is same area previously referenced.
20. QUESTION: Work Item #8: Title is for GALLEY and PANTRY ROOM
ANSWER: Items listed that were not part of Galley and Pantry Room have been deleted.
21. QUESTION: Work Item #9: Title is for LAUNDRY EXHAUST. Para. 3.3 list all systems listed in Work Item #8.
ANSWER: Items listed that were not part of Laundry Exhaust have been deleted.
22. QUESTION: Work Item #22 and #23?
ANSWER: Item 23 is a duplicate and has been removed from specification.
23. QUESTION: Work Item #24 Grey Water Piping. Question: Is intent to provide a full-blown PCP for cleaning 10’ -0” of pipe?
ANSWER: No. It is up to the contractor’s discretion to choose most effective method for individual job.
24. QUESTION: On bid schedule for year 2013, Work Item 14-0, the units change from LF to Job.
ANSWER: Work Item should have Qty in LF; changes have been made to correct this.
25. QUESTION: In RFP, Composite Labor is defined, but nowhere in the Schedule of Supplies/Services price sheet does it ask for Composite Labor Rate.
26. ANSWER: Composite Labor Rate block has been added to each year in Schedule of Supplies/Services pricing sheet.
27. QUESTION: Work Item 1 and Work Item 2, para. 3.1, General, line 4 states “…of the exact location of the piping to be renewed.” As Work Item 1 and 2 deal with Hull and Structural Plating, and the sentence deals with interferences, should the contractor presume the intent of the statement should read “ of the exact location of the plating to be renewed.”?
ANSWER: Items changed to reflect “plating” not “piping.”
28. QUESTION: Work Item 2, para. 3.2 directs the contractor to “…renew aluminum plate….” As the title of the Work Item deals with renewal of steel plate, should the contractor presume that para. 3.2 should read “….renew steel plate…”?
ANSWER: Item changed to read “steel” not “aluminum.”
29. QUESTION: Item 24 – Grey Water Piping – all references are for the sewage system.
ANSWER: These are correct drawings for 270 vessel. On this platform, sewage and grey water piping are on same prints.
30. QUESTION: Grey Water Piping – scope states clean ten linear feet sections. Para., 3.4, Cleaning operations – upon approval of plan, contractor will proceed with cleaning all horizontal and vertical runs in no more than 25 foot intervals. Please advise.
ANSWER: Pipe must have an access at least every 25 linear ft. or the contractor must disassemble or cut the pipe work to facilitate the cleaning.
31. QUESTION: Work Item #6 – Ship’s Service Diesel Generator (SSDG) Exhaust Piping. Clean
Paragraph 3.1.2 list the interference. There is no mention for the “Waste Heat Recovery Units.” I think some of the vessels have had modifications but no drawings were included (or referenced) to show any other configuration.
How is the contractor to price the Waste Heat Recovery Units?
Paragraph 3.4.2 “Remove and retain Exhaust Mufflers. With Waste Heat Recovery Units there are no mufflers. The Emergency Generator has an Exhaust Silencer, but the Emergency Diesel Generator was not addressed in this item.
ANSWER: The 270 vessels do not have any Waste Heat Recovery Towers.

34. QUESTION: Cannot locate Standard Spec 3141 on the disk.
ANSWER: Deleted. SFLC does not provide copies of the Standard Specification.
Standard Specifications can be obtained on line.
35. QUESTION: Items 15, 16, 17 and 18 do not indicate what level maintenance is to be performed.
ANSWER: See revised Schedule of Supplies/Services pricing sheet.
