Amendment Number A00002

14A. This Amendment is issued to answer the following questions submitted in response to this Solicitation.

QUESTION: SOW Section 3.5.6 “Installation & Commissioning” requires that the Contractor provide field service engineer/technician support at the Coast Guard Yard to assist during initial set-up, testing, commissioning, light-off and adjustment for optimum performance of the equipment and systems. The exact durations of this support are not stipulated and clearly won’t be known until these events actually occur as they will be completely dependent on the yard’s schedule and performance of the work. Section B includes CLIN

0003 for “Equipment” and CLIN 0006 for “Onsite Technical Representative Support”. The former is firm fixed price and the latter is Time & Materials, requiring only a day rate. Please clarify if the tech rep services for the

In-Yard period should be estimated and included in CLIN 0003 or will be ordered on a T&M basis under CLIN

0006. We note that the actual execution might occur during the First Option Year and that the question also applies to CLINs 1003 and 1006.

ANSWER: All required Technical Representative Services will be ordered under CLIN 0006 and each corresponding option year CLIN. This is NOT a time-and-materials CLIN. This is a fixed-price CLIN. As stated in the solicitation, this is the price the Government will be obligated to pay for a straight 8-hour day. The actual number of days required will be identified on each individual fixed-price delivery order issued under the resultant contract.

QUESTION: SOW Section 3.5.7 “Training” requires that the Contractor provide three days of on-board training for the crew. Please clarify if the price of this training is to be included in CLIN 0003 “Equipment” or

CLIN 0004 “Logistics”.

ANSWER: Training will be ordered one time under CLIN 0006. As stated in the solicitation, this is the price the

Government will be obligated to pay for a straight 8-hour day. The actual number of days required will be identified on each individual fixed-price delivery order issued under the resultant contract. Therefore, if the specification states three days are required, the delivery order will be issued for 3 days at the flat rate proposed.

CLIN 0004 is for the development and submission of Data For Provisioning (DFP) ONLY.

QUESTION: CLIN 0006 “Onsite Technical Representative Support” stipulates that for travel, the Government will not reimburse the Contractor for “G&A”. G&A costs are mandated by DCAA accounting practices to be apportioned to all Contractor incurred cost such as travel. Will the Coast Guard reconsider not allowing G&A so that the Contractor can recover the G&A costs that will be associated with this contract?

ANSWER: As indicated in the solicitation, the resultant award will be a fixed-price contract. CLIN 0006, and each corresponding option year CLIN, states the Government will not reimburse direct costs such as G&A, burdens, miles, on personal car to and from the airport or labor costs to and from the travel destination. The

Government will not reconsider this. If G&A is applicable to such administrative activities as scheduling travel then the fixed price labor rate proposed should include this amount.
