Solicitation: HQ003417R0028 Subject: Construction Management Technical Support Services
Amendment No. 2
General Questions
Number Interested Party Question Government Response 1 Will the Government considered utilizing NAICS code 541990 –
All other professional, scientific and technical services; 561990 – All Other Support Services for the solicitation to prevent large businesses from competing.
This is a total small business set-aside, large businesses cannot compete.
2 Regarding security clearance requirements, where should offerors place security documentation/certifications, and can this be allowed outside of the page limitations?
WHS has access to the offeror’s security information, please provide the cage code on the proposal cover sheet, which confirms the company’s security clearance.
3 Regarding the Security Clearance Requirement/Certification: the Solicitation states that “all companies aligning as a Joint Venture (JV) candidate must have an active security clearance individually by the proposal date.” In the case of a traditional prime-subconsultant teaming structure, does the security clearance only apply to the prime firm?
Yes, the secret clearance only applies to the Prime contractor in a traditional prime-subcontractor teaming structure which composes of a single prime contractor and multiple subcontractors. However, any contractor, prime or subcontractor, working at Raven Rock Mountain Complex must have a secret clearance.
4 H-17 “Invoicing Instruction- Supplementary” (Page 34 of 61), c.
states that FTEs are based on 156 hours/mo for a total of 1880 hours annually. Further below, section e. states that any leave taken must be deducted from the monthly billable rate using the hourly rate for periods where leave is taken. We believe the use of 1880 hours annually is an error, and should state 2080 hours annually. The 2080 hours can be derived by using 40 hour workweeks, for 52 weeks (2080 total annual hours). Using 2080 hours would support logical deductions for leave periods taken.
Special Clause H-17(c) states, 1880 hours per year/CFTE, is assumed. These hours refer to actual hours worked, including leave and federal holidays.
Yes, for billable rate purposes, the offeror should include costs for leave and federal holidays in the hourly/monthly rates in exhibit 11 – pricing submission. OPM current annual standards is 2087 hours. Quality Assurance personnel average annual hours may be 2279 including annual hours and expected overtime.

5 H-13 What is the government’s expectation of contract staffing personnel that will be required on Day 1 of contract performance?
A task order will be issued at time of award. At this time, it is anticipated that the first task order will account for the contractor’s contract manager.
6 Will the government please indicate where in the proposal the OCI-Disclosure statement and/or mitigation plan should be included? Please confirm that there is no page limit for this requirement.
If the offeror requires an OCI Disclosure, this is not included in the page limitations or technical documentation. Please include this information with the signed proposal and cover sheet.
7 Could the government please provide the historical numbers of task orders issued under the CMTSS Contract per year?
To date, an estimated 40 task orders have been issued on contract HQ0034-12-D-0007 in the last 5-years.
8 Could the government please provide the historical numbers of personnel assigned to each WHS-covered site in the NCR?

9 Could the government please indicate the expected or historical number of simultaneous task orders the CMTSS contractor would be required to execute
This information is unavailable. Task orders are executed based on project need, division need, and skill set required.
10 Could the government please provide information on the information technology (IT) systems in use by the incumbent contractor or WHS to track progress and performance against contractual metrics?
The government uses CPARS to track performance goals for contractors and utilizes the quality assurance surveillance plan and contractors quality control plan.
11 Can a JV qualify as a small-business if all small businesses do not qualify as a small business under the current NAICS code?
Under CFR 121.103(h), JV companies may submit an offer as a small business under the NAICS code as long as each business qualifies under the size standard. However, there are multiple programs available under SBA for partnering agreements, including the mentor-protégé program. Offerors are encouraged to contact their local SBA office and research which programs are best for their businesses.

12 Can a large business be a subcontractor to a small business prime contractor?
Yes, however, SBA has subcontract limitations for small business set-asides exceeding $150,000.00. The small business prime contractor must provide at least 50% of the contract cost for personnel. In addition, the solicitation requires a 50% small business participation throughout performance of the contract.

