ANSWERS TO INDUSTRY QUESTIONS:

1) The posted patterns on the above referenced solicitation does not show the “drainage holes” per the specifications. Is this an error on the pattern?

Answer: The drainage holes are not on pattern, see page 4, 3.3, Figure 2.

2) In the description for the Elastic Webbing, purchase description for trousers, the description reads “ that the webbing shall be 1 inch wide … Two sentences later it states that it should conform to QST style….., 1.5”.

3.7.5 Elastic Webbing. The elastic webbing for the trouser cargo pocket shall be 1 inch wide and conform to equal to or better performance of Type II, class 1 of MIL-W-5664 or QST style 150- 43171RA, 1 ½ * 1/16 inches or equal as specified in Table I. Elastic ends shall be heat cut to prevent raveling. When 1-½ inch elastic is used, the manufacturer will adjust patterns to accommodate the wider elastic without altering finished dimensions created by GFM patterns and stitching.

Is the webbing supposed to be 1” or 1.5”?

Answer: The webbing should be 1 1/2" wide.

3) If we have no hook and loop as specification requested for the HSCG23-08-R-PUD000 Solicitation, Can we replace with another hook and loop, then specify by written?

Answer: No, all trim needs to be per specification.

4) Are alternate materials allowed for the PDM’s?

Answer: No

5) In the conference meeting, it was mentioned that the pockets flaps, belt loops and trouser left fly were to be interlined (fused).

Trouser Spec: page 4; paragraph 3.6.1 Interlining = refers only to the pocket flaps.

Page 6; paragraph 3.7.2 Interlining = refers only to the pocket flaps, however, page 12 – Table IV = refers to pockets flaps and left fly - Belt loops are not mentioned at all. Please confirm what is to be fused:

Pockets Flaps - yes

Left front fly - yes

Belt Loops - ??

Answer: Belt Loops are not fused.

6) Page 11 – Table III: Seam types = refers to “Hip pockets, knee pad welt opening construction”.

In the conference meeting it was mentioned that this item would not have knee pads, however the knee pad welt opening requirement appears on the pattern for the trousers. Please clarify.

Answer: CDTO will check pattern.

7) Trousers spec – Page 13, Table V – “List of patterns parts that may be cut from seconds”

a) Calls for “back” to be cut from seconds?

Answer: Back is not a second.

b) Calls for Side hanging pocket bearer – cut from seconds? This part is visible.

Answer: Side hanging pocket bearer is not a second.

c) Page 6; 3.7.1 = indicates that the side and hip hanging pockets, waistband lining “shall be basic material” However in Table V, states they can be cut from seconds = Can they?

Answer: Waistband lining and side and hip pocket hanging pockets can be seconds.

At the conference meeting it was mentioned that the “waistband lining” could be cut from seconds. Can it?

Answer: Yes

8) Trouser Pattern:

(a) Hip Pocket Flap: Indications for the buttonholes on the pattern are not evenly spaced (from the edges). There is a difference of 3/16 inch.

Answer: CDTO will check.

(b) Cargo pocket eyelets: No markings on the pattern = discrepancy between the Trouser spec page 4; paragraph 3.3 Design & Construction and Figure 2 (page 24) Sentence 5: “Indicates that the pleats face the back of the trousers”

But, sentences 10 and 11 say: “Drainage holes are positioned in the cargo pocket bellow positioned near the BACK of the pocket.”

Makes reference to Figure 2.

Figure 2 shows the stitched eyelet on the second (near the front of the trousers). Please clarify.

Answer: CDTO will check.

9) What is the correct button color for the ODU shirt? (Specification states a match to blue 3362 and the sample buttons were black).

Answer: The color is to match CG 3362 shade. A supplier of this button is US Button, Sandy, 861- 928-2707.

11) Is the X-stitch patterns required on hook and loop fastener used on pockets and pocket flap?

(Specification states both hook and loop require X-stitch. The Government sample did not have the X-stitch on the hook and loop).

Answer: The hook and loop is sewn with a box stitch and x stitch through the box stitch in one continuous sew tack.

12) Is the offset seam alignment the correct method for the under arm felled scam crossover? (It was noted at the conference that it was the correct method for trouser crotch scam crossover, but no mention was made of shirt).

Answer: This system does not apply to the shirt sideseam.

13) Is there a finished dimension for the finished collar length? The collar length is the measurement of the neckline where the collar is attached into the body of the shirt and is critical to correct construction. (If there is not a measurement table, we will rely on pattern for correct collar length dimensions.)

Answer: Use pattern for collar length dimensions.

14) Clarification - During the proposal conference, Mr. DeBlase noted that a change had been made to the shirt cuff. I believe that he stated that the shirt had a sewn-on cuff. In our review of the sample, the shirt cuff was no different from the original ODU cuff.

Answer: The cuff is the same as the current Tucked ODU.

15) What is the correct elastic width in top of cargo pocket? (The specification stated 1" and sample contains 1 1/2")

Answer: 1 1/2"

16) Does the ODU trouser have knee pad welt opening? The Scam Type Table on page 11 of the specification cites the welt opening, but there is no mention of it in 3.3 Design and Construction.

Answer: There is no knee pad welt opening.

17) Does the exposed left fly fusible interlining color have to be white? (Specification does not indicate a color).

Answer: Another color fusible can be used as long as it meets the quality specification of the interlining.

18) Are there any "special measurement" requirements under this solicitation? (We have normally provided "special measurement" garment under our Government contracts).

Answer: Yes, there will be special measurements requirements for this contract. Please discuss your ability to produce special measurements in the report.

19) Do we need to submit a price for female and men's shirt separately? PDM for each one or only for Men's shirt?

Answer: The men's size is the PDM requirement. You may submit a price for a female and men’s shirt separately.

20) In order to adjust the patterns we need the finished measurements of the cargo pockets. Can these measurements be provided?

Answer: Current pattern will determine finished dimensions. CDTO will supply finished cargo pocket dimensions.

21) On the Pre-Proposal Conference we were told that the knee pad welt opening was not going to be on the garment, but the pattern has the knee pad welt opening. Please clarify if the knee pat welt opening applies.

Answer: The trouser has a knee pad made of self fabric but does not have a knee pad opening to slip in a separate pad so a knee pad welt opening is unnecessary.

22) Can the waistband be sewn in one part instead of two parts?

Answer: The waistband is a two piece waistband. No, the waistband can not be one piece.

The patterns have a two piece waistband.

23) In Amendment #1, question #2, the SNC Lead Engineer asked about the tariff of sizes that would be purchased under this solicitation. The response was that the tariff is in table 1 of both specs. You are correct in that the table lists all of the sizes that will (or could) be purchased under this program, but it does not tell us how many of each size will be purchased. A true tariff of sizes will list all of the sizes in the distribution and then what % will be bought of each. This is necessary information so that industry can properly calculate the total fabric requirements. If the exact % by size is not known a statement that the average size will be X is adequate. For example if we use the 40R Shirt as the mean and you purchase quantities that balance at 44R we would be taking a loss on this program.

Answer: The estimated weighted quantities are being investigated.

24) Our latest problem making the CG PDMs is that the embroidery tapes that we downloaded create a design that is much larger than is specified in the specifications for the USCG Trouser and Coat. Can you please advise us on that?

Answer: The dimensions of the embroidery can be increased or made smaller with embroidery software.

25) Trousers: 1) The eyelets are not identified on the pattern. 2) Flaps - have no notches to identify where to fold. Shirts: Front Facing - no marks for placement.

Yes, there are no eyelets on cargo pattern, no notches on flaps and no front facing marks.
