Amendment Number A00004
14A. This Amendment is issued to answer the following questions submitted in response to this Solicitation.
QUESTION: RFP Section L, .3, page 45, Volume I – Technical, requires the submission of the “Proposed propulsion system arrangement drawing”. For this drawing to be useful for proposal evaluation purposes, as well as to permit proper design of the replacement system, we request that the Government provide a dimensionally accurate arrangement drawing and structural drawings of the EAGLE engine room, preferably in
CAD format. The pdf drawings do not provide sufficiently reliable scale due to distortions that might occur during the scanning process.
ANSWER: The Government does not have a drawing. All available drawings have been provided. The intent is for the offeror to adequately show that their proposed solution will meet dimensional requirements and can be installed in the machinery space. The level of detailed required to adequately express this is left up to the offeror.
QUESTION: SOW Paragraph 3.3.8 requires that “ The Contractor shall supply as part of their proposal any additional equipment and components that 1) are OEM specific and are required for proper installation, 2) are greater than $2,500.00 in price, or [emphasis added] 3) have a lead time greater than six (6) weeks.” The amount of $2500 is relatively small for material purchases and may result in the contractor having to deliver miscellaneous piping, cabling, ducting, insulation, steel plates, etc., that would be much more efficiently ordered and stored by the Coast Guard Yard closer to the repair availability period. Would the Government consider raising that amount or specifically excluding these type of components or clarifying if this type of material is not intended to be contractor-furnished?
ANSWER: The specification requires offerors to provide individual pieces of equipment above the micro purchase threshold that will be required for proper installation. This does not include miscellaneous and bulk installation items such as cabling, piping, insulation, etc. This is intended for custom manufactured pieces or specialty equipment required for proper installation. The dollar threshold shall be applied per unit.
QUESTION: We request that the Government consider an extension to the proposal deadline for the following reasons, such that the Government could be more assured of obtaining multiple, technically valid, and competitively-priced proposals:
a. The amount of technical data, as well as the analysis required to generate some of it, specified for Volume 1 on page 45 is extensive and will take time to gather and organize properly.
b. The drawings provided with the RFP, while helpful, do not provide all of the information required to perform adequate engineering to demonstrate the validity of the design to the Government, requiring possibly better drawings (such as requested by a separate question) or a follow-on shipcheck.
c. The time available after a preliminary design is completed and the need to verify emergent critical dimensions may require a follow-on shipcheck that would have to be coordinated with the COR and crew, and that could result in insufficient time to make corrections before the current due date.
d. The RFP response time also includes the Thanksgiving holiday.
ANSWER: The due date for receipt of quotations is extended until 2:00 PM EST on December 15, 2015.
QUESTION: Section 252.4, “Engine Room Control Station Arrangement”, of the Technical Specification requires that “… the following components [of the new Propulsion Control & Monitoring System] shall be integrated into the existing engine control console: Two (2) minimum 19” color, touch screen displays…” It will be virtually impossible to integrate the PCMS and these screens in the existing ECC while also retaining the legacy gages, indicators, and controls that are not affected by the re-powering modifications, due to space constraints. Will it be acceptable to replace the existing console with a new console as long as it has approximately the same footprint?
ANSWER: Yes, it will be acceptable to replace the existing console with a new console as long it has the same footprint.
QUESTION: Spec Section 200.4.1 reads “Design, construction, inspection, and testing of the diesel engine, reversing reduction gear, line shaft bearings, propulsion control and monitoring system (PCMS), propeller
(optional), sail clutch (optional), external thrust bearing (optional) and all other propulsion components shall be in compliance with American Bureau of Shipping (ABS) Steel Vessel Rules (SVR) and all propulsion equipment shall be ABS Type Approved or ABS Certified.” SOW Section 3.2.4.1 reads in part – “…the Contractor shall also supply the ABS certification documentation for all equipment.” The vessel is not ABS classed. Is the intent for the scope of supply to meet “Type Approval” only or is the scope of supply required to be “ABS Certified” with certificates? Section 200.4.1. clearly leaves an option for providing type approved hardware. However, the language of section 3.2.4.1 indicates that perhaps certificates “ABS certification documentation” are required.
The propulsion equipment scope of supply and testing will be different between ABS type approved and ABS certified. Type approved scope will be the standard COTS material, which is ABS type approved. Likewise, the factory testing will be the engine vendor’s standard testing. If certificates/certification is required, the scope will have ABS certified components and factory testing will be according to ABS classification rules and witnessed by an ABS surveyor, at higher cost.
ANSWER: If equipment is not ABS Type Approved then it must be ABS Certified. The goal is to ensure that only equipment that is marine grade and has been reviewed/approved by a third party is provided and installed.
QUESTION: The Engine and PCMS components we are considering require 24vdc main and backup power sources (100-125 amps each). Examination of the GFI ship drawings, and specifically the Power Systems One-
Line Diagram, that depicts 24vdc power supplies and/or distribution. What provisions are available, if any, for these DC power sources?
ANSWER: Contractors shall assume that 24VDC power is not available. The approach for addressing this shall be covered in their proposal. All ABS SVR shall be complied with.
QUESTION: SOW Paragraph 3.2.3.4 describes the requirements for preparing the Work Specifications and states “All tasking required to be performed by the installing activity [ostensibly the Coast Guard Yard] shall be captured in the specification.” Paragraph 3.2.3.4.3 describes the requirements for Dock and Sea Trials that the
Contractor must capture in the work specification. It defines three types of trials:
· 3.2.3.4.3.1.2 – Dock Trial
· 3.2.3.4.3.1.3 – Sea Trial
· 3.2.3.4.3.1.4 – Open Water and Cavitation Tests for the propeller design
Propeller open water and cavitation tests are conducted in tanks using model propellers. They are not commonly conducted due to cost and because propeller design has advanced significantly in recent years. However, if done, they would occur before the propeller is manufactured to confirm its hydrodynamic performance, and would not be done by an installing activity. There is no requirement for these tests in the Technical
Specification Section 245 for the propeller, including in the section for the factory acceptance testing, where it would be expected to be cited if intended to be conducted by the Contractor. Please clarify the Contractor’s responsibility with regard to these tests.
ANSWER: Section 3.2.3.4.3.1.4 is hereby deleted from the specification. Offerors shall outline their propeller selection process in their proposal.
14B. The due date for receipt of quotations is revised. Quotations are due by 2:00 PM EST on December 15, 2015.
14C. Offeror’s are required to sign and return one copy of the Amendment with their quotation. Failure to return a signed copy may render the quotation unacceptable and the quotation may be eliminated from further consideration.