13 Is it the government’s intent to award a first task order for the contract manager will follow on task orders in the first 60 days for other LCAT positions?
Yes, this is the overall intent.
14 Please confirm how mobilization costs (HR, clearance/access, CAC cards, etc) are to be addressed. Should they be incorporated in the LCAT hourly rates or handled separately with each task order?
Mobilization periods begin once a task order has been released, the contractor has 60 days to clear employees and begin work.
This period accounts for recruitment, CAC Cards, and GVT resume reviews. When the employee receives a CAC card and reports to duty, the contractor may begin billing cycles.
15 Given the geographical differences between the NCR and Adams County, PA, we ask WHS consider establishing two sets of hourly rates for all LCAT positions, other than the contract manager.
We are unable to accommodate this request at this time;

16 Can the Government confirm that the contract manager is the only key personnel position
Yes, the contract manager is the only key personnel position.
However, all CFTE positions with minimum education and experience requirements require review and acceptance from the program office.

17 Can WHS issue a DD254 to each member company within the JV or only to the JV entity itself? If it is to the JV entity, does the JV itself then require a Secret Facility Clearance at proposal submission?
The DD254 is currently issued with the solicitation, see Exhibit 6 and 6b. The awarded DD254 will have the name of the Joint Venture.
The JV is not required to have a secret facility clearance at time or proposal submission; however, each company participating in the JV must have an active facility clearance at proposal submission, see technical evaluation RFP section “M” – security clearance
18 Can the government please confirm that this is a firm-fixed price level or effort type contract
This contract award will be a firm fixed price contract. Level of effort task orders may be evaluated at a later date.
19 Can the application for the CAC card be simultaneous with the application for the building pass? How long does it take to obtain a CAC card once an application has been completed on the CVS?
The awardee will work with the government program manager to submit the necessary paperwork to the WHS security office. If contractor personnel requesting CAC cards have a secret clearance, CAC cards may be issued within 5-7 days. If the CFTE does not have a secret clearance, they must pass a HSPD-12 process which may take as long as 30 days.
20 Can the government please extend proposal submission date? Yes, the proposal has been extended to Tuesday, June 6, 2017 at
12:00PM EST.
21 The government is decrementing invoicing for absences, or hours less than the hours performed. What is the intent for this and is the government indicating that a contractor cannot work over 156 hours a month?
See Question 4 – General Questions regarding 156 hours.
The awardee contractor is responsible for managing leave periods, training periods, or other benefits provided to their employees. As such, the government requests that these benefits are accounted for in the 2087 billable rate, assuming all employees work a normal 40 hours work week and expended all leave benefits. QA personnel may work up to 2279 annual hours.
Partial billing procedures account for work performed by the CFTE as direct performance on the contract. The billable rate of
2087 hours incorporates the contractors anticipated costs for all benefits to their employee. If contractor employees are expected to be absent for these periods, the contractor accounts for those used benefits in partial billings. Section H-17 has been clarified.
22 For pricing purposes, what is the Government’s guidance for Executive Orders (EO) that have an impact on direct labor?
Without additional information WHS can only answer this question as it relates to the current service contract act. SCA wage rate guidance is updated annually with each option year period. The contractor has the ability to request an adjustment if the wages in the executive order exceed the contractor’s pay rate.
23 Is there any software or computer hardware that the contractor is expected to provide?
No, there are no software or computer hardware that the contractor is expected to provide.
24 Does the RRMC subcontractors also have to have their facility clearance on the day the proposals are due?
No, the prime contractor is responsible for ensuring security procedures are met to perform the duties at all contract locations. Otherwise, the prime contractor must perform these duties with cleared personnel.
25 Does the subcontractor need a facility clearance if they are NOT being proposed to perform at RRMC?
No, they will not require a secret clearance.
26 If there is an incumbent, could you please provide the contract number?

