FAR (48 CFR) 53.243

The following items will be accepted as alternate trim items for the ODU PDM if pre-acknowledged by the contractor that it is a substitute to the spec product for PDM purposes only.

(1) Slide Fastener- Type 1, Style 1, camlock, size LM will be accepted on PDM if Type 1, style 4, automatic lock, size 3-4 can not be delivered to expeditiously complete PDM.

(2) The Alternate Seam Thread can be a shade other than black for the PDM so long as the thread type and quality is maintained. Contractors please disclose use of another shade if black is not available before the close of solicitation.

(3) All other trim item must be compliant to PD.

ANSWERS TO QUESTIONS:

1) The prototype presented at the Pre-Proposal Conference on November 29, 2007 had the waistband constructed with three needles. The trouser specification, Page 3, Table III “Seam Types” says the waistband is LSK-2. We had reviewed the ASTM D 6193, Page 78 and says the Seam Type LSK-2 it’s only constructed with 2 needles. Please clarify.

Answer: LSK-2 is correct

2) Could you have some one confirm the type and class of the fusible cloth? This is what our supplier advised:

According to the military direction, they are looking for binder bonded saturate with a polyethylene adhesive. We have never done that particular combination, we can’t think of anyone who does. If we can offer another product, please let me know.

Answer: See answer to question #3

3) Is there a possibility that there is a typographical error on the interlining specification? The industry standard is type V, Class 3, style B.

Answer: For shirt specification, use paragraph 3.6.1 for requirements, paragraph 3.6.5 and paragraph 3.3.6 have been deleted

Answer: For trouser specification, use paragraph 3.6.1 for requirements, paragraph 3.7.2 and paragraph 3.7.3 have been deleted

4) Amendment 0004, question 8 – shirt – this questions is asking about a pencil compartment on the left front fly, but the shirt has a concealed pencil pocket. Please confirm that it has to have the pencil compartment also.

Answer: The shirt has a concealed pencil pocket in the fly front as well as the breast pocket

5) Page 8 of the trouser spec size label for the PDM medium regular states inseam: 29 1/2 to 32 1/2 in. Page 18 of the finished dimensions table states medium regular inseam of 33 1/4.

Question: Should vendor use finished dimensions versus size label for inseam?

Answer: Use spec size label information 29 1/2- 32 1/2inches.

6) Our fusing supplier has indicated the following:

There is nothing available that conforms to Type VI Class 3 Style B. The difference between Type V and Type VI is the base Non-Woven. The fusible component, weight and performance of Type V is the same as Type VI. We cannot get Type VI made. This base is no longer available.

Please provide clarification on this issue.

Answer: Answer: For shirt specification, use paragraph 3.6.1 for requirements, paragraph

3.6.5 and paragraph 3.3.6 have been deleted

Answer: For trouser specification, use paragraph 3.6.1 for requirements, paragraph 3.7.2 and paragraph 3.7.3 have been deleted

7) When we got our PDM made and checked the measurements we found that the inseam measurement was out of spec and then today we opened a new front pattern (that was sent to eliminate the welt on the knee patch) and found that that front had been changed and 1" had been added to the length.

What going on with the patterns and what are we to do with the PDM we have made?

The front panel in Sol 02 Posted Dec.19 is the original front panel without the internal knee welt seam. If the PDM was made without a welt seam as stated numerously in questions using the original front panel then the pant PDM will be acceptable.
