FAR (48 CFR) 53.243

1) On the pencil pocket (breast pocket) what will be the hem measurements? Does it has clean finish?

ANSWER: Yes, the pocket has a clean finish. Use pattern for finished dimensions.

2) Table IV. List of patterns parts, refer to :

Cargo Pocket Facing

CARGO PKT FAC

We didn’t find that part in the patterns, can you verify?

ANSWER: There is no cargo pocket facing in this trouser.

3) TABLE V. List of pattern parts that may be cut from seconds

Back

BACK

Also, that part refer to cut from second, can you confirm ?

ANSWER: Back is not cut from second.

4) Spec – Page 4 calls for (Design):

“The bottom hem on each leg has horizontal buttonholes for blousing.”

The pattern doesn’t have marks for this. Where should they be placed?

ANSWER: Pant bottom buttonhole location is on Pant pattern.

5) Belt loop operation: (Attachment)

We have contacted our machines and equipment suppliers but have not been able to locate a coverstitch machine that meets the requirements needed to comply with the specific gauge to yield a ¾” wide belt loop with edge margins of 1/16” to 1/8” on each side (please see following figure). On the other hand we would be able to provide a ¾” wide loop with a ¼” coverstitch at the center and ¼” side edges should you approve for us to do it. Please advise if this alternative is viable.

ANSWER: Alternate loop not acceptable, Belt Loop is made on lockstitch (301 stitch class) machine.

6) Trousers:

Labels: Which labels must be separate and which may be combined? What must be on the combined labels?

In the trouser specification:

Paragraph 3.8 states that there will be 3 labels:

- Size

- Identification

- Care

It notes that the identification and care labels may be combined.

It does not mention an instruction label

Paragraph 3.8.4.1 provides additional information on the combination identification / care label

Pargraph 3.9. states that there can be a combination identification / instruction label

Paragraph 3.9.2 outlines the instruction label content. Numbers 3,4,5,6 of the instruction label are the same as numbers 2,3,4,5 of the care label

a) Please certify that the size label must be separate.

ANSWER: Yes, size label separate (shirt and trouser)

b) Please deconflict which labels may be combined identification / care, identification / instruction or if we can add numbers 1 & 2 from the instruction label to the care label and provide a size label and a combined identification / care label as originally noted in paragraph

3.8. e.g.

To the 6 items already listed on the care label in Paragraph 3.8.2. page 8 add 1. “Adjust size by straps on waistband” and 2. Blouse trousers outside of boots” and then combine this with the identification label for a combined identification / care / instruction label.

ANSWER: Combine identification and care/instruction label, see para.3.9.1. For 3.8.2 page 8 add 1-concur see 3.8.3 6c.

c) This will then provide for no more than 3 labels and no less than 2 as I believe is your intent.

ANSWER: Concur

7) Item Name: Which is the correct item name?

Para 3.8.2 Care Label shows the description of the item as:

Trouser, Operational Dress USCG Blue 3362

Para 3.9.2. Instruction label shows the description of the item as:

TROUSERS OPERATIONAL DRESS UNIFORM UNTUCKED

ANSWER: Trouser, Operational Dress USCG Blue 3362 - Para 3.8.2 is correct.

Para 3.9.2 is updated in PD.

8) Shirts:

Labels: Content and style

Paragraph: 3.7.1 - What color is the background for the USCG Exclusive Label?

ANSWER: TBD at later date.

9) Paragraphs 3.7.1. and 3.7.2. - Can the size be omitted from the exclusive label to cut down on costs due to multiple sizes and the fact that it will also appear on the combined label?

ANSWER: NO

10) We are confronting difficulties in getting the Black, Alternate Seam Thread (T-45/V-T-295).

Our supplier does not have this in stock and requires a purchase minimum of 22 cones (see message below). In addition, there is a lead time that we have to deal with. We do have this same type (T-45) of thread in a different color, Camo Green.

An option would be to sew with Black 50/2 Thread (A-A-50199). Please advise.

ANSWER: Alternative Seam Thread (T-45/V-T-295) is required. If black is not available then another shade of the same type thread size will be allowed on PDM's but must be identified as so by contractor. Black 50/2 is not acceptable as Alternate Seam Thread on

PDM.

ANSWER TO AMEMDMENT 4 – QUESTION 10

10) Could you please clarify the Hook & Loop issue? Our supplier says type I is woven, not extruded.

ANSWER: Hook and Loop requirements are as follows for Shirt Specification only:

A-A-55126 – Fastener, Tape, Hook & Pile, Synthetic

3.6.3 Fastener tape (hook & loop). Fastener tape for the shirt shall be 1 inch by 1 inch square.

Fastener tape shall conform to type I class 1 of A-A-55126 except that it shall be extruded hook, nylon base, low profile “wash & wear” YKK Style HDPE (SA200) for the hook and YKK Style NYL-LP for the loop or equal commercial tape. It shall not pick up lint after 5 home launderings when tested as specified in AATCC 135 using a high degree of cotton ballast. The color of the hook and loop shall be black. Sew two one inch squares of hook fastener tape on breast pocket flap, through pocket flap as per marks on pattern. Stitch on all four sides 1/16 inch from edges continuing on with an “X” stitched through the center of the square in one operation. The stitching must overlap three starting stitches at the end of the cycle. Sew two one inch squares of loop fastener tape on each breast pocket and pocket facings per marks on patterns. Stitch on all four sides 1/16 inch from edges continuing on with an “X” stitched through the center of the square in one operation. The stitching must overlap three starting stitches or back tack three stitches at the end of the cycle. Stitch type shall be 301, seam stitching type shall be LSbj-1, stitches per inch 10-14, thread needle shall be 50, and bobbin 50. See Figure 3.

ANSWERS TO QUESTIONS FROM AMENDMENT 3

1) The posted patterns on the above referenced solicitation does not show the "drainage holes" per the specification. Is this an error on the pattern?

Answer: See modified patterns in Pattern File 01 posted December 18 2007.

3) If we have no hook and loop as specification requested for the HSCG23-08-R-PUD000 Solicitation, can we replace with another hook and loop, then specify by written?

Answer: Hook and Loop requirements are as follows for the Shirt Specification only:

6) Page 11 - Table III: Seam Types = refers to "Hip pocket, knee pad welt opening construction" In the conference meeting it was mentioned that this item would not have knee pads, however the knee pad welt opening requirement appears on the pattern for the trousers. Please clarify.

ANSWER: Disregard welt opening on pant from pattern.

8) Trouser Pattern

(a) Hip Pocket Flap: Indications for the buttonholes on the patterns are not evenly spaced (from the edges). There is a difference of 3/16 inch.

ANSWER: Use buttonholes on pattern

(b) Cargo pocket eyelets: No markings on the pattern = discrepancy between the Trouser spec page 4; paragraph 3.3 Design and Construction and Figure 2 (page 24) Sentence 5: "Indicated that the pleats face the back of the trousers" But sentence 10 and 11 says: "Drainage holes are positioned in the cargo pocket bellow positioned near the BACK of the pocket" Figure 2 shows the stitched eyelet on the second (near the front of the trousers). Please clarify.

ANSWER: Use modified cargo pocket pattern

20) In order to adjust the patterns we need the finished measurements of the cargo pockets. Can these measurements be provided?

ANSWER: Finished cargo pocket will determine the finished measurements.

25) Trousers: 1) The eyelets are not identified on the pattern. 2) Flaps - have no notches to identify where to fold. Shirts: Front facing - no marks for placement.

ANSWER: Use modified cargo pattern flap pattern and front facing in updated Pattern File 01.