27 Can the Washington Headquarters Services confirm that Representations and Certifications are not required to be included in the proposal; only confirmed to be up to date in sam.gov?
All certifications are to be completed in www.SAM.Gov
Performance Work Statement Questions
1 Sub-factor D – Transition Plan - indicates that the transition will take place over 60 days. However Section 1.6.19 of the Performance Work Statement (PWS) states: “During this period, CMTSS personnel will be phased out as existing construction projects are completed and successfully transitioned.” Please clarify how the transition process will be implemented for existing construction projects whose completion date is after the 60 day phase-in period?
Tranisiton plan section was clarified to include projects which cannot be transitioned during this time.
2 Sections 1.6.6, 1.6.11, 1.6.12, 1.6.13, 1.6.14 and 1.6.16 are all missing from the PWS. Can the Government confirm these are intentional omissions?
Confirmed, this error was corrected.
3 M-4 Evaluation Subfactor E conflicts with PWS 1.6.17. Is the correct criteria “experience with a preferred 2 years work experience with offeror?
PWS 1.6.17 was corrected to reflect a preferred 2 years’ experience.
4 Bullet k of Section 5.4, Project Design Services, states that contractor shall utilize GIS, CADD and other software tools to develop supportive documents, however, the GIS and CADD positions originally included in the draft RFP were removed from the current solicitation. Furthermore, the current remaining position descriptions do not include CADD or GIS expertise. Can the Government clarify the level of GIS and CADD document development support required and what their expectation is regarding which LCAT(s) requires these skill sets?
PWS Section 5.4 refers to WHS software systems which all employees may have to use in the Engineering Architecture Division to support the workload of design and construction projects. This section has been revised.
Previous labor categories for GIS Specialists and CADD specialists were located in section 5.6 – Other support activities and were removed prior to solicitation issuance.
5 Section 1.6.4 of the PWS states that: “QA personnel will normally be expected to work on nights and weekends exceeding the normal 40 hour work week.” Is the PWS stating that QA personnel will work 156 hours per month but with a work schedule that mimics construction activity (possibly nights and weekends)? Or is there an expectation that QA personnel will
Quality assurance inspectors are expected to have average annual hours of 2279. Historically QA personnel have worked an additional 8 hours every two weeks or an additional 16 hours per month.
work approximately 40 hours per week and also be required to work additional 'overtime' hours? Occasional overtime of exempt personnel is not compensated and as such not included in the hourly rate. If overtime is expected on a routine basis, how many hours per month should be factored into the hourly rate?
6 PWS Part, 4.2 lists all PPE. Medical surveillance is not considered PPE per OSHA. Would the Government please consider deleting this requirement?
Certain types of PPE may trigger medical surveillance. E.g., the type of respirator may require cardio and pulmonary function evaluation, and hearing protection my require consulting an audiologist if the noise exposure level and duration are sufficient. Those decisions and any field data to support it are employer responsibilities.
7 PWS Part 4 item “e” requires the Contractor to ‘Provide Medical Surveillance for potential workplace hazards…’, specifically calling out Silica and Asbestos; Are the Program work sites Asbestos free? Is there a Silica hazard at any worksite? OSHA Standard 3096, 2002 (Revised) titled “Asbestos Standard for the Construction Industry” provides the guidance industry uses for Asbestos compliance on Construction Projects. Please define which Class of Asbestos Construction as listed in the Standard will apply on a per facility basis.
CMTSS staff will do no asbestos abatement as they are observers. There could be projects which will involve removal of asbestos containing materials such as insulation and floor tiles.
While the CMTSS staff are expected to not be exposed, employers are responsible for ensuring their employees comply with applicable health and safety regulations.
8 If the Medical Surveillance requirement is to remain, how many test and follow up tests as required by the OSHA Standard are to be included in our pricing?
Those decisions and any field data to support it are employer responsibilities.
Instruction Questions
1 Can the Washington Headquarters Services confirm that there is not a font type specified for the Technical Proposal volume?
There is no particular font requirement for the proposal submissions. Fonts must be legible. See Section L – Instructions to Offerors, Volume I – Technical Proposal, paragraph 2.
2 Regarding Standard Form 33: is just the first page required in the price proposal, with Section B (pages 2-20 of Solicitation) equating to what offerors will complete in Exhibit 11 – Pricing?
Blocks 8, 15A, 15B, and 15C of the SF-33 should be filled out completely. The pricing submission – Exhibit 11 only needs to be filled out and submitted for Factor 3.
3 Will a cover letter in the technical proposal be counted within the page limitations?
No, cover letters are not included in the page limitations and are not evaluated as part of the technical proposals. See Section L – Instructions to Offerors, Volume I – Technical Proposal, paragraph 2.
4 Are 11x17 pages allowed, and if so, would they count as 1 or 2 pages?
Please submit charts in 8.5x11 formats, see Section L – Instructions to Offerors, Volume I – Technical Proposal, paragraph 2.
5 Are graphics, tables, and charts included in the font size and spacing requirement?
No, tables and charts are excluded. See Section L – Instructions to Offerors, Volume I – Technical Proposal, paragraph 2.
6 Does the Washington Headquarters Services want all volumes placed on 1 CD, or a CD for each volume?
1 CD with all volumes included.
7 Will WHS specify if double spacing is required for graphics, tables, etc. within the technical narrative?
Clarification provided, tables/graphics/resumes are excluded from double spacing and font size. However, they are included in the page limitations. See Section L – Instructions to Offerors, Volume I – Technical Proposal, paragraph 2.
8 Page one (form SF33) box 9 states “Sealed offers in original and 3 copies….” While page 55 of the RFP states “Submit one (1) original and two (2) copies…” Please clarify, is it 1 original and 2 copies, for a total of 3 or 1 original and 3 copies for a total of 4?

