TECHNICAL EXHIBIT 3

POSITION DESCRIPTIONS

Position Position Descriptions Education Experience Equivalency

Contract Manager

Oversees contract administration and serves as single point of contact for the government.

Manages and directs the day-to-day efforts of the CMTSS organization and personnel and supports the program in conjunction with the government division directors. Responsible for recruitment of highly qualified and capable personnel with engineering and construction industry management subject matter expertise for various departments.

Ensures the Government receives a quality end product that meets all the requirements of both the customer and complies with DoD policy, Unified Facility Criteria, and with Pentagon building codes and standards for all design and construction projects. Assess, assist, and implement emerging technology and capabilities for design and construction projects. Participates in the development, review, and implementation of standard operating procedures for various departments, supports existing processes and procedures, and provides recommend changes for continuous process improvements. Ensures contract personnel populate and maintain related work data for Government directed automated management systems.

BS degree in construction management, architecture, or engineering.

Professional Engineer or Registered Architect required.

20 years construction-related engineering or architecture work experience.

Project

Level 4

The position is responsible for providing executive oversight for related fields of strategic planning, project planning, project development and programming, design services, and construction management services. Oversees the work of others within the specific functional areas. Must be able to lead teams and coordinate on assignments. Researches, develops, establishes, maintains, and interprets processes, procedures, policies, and guidelines associated with specific functional areas and can hold responsibilities in various areas to include quality assurance, facility engineering, scheduling, estimating, requirements gathering, A/E design, and construction management. Provides stakeholders at all levels with appropriate visibility into, and feedback on, process stability and capability throughout the life cycle of numerous programs and projects. Conducts in-depth evaluations and makes recommendations for improvements, corrective actions, and provides detailed reports to senior managers and supports government litigation.

BS degree in engineering, architecture, construction management, science or mathematics.

Professional registration preferred.

Level 4: 20 years related work experience with 10 years relevant technical experience.

30 years of construction related specialized technical experience. Non degree individuals must be a licensed Master Craftsman, licensed journeyman, or have an active general contractor license.

Submittals for equivalency must have government acceptance.

Project

Level 3

Senior level experience and expertise congruent with position requirements. Work assignments range from project planning and programming QA, facility engineering, scheduling, estimating, management of Integrated Product Teams, requirements gathering and writing statements of work (technical writing), and managing A/E services projects. Works with contractors, consultants, authority officials, tenants and their

Level 3: 10 years related work experience with 5 years relevant technical experience.

20 years of construction related specialized technical experience. Non degree individuals must be a licensed Master Craftsman, licensed representatives, and government officials to take requirements and develop and analyze short and long-range programs for the planning and execution of construction, alteration, and repair projects and/or their components. Provides expertise in the DoD Planning Programming Budgeting and Execution Process to include the areas of project controls, project development, project and integrated projects scheduling, estimating, earned value management, and construction management, and skilled in the use of the associated software tools. Completes organizational assessments, analyses of short and long range programs, master planning, evaluation of new and/or improved performance goals, special studies, requirements review and project development, project review request packages, prepares and presents project status briefings, develops and maintains performance matrixes, prepares well written technical reports. The position provides oversight of project design and engineering disciplines such as mechanical, electrical, civil, structural or architectural, and construction and project management. The responsibilities as related for technical writing involve the contractor expertise for creation of Scopes of Work to be used in the Request for Proposal (RFP) process to collect vendor pricing and selection. The position contributes expert information toward the creation of RFPs for selection and assists with the scope and business registration preferred.

Responsibilities may include coordinating tenant requirements, preparing contract documents to include finalizing scopes of work and applicable plans and specifications (technical writing), design review, construction oversight, submittals and deliverables processing, document management, management of Integrated Product Teams, change orders, exposure, bonding, claims mitigation, or negotiation, and ensuring the D/B contractor implements an effective QC. Provides a broad array of construction management services to include centralized oversight of major in-house and outsourced technical efforts, and centralized multi-disciplinary technical assistance encompassing requirements gathering, design coordination, and project management. The position is responsible for the day-to-day management of a project team, project site, and D/B contractor personnel and ensures all activities related to projects are executed according to WHS, customer, DoD and related outside agency requirements and regulations. Project

Level 1

Basic experience and expertise congruent with position requirements. Skill range may cover project planning and programming; design, construction, and project management services;

