SDA Tranche 0 Launch Service 4 October 2020
Statement of Work
1.0 Introduction
The Space Development Agency (SDA) is responsible for orchestrating the Department of Defense’s future threat-driven space architecture and accelerating the development and fielding of new military space capabilities necessary to ensure our technological and military advantage in space for national defense. To achieve this mission, SDA will unify and integrate next-generation space capabilities to deliver the National Defense Space Architecture (NDSA), a resilient military sensing and data transport capability via a proliferated space architecture primarily in Low Earth Orbit (LEO). Tranche-0, or the warfighter immersion tranche, consists of 28 Transport and Tracking satellites providing periodic, regional sensing and data transport capabilities, including the capability to detect hypersonic glide vehicles and to disseminate time-sensitive targeting solutions over tactical data links.
2.0 Scope and Requirements
2.1 Scope
The Space Development Agency (SDA) is seeking launch services for twenty-eight (28) Satellite Vehicles (SVs) of two different types (Transport and Tracking) in two (2) circular 950 km near-polar orbits, with an inclination between 80-100 degrees. The SDA Tranche-0 SV manifest will be divided into two planes of fourteen (14) spacecraft each, with the planes separated by approximately 31 degrees RAAN. The Launch Services Contractor (LSC) shall provide a Delivery-On-Orbit (DOO) service and shall determine the number of launches needed to meet these requirements, with the first launch required in September 2022, and the entire constellation on orbit as close as possible to September 2022, but no later than 31 March 2023.
This Statement of Work (SOW) defines the LSC requirements to provide launch services to the Government for the SDA SVs.
2.2 Objectives
The objectives of this launch services procurement are to:
a. Deliver the SDA SVs to the specified orbits
b. Incorporate best commercial and safety practices and regulations
c. Comply with all classification guidance, ITAR, and US launch policy and statutes, as required. LSC must be able to integrate and launch non-sight sensitive, classified components.
2.3 Planning
The LSC shall furnish all services to enable the SDA launch activities including, but not limited to: program management, early integration studies, mission integration, receiving shipment of satellite, launch site support, ground and flight system safety, and performance assurance.
The LSC shall complete an early integration study to enable coordination with the SV providers in preparing launch planning activities and provide the predicted launch vehicle environments to the SV providers. Potential mitigation approaches should be identified for any environments which exceed typical design levels.
The LSC shall be responsible for obtaining any necessary approval/licensing (i.e., Federal Aviation Administration) to successfully deliver the procured launch service. The LSC shall be responsible for all integration and range services necessary to successfully deliver the launch service. The LSC shall make all arrangements with the responsible authorities for the required launch range authorization and support for vehicle processing; integrated payload/vehicle processing, launch; and launch site maintenance and modifications, if required.

• Four (4) Tracking SVs at 308kg +/- 15kg each = 1,292kg max
• Total maximum Tranche-0 mass-to-orbit = 10,164kg (not including mass of separation systems)
The LSC shall deploy the SDA satellites into orbits with the following characteristics:
• Apogee: 950km +/- 11.1km
• Perigee: 950km +/- 3.7km
• Inclination between 80-100deg +/- 0.05deg
• RAAN separation of 31 deg +/- 1deg (possibly lower RAAN separation, as negotiated)
The Government will not restrict the LSC from using any additional payload capacity for other purposes or clients, as long as the SDA schedule, orbital parameters, and security requirements are still met, contingent upon SDA approval.
The LSC shall perform launch vehicle planning, analysis, design, development, production, integration, and testing required to provide the launch service appropriate to transport the payload to the desired orbit.
2.6 Compliance Documents
