TECHNICAL EXHIBIT 4

PERFORMANCE REQUIREMENTS SUMMARY

The Contractor’s service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

The Contractor shall support a successful partnership between the Contractor and the Government that will enable the completion of tasks within cost, on schedule, and to acceptable levels of quality and performance.

Contractor establishes goals, objectives and strategies that will ensure program objectives are achieved and quality products are delivered on cost and on schedule 100% of the time.

commonly accepted technical, professional, environmental, or safety and health standards).

Ability to integrate and facilitate program wide changes, proactively identify problems and take corrective action and foster partnering.

Contractor is able to facilitate project specific changes into Program-wide solutions quickly and with minimal disruption to the program.

Contractor facilitates and integrates tenant requested changes, evaluates such changes relative to cost and schedule and provides

90% customer feedback is at least satisfactory.

Method of Surveillance professional recommendations.

Contractors assist the program in defining common goals, improving communication, and foster a problem-solving and consensus-building attitude among stakeholders, who must work together throughout contract performance to achieve program goals.

Contractor executes early identification of subcontractor problems and the timely application of corporate resources to preclude subcontractor problems from impacting overall prime contractor performance.

Contractor makes timely awards to subcontractors and manages subcontractors to be an integral part of the Contractor’s team.

Contractor Project Managers that lead projects hold at least bi-monthly IPT meetings (Government Invited).

Ability to coordinate and cooperate with Government representatives, Government Contractors, and customers.

Contractor effectively communicates with Government representatives and customers.

Contractor effectively coordinates, communicates and cooperates with other Government contracted contributors.

Customer concurrence on completed package.