Work assignments can vary dependent upon the work assignment range from QA, facility engineering, requirements gathering and writing statements of work, managing projects, managing A/E services, document management, as well as other similar areas. The tasks can be dependent upon position but may cover required skill sets in the engineering disciplines such as mechanical, electrical, civil, structural or architectural. Design coordination responsibilities involve acting as the primary point of contact between the contractor and government on issues related to design and construction such as reviewing basis of design, submittals for conformance with the Request for Proposal (RFP), making recommendations regarding the submittal’s acceptability or necessary revisions, advising on impacts to building system, component, material or finish proposed, managing the design review process, and facilitating design related field issue resolution. Project Engineer

An entry-level position that acts in a technical and administrative supporting role. Responsibilities include project document management; quality assurance; review of shop drawings and material submittals for compliance with plans and specifications; assisting with quality assurance, managing requests for information; field verifying conditions per project specifications; preparing regular reports on project status; assisting in the development of scopes of work for future projects; managing closeout documentation and project transition packages, preparing contract

Estimator Responsible for developing Rough Order of Magnitude (ROM) and independent government cost estimates for program and project budgeting, A/E designs, military construction long-term projects and current maintenance, repair, alteration, and construction projects following the guidance in Unified Facilities Criteria, UFC 3- 701-01 and all Construction Specifications Institute Divisions (architectural, electrical, mechanical, plumbing, or civil). The estimator utilizes a general contracting background to convert statements of work into items, quantities, and unit costs. Responsible for maintaining the institutional local construction costs data sets.

Perform market studies and system/material availability and feasibility assessments. Current cost estimating software tool in use is RS Means.

BS degree in engineering, architecture, construction management, science or mathematics.

5 years dedicated construction cost estimating experience or combined estimating and project management experience.

10 years dedicated construction cost estimating experience or combined estimating and project management experience.

For construction estimates, individuals that compromise a well-rounded team must be capable of developing estimates for interior and exterior work covering multiple Construction Specifications Institute Divisions (architectural, electrical, mechanical, plumbing, or civil). For A/E support, must be able to perform cost analysis and do comparisons on multi-disciplinary, multi-million dollar projects.

Scheduler Responsible for development of baseline construction schedules and tracking actual work progress for projects in planning, design, acquisition, and construction phases. They provide expertise in the areas of project controls, scheduling, earned value management, and construction activity tracking. Work assignments include reviewing project schedules and making recommendations for corrections and adjustments as required, coordinating the contractor schedule with all other government contractors and suppliers, reviewing contractor payment requests, providing preliminary schedules for source selection and contract durations during acquisition phase, and providing scheduling support services during the strategic planning, mission analysis and project development phase. Current software in use is Primavera P6. Maintain government schedule for each awarded project that is verified by weekly site walks and is accurate within 72 hours. Produce an auditable work-in-place report from P6 to document the work that is accepted for

5 years dedicated construction scheduling experience, and an Oracle Primavera P6 software certification.

8 years of superintendent and 5 years of dedicated scheduling experience (total of 13 years), and an Oracle Primavera 6 software certification.

QA Inspector Responsible for ensuring the general contractor implements an effective QC program and uses the provisions daily to control the quality of work to document performance as outlined in latest edition of QA SOP. Work assignments include assisting with scope of work development, preparation and presentation of project status briefings, develops and maintains project performance matrixes, views and provides comments on design submissions and prepares well written technical reports. This position reviews contract deliverables and submittals for conformance and performs daily inspections to verify all work is in strict compliance with the contract, and requests correction of any deficiencies in the QC system. It develops a construction QA plan for each project including inspection, testing, and reporting procedures, as well as plans for monitoring corrective actions taken by D/B contractors. It prepares daily written QA reports recording all discussions with CQC staff as well as deficiencies. The inspectors participate in the pre-construction meetings for each construction work item requiring such by the QA plan. They monitor QC inspection and testing activities performed by the D/B contractor. They provide electrical, mechanical and architectural QA representatives. They work nights and weekends as the project schedule dictates. The

QA Inspector will serve as the resident expert in their area of expertise. Their expertise will be called on from initial inception of the project through final transition. They provide daily reports, submittal review comments, and a quality project that meets plans and specifications, technical reports, recommendations, and project status matrixes. The QA inspector must be proficient in the International Building Code and Unified Facilities Criteria requirements. USACE Quality Control Management course and certification required.

Commissioning Specialist

Responsible for commissioning activities to include review of contractors proposed plan, verification and monitoring of testing, troubleshooting failures and review of final submission. The specialist assists all parties in achieving commissioning goals for the program by providing technical and procedural oversight during all phases of projects. When not fully occupied, will serve support QA team.

BS degree in construction management, engineering or architecture.

Certified building commissioner preferred.

Minimum of 5 years dedicated commissioning experience.

Minimum of 10 years dedicated commissioning experience.