9 Will the Government please clarify if fold-out sheets can be used for certain graphics (e.g., transition schedule)?
See Question 4 – Instruction Questions above.
10 Please confirm if a 10pt font size and single spacing is acceptable for tables and figures presented within Volume I – Technical Proposal.
Tables and charts are excluded from font sizing and spacing requirements. See Section L – Instructions to Offerors, Volume I
– Technical Proposal, paragraph 2.
11 Volume I: Technical Proposal states that the Technical Proposal must not exceed 50 pages, with 10 pages allocated to each of the 5 Technical Sub-Factors. Do bidders have the latitude to exceed the 10 page maximum for a particular section as long as they stay within the 50 page volume limit? As an example, if a bidder chooses to only use 3 pages for the Key Personnel section, can the remaining 7 pages be applied to another section, such as Quality Control?
No, additional pages outside of the page limitations per subfactor will not be evaluated. However, the page limitations have been increased for Subfactor A-D, see Section L – Instructions to Offerors, Volume I – Technical Proposal, paragraph 1.
12 Please confirm if cover letters may be submitted with Volumes I, II and III of the proposal and considered in the evaluation. Cover letters provide a place for offerors to confirm key information of the requirements of the RFP (e.g. proposal validity period, authorized negotiator, etc.). Please also confirm if single spacing is acceptable for a cover letter and if a page limit would apply.
Cover letters are not evaluated or considered in part of the page limitations.
13 Please confirm the correct suite number for the proposal submission address, as there are differences in suite numbers provided in Items 7 and 8 of the SF33 versus Page 55 of the Solicitation. Specifically, should proposals be delivered to Suite 900 or Suite 1202?
See Section L-5 – Proposal Delivery, Instructions – Proposals are to be delivered or mailed to 1225 South Clark Street, Suite 1202, Arlington VA 22202.

Yes, the technical page limit has been increased for subfactors A-D, see Section L – Instructions to Offerors, Volume I – Technical Proposal, paragraph 2 .

