Amendment Number A00001
14A. This Amendment is issued to answer the following questions submitted in response to this Solicitation.
QUESTION: Is the maximum bhp of the engine 1025 that is required? Would there be an exception to provide 1,000 bhp? or would you require at minimum 1025 bhp of current design?
ANSWER: The BHP that is outlined in the specification is for the existing propulsion system. The HP requirements for the new system will be dependent upon several factors that are to be evaluated and addressed in your quotation.
QUESTION: Is there an operational profile of the vessel, only seen prop demand curve, but nothing specific to amount of time spent loitering or cruising. If you can provide that, would be greatly appreciated.
ANSWER: The engine and all propulsion components shall be rated for continuous duty. See specification section 200.3.2. ("Propulsion system components shall be rated for continuous power of which 80 percent is required to propel USCGC Eagle at 10 knots at full load displacement...").
QUESTION: Will there be a separate bid process for installation of equipment? Or will the USCG cadets and personnel be responsible to over-haul the existing equipment and re-install new equipment provided?
ANSWER: No, there will not be a separate request for installation. Installation shall be completed at the Coast
Guard Yard by Yard personnel with OEM oversight as identified in the specification.
QUESTION: Who is responsible for shipping of equipment? Are we to provide separate pricing breakout for each equipment piece, or is this FOB factory and the USCG is responsible for pick-up?
ANSWER: As indicated in Section F.1 of the solicitation, Federal Acquisition Regulation (FAR) Clause
52.247-34, F.O.B. Destination, shipping shall be F.O.B. Destination to the U.S. Coast Guard Yard, 2401
Hawkins Point Road, Baltimore, MD 21226.
QUESTION: Looking over the drawings supplied, it looks like at one time, the vessel was equipped with an external thrust bearing as well as a sail clutch. But the drawing is titled sail clutch removal and shaft modifications. It appears from the drawing that they were both the external thrust and the sail clutch were removed and replaced with a line shaft spool assy. See drawing 2.1.7 - 327-WIX_4301_9. Can you please confirm this?
ANSWER: The sail clutch and external thrust bearing were removed in the 1980’s when the existing diesel and reduction gear were installed. This information has been provided to give offerors a greater number of arrangement options to choose from in order to provide the best overall value to the government. This shall be determined by the offeror and addressed in your quotation.
QUESTION: Why does the USCG list sail clutch and external thrust bearing as optional? Do you require an external thrust bearing? Can the gear freewheel while sailing or do you require a separate prop shaft clutch?
ANSWER: Having the gear freewheel while sailing is one option (as long as it’s designed for this type of operation). Having a sail clutch with external thrust bearing to decouple the reduction gear is another potential option. The optimal propulsion system arrangement (weighing initial cost, performance, reliability, etc) is to be proposed by the offeror and detailed in your quotation.
QUESTION: The SOW requires line shaft bearings as part of our offering. The drawings provided, but the ship drawings provided do not provide sufficient detail to allow us to quote them. Drawing 327-
WIX_4301_6_1 seems to indicate where the 4 bearings are located & the OD of the shaft but contain no other details related information to the bearings. Can you please provide detail?
ANSWER: Notional dimensions below are provided for guidance only. The final proposed bearings must meet the technical requirements outlined in Section 244.1 of the specification.
14B. The due date for receipt of quotations remains unchanged.
14C. Offeror’s are required to sign and return one copy of the Amendment with their quotation. Failure to return a signed copy may render the quotation unacceptable and the quotation may be eliminated from further consideration.