Evaluation Questions
1 On page 59 of the Solicitation, there is a reference to
“attachment 3”. Is this meant to say Exhibit 9 or 10?
Yes, this was meant to say Exhibit 9.
2 Regarding past performance: Does the completed exhibit 10 that is sent directly to the Washington Headquarters Services also need to be included in the Offeror’s proposal? Or would the Offeror not have any Exhibit 10 documents in the Past Performance Volume, as they will have been sent directly to the Washington Headquarters Services?
See Exhibit 10 - Past performance questionnaires are submitted directly to WHS. Past performance questionnaires are not included in the offerors proposal submission. Offerors need only to submit Exhibit 9 – past performance data sheet.
3 Regarding Exhibit 10, Past Performance Questionnaire: Can the Washington Headquarters Services confirm that a signature on this exhibit 10 form is not required?
Correct, a signature is not required on Exhibit 10 – past performance questionnaire.
4 Historically similar DoD CM contracts have been full and open competition. Would WHS consider opening past performance to 6 or 7 years in an effort to enable small business to show historical similar and relevant contracts with respect to cost control, schedule, and quality along with recent projects to show longevity proving quality services?

6 Does the double spacing requirement apply to the resume? No, resume/tables/charts are omitted from this requirement.

7 Under the evaluation criteria for Past Performance, the government states that it will accept past performance references from subcontractors, predecessor companies, or key personnel. In the context of the acquisition strategy for this project (Small Business set-aside), what is the government’s definition of a “predecessor company?”
A predecessor company is a company which changed its name from a prior business to a new business, otherwise known as a novation.
8 In addition to the requirements and associated page number restrictions that have been established for Sub-factors A through E of the Technical Proposal, can an additional provision be made in the requirements for this Volume that would allow for an

10 If the $8M is adjectively rated, how would the Government rate an Offeror’s citation of less than $8M? Is the $8M a pass/fail, or adjectively rated?
See section M, evaluation criteria, volume II – Part Performance.
An offeror is rated adjectively as noted in the chart for this section. An offeror submitting a dollar value lower than the stipulated value may receive a lower relevancy rating and thus may not receive the highest confidence rating.
Note, the dollar value for relevancy has been lowered to $5 Million total contract value.
11 We request that the Government allow for broader educational options to include a BS in Management, a foundational educational accomplishment that meets the intent of the educational background, as long as the candidate holds one or more PE/RA certifications, and rate this criteria adjectivally.
A Bachelor in Management is not acceptable to run a construction management contract. The Government feels that technical based educational requirements are necessary to perform the duties of each respective position as it relates to architectural and engineering disciplines and construction management fundamentals.
The contract manager is rated adjectivally, see Section M – Technical Evaluation - Factor 1.
12 Since this contract is being competed with a small business as the prime contractor, will 50% small business participation still be required?
Yes, SBA has subcontract limitations for small business set-asides exceeding $150,000.00. The small business prime contractor must provide at least 50% of the contract cost for personnel. In addition, the solicitation requires a 50% small business participation throughout performance of the contract.

13 Will the Government adjust the Past Performance requirement to show past performance for a contract or program with a value over $8 million involving multiple, concurrent projects instead of a single project with a value over $8 million?
To be considered relevant, the referenced project must, at a minimum, involve construction related services, at a similar complexity to the solicited work, and a total value contract value of $5 Million for any federal or private project, see section M – Factor 2 Past performance.
14 Does the Contract Manager or any other management personnel who is managing personnel assigned to RRMC need to have a SECRET clearance?
Yes, the contract manager must have a secret clearance, see Section M – Technical Evaluation Factor 1. Review bullet 10K - Exhibit 6b – DD254 Additional Clearance Information.
15 Since the government allows a Bachelor’s Degree in Construction Management for the Contract Manager position, but licensure as an RA or PE is not consistent with that degree and professional path, and since the Contract Manager position is largely concerned with managing a large CM program, will the Government consider allowing a CM certification, such as a Certified Construction Manager (CCM), in place of an RA or PE?
Reviewed and accepted, certified construction manager has been included in the professional certifications, see Section M – Technical Evaluation Factor 1 – Contract Manager and Exhibit 3
– LCAT .
15 Will the Government preserve small business competition by lowering the minimum CM contract value for past performance to $4.5 million?

Attachment Questions
1 Please confirm the correct email address. I believe it is listed two different ways in the PPQ document.

2 Past Performance, item 1), the Solicitation states that “offerors shall submit no more than 1 page for each past performance data submission, Exhibit 9”. However, Exhibit 9 states, block 14 states “14. Provide a summary description of contract work, not to exceed two pages in length. Describe the nature and scope of work, its relevancy to this contract, and a description of any problems encountered and your corrective actions. Attach the explanation to this form.” Can you confirm which page limitation is correct?
Exhibit 9 – Past performance data submission has been corrected.
3 Can the Washington Headquarters Services confirm that Exhibit 7: NDA is required after contract award?
Correct, NDA’s are to be signed at contract award for all onboarding personnel.
4 The solicitation included a copy of the Register of Wage Determination under the Service Contract Act as Exhibit 8.
Could the Government please confirm which labor categories in the RFP fall under the SCA and provide a mapping to the Wage Determination labor categories?
The contract manager is exempt as a managerial position.
PM Level 4, PM Level 3, and Commissioning specialist qualify as learned professionals under 29 C.F.R. Part 541.301 are exempt from the SCA.
All other employees are non-exempt, including future non-priced items (NPI) which may fall under SCA; therefore, the wage determination has been included in the solicitation. DOL category descriptions can be found on the SCA Website, see below hyperlink.

Government please clarify whether there is an overall page limit for Volume II?
6 May Offerors include a short introduction for Volume II: Past Performance in order to provide an overview of the Offeror’s relevant experience in addition to the three projects for which Exhibits 9 and 10 are provided?
Information about the past performance data submissions must be included in Block 12 and/or Block 14 of Exhibit 9 – Past performance data submission. Other written submissions are not evaluated.
7 Past Performance Data, Item 12 indicates that offerors should “…Provide an estimated % of relevancy of the referenced contract to the requirements set forth in this solicitation.
Relevance shall address Fire Protection and Detection Systems Maintenance Services. Relevance can be discussed in further detail on the attached summary description as set forth in block 14 below.” Please confirm the reference to “Fire Protection and Detection Systems Maintenance Services” should be removed in its entirety or replaced with
CMTSS.
Corrected, see PWS 5.1 – Relevant work experience should be reviewed for past performance data, block 12.
8 Volume II: Past Performance, Item 1, indicates that “…offerors shall submit no more than 1 page for each past performance data submission, Exhibit 9.” Block 14 of Exhibit 9, Past Performance Data, instructs Offerors to "Provide a summary of description of contract work, not to exceed two pages in length." Please confirm whether WHS is requiring the first page of Exhibit 9 only (one page) or the Exhibit 9 Past Performance Data form (one page) along with the additional two pages per Block #14 of the form, for a total of up to three pages for each past performance data submission.
Exhibit 9 shall not exceed a total of 2 pages in length (cover + addendum), see Exhibit 9 – past performance data submission.
9 “The offeror shall address in Attachment 3 the following:
• The nature of the effort
• The tasks performed as they relate to Performance Work Statement
• Timeliness
• The extent of involvement (as prime versus a subcontractor, predecessor company or key personnel)

10 Will the Government adjust the pricing spreadsheet to allow for ODCs to cover costs of providing safety related personnel protection equipment?
ODCs must be covered in billable rates for employees. An explanation column has been included for use, see Exhibit 11 – pricing submission.
11 Is the offeror to bid the maximum staff of 70 CFTEs? Yes, see exhibit 11 – pricing submission.
12 For the purposes of pricing, can the government provide estimated night, weekend, and/or overtime hours expected for each labor category? Alternatively, could the government clarify that for pricing purposes offerors should assume a 40 hour work week during regular business hours for all labor categories? By not providing one or the other of these the government will get pricing that will not be consistently calculated from proposal to proposal.
Quality assurance inspectors are expected to have average annual hours of 2279. Historically QA personnel have worked an additional 8 hours every two weeks or an additional 16 hours per month.
